“These minutes of the Town of Carroll Select Board have been recorded by its Secretary. Though believed to be accurate and correct they are subject to additions, deletions, and corrections by the Select Board at its next meeting when the Board votes its final approval of the minutes. They are being made available at this time to conform to the requirements of New Hampshire RSA 91-A:2.”

Pledge of Allegiance


Chairman Greer presented the Select Board with a Davis-Bacon Assurance Letter requiring a signature. This document is part of the Carroll Energy Commission’s solar grant project application. Selectperson Moroney made a motion to allow the Chairman to sign. Selectman Marquis seconded this motion. All in favor, none opposed. Motion to approve and have Chairman sign Davis-Bacon Assurance Letter passed. Chairman Greer signed the Davis Bacon Assurance Letter.

Chairman Greer requested the Select Board appoint him as the authorized representative for the solar grant project. Selectperson Moroney made a motion to appoint the Chairman of the Select Board as the Select Board representative. Should Chairman Greer’s term end the representative would be the Chairman of the Select Board. Selectperson Moroney instructed the Chairman Greer to add Chair next to his signature. Selectman Marquis seconded this motion. All in favor, none opposed. Motion to appoint the current Chairman of the Select Board as the Select Board representative for the Carroll Energy Commission’s solar grant application passed unanimously.

Chairman Greer requested the Select Board appoint a signer for the solar grant application. Selectperson Moroney made a motion to appoint the current Select Board Chairman as the signer of the solar grant application. Moroney again recommended Chairman Greer add Chair next to his signature when signing the solar grant application. Selectman Marquis seconded this motion. All in favor, none opposed. Motion to appoint the Select Board Chairman as the signer for the solar grant application passed unanimously.

Selectperson Moroney made a motion for the completed Solar Grant project be signed during a meeting of the Energy Commission by the Select Board Chair upon completion of the Solar Grant Application. Selectman Marquis seconded this motion, all in favor, none opposed. Motion to allow Select Board Chair to sign the completed Solar Grant Application during a meeting of the Energy Commission passed.


Chairman Greer made a motion to adjourn the meeting at 9:14 a.m. Selectman Marquis seconded this motion. All in favor, none opposed. Motion to adjourn passed unanimously. Meeting adjourned at 9:14 a.m.

The next meeting of the Select Board is scheduled for Tuesday August 6th at 5 p.m. at the Carroll Town Hall Community Room.
