“These minutes of the Town of Carroll Select Board have been recorded by its Secretary. Though believed to be accurate and correct they are subject to additions, deletions, and corrections by the Select Board at its next meeting when the Board votes its final approval of the minutes. They are being made available at this time to conform to the requirements of New Hampshire RSA 91-A:2.”

Meeting called to order at 5:00 p.m.

Pledge of Allegiance

Following the pledge Chairman Greer thanked all who assisted with the Presidential Election on November 5th. Greer stated there was a large voter turnout and the election crew handled every-thing very well.

Signing of bills and manifests completed prior to this meeting.

Selectperson Moroney motioned to approve the minutes of 10/29/2024, Chairman Greer seconded this motion. Selectman Marquis abstained. Motion to approve minutes of 10/29/2024 passed 2-0 with one abstention.

The Select Board was presented with a Supplementary Water Warrant for October 2024. Se-lectperson Moroney made a motion to approve and sign. Selectman Marquis seconded this motion. All in favor, none opposed. Motion to approve and sign Supplementary Water Warrant for October 2024 passed.

The Select Board was presented with a Supplementary Water Warrant for November 2024. Se-lectperson Moroney made a motion to approve and sign. Selectman Marquis seconded this motion. All in favor, none opposed. Motion to approve and sign Supplementary Water Warrant for No-vember 2024 passed.

The Select Board was presented with a Water Abatements for 2024 for Twin Mountain Plaza LLC related to a failed water meter. Selectperson Moroney made a motion to approve and sign. Select-man Marquis seconded this motion. All in favor, none opposed. Motion to approve and sign Water Abatements for 2024 for Twin Mountain Plaza LLC passed.

The Select Board was presented with a Veteran’s Tax Credit Application for Petrosus. Selectperson Moroney made a motion to approve and sign. Selectman Marquis seconded this motion. All in fa-vor, none opposed. Motion to approve and sign Veteran’s Tax Credit Application for Petrosus passed.

The Select Board was presented with a Veteran’s Tax Credit Application for M. Hogan. Selectper-son Moroney made a motion to approve and sign. Selectman Marquis seconded this motion. All in favor, none opposed. Motion to approve and sign Veteran’s Tax Credit Application for M. Hogan passed.

The Select Board was presented with a Veteran’s Tax Credit Application for D. Hogan. Selectper-son Moroney made a motion to approve and sign. Selectman Marquis seconded this motion. All in favor, none opposed. Motion to approve and sign Veteran’s Tax Credit Application for D. Hogan passed.

The Select Board was presented with a corrected Utility Assessment contract from Sansoucy Asso-ciates, as well as with supporting documentation from DRA related to the corrections. Selectperson Moroney made a motion to approve and sign. Selectman Marquis seconded. All in favor, none op-posed. Motion to approve and sign the corrected Utility Assessment contract from Sansoucy Asso-ciates passed.

The Select Board was presented with a corrected Valuation contract for Omni properties from Sansoucy Associates, as well as with supporting documentation from DRA related to the correc-tions. Selectperson Moroney made a motion to approve and sign. Selectman Marquis seconded. All in favor, none opposed. Motion to approve and sign the corrected Valuation contract for Omni properties from Sansoucy Associates passed.

Chairman Greer recognized Selectperson Moroney who took the opportunity to discuss the need to update the manuals for policies and procedures, and to make the members of the Select Board aware of these documents.

Chairman Greer recognized Selectperson Moroney who discussed certified letters that will be sent to residents on town water. Moroney stated that residents do not need to be concerned when they get a certified letter from Carroll Water Works, and that the mailing of these letters to water cus-tomers is required by the State of New Hampshire. Moroney continued, informing that the cost to mail these certified letters out will be around $4000. Chairman Greer recognized Rena Vecchio who suggested posting this information on the town’s Facebook page as well as the town’s web-site. Brian Mycko also suggested reaching out to the Twin Mountain Fire Department and Police Department to make this information available on their Facebook accounts as well.

FOLLOW UP

Chairman Greer stated the issue of Private Roads would be tabled until the next meeting as no new information is available as of the date of this meeting.

Chairman Greer informed on the letter he wrote to the property owners on Poplar Lane regarding damage done to the road during construction of the residence. Greer informed he heard back from the property owner who informed they would have their project manager reach out to the Director of Public Works to determine the best approach to repairing the damage.

OTHER

Chairman Greer recognized Selectperson Moroney who stated that the town is still waiting for in-formation from the school to move forward with setting the town’s tax rate. Chairman Greer rec-ognized Ben Jellison who reported that documents were signed at the last meeting of the school board on Thursday the 7th of November and has been sent to the NH Department of Education (NH DOE). The NH DOE will provide this information to NH Department of Revenue Admin-istration (NH DRA) who then assists municipalities with setting tax rates.

Chairman Greer recognized Imre Szauter of the Carroll Energy Commission who informed that Affinity LED will begin installation of the LED streetlights the week of December 2nd. Szauter in-formed Affinity anticipates 3 days to replace all the lights.

Chairman Greer recognized Imre Szauter and Ben Jellison who discussed the Presidential Election. Szauter informed there were 649 registered voters, at the end of the day that included 36 same day registrations. Szauter continued, reporting that there were 82 absentee ballots returned out of 86 absentee ballots that were mailed out, with a total of 555 ballots cast including the absentee ballots resulting in an 85.5% voter participation. Chairman Greer asked if this was a record, Jellison in-formed he believed it is. Szauter also commented on how smoothly things went during the election, and reported the mood in the town was very respectful, with no issues reported from any of the election staff members. Szauter stated one thing done differently this election was having a greeter in the hallway, for this election it was Bobbi Amirault, so when people walked into the building they were not walking into a line, they were greeted by someone with a nametag and provided in-formation on the constitutional amendment and feels this greatly improved people’s attitudes as they came to vote. Jellison followed, commenting that this was the smoothest election in all the years he has served as moderator. Jellison continued, informing that everything that happened the election crew was prepared for, and agreed with Szauter’s assessment of having a greeter made a huge difference. Jellison expressed his thanks to all who were present on Election Day, and to eve-ryone who put some time in. Jellison stated it is because of all of those individuals that the election went as well as it did.

Jellison informed that the White Mountain Regional School Board will be holding a meeting No-vember 21st at the Carroll Town Hall in the Community Room starting at 6 p.m. This meeting is open to the public and Jellison encouraged attendance. Jellison informed that Mark Manganiello from the NH Department of Education Bureau of School Finance, will present these topics specifi-cally for the towns of Carroll, Dalton, Jefferson, Lancaster and Whitefield.

2. Enrollment decline counters with aid adjustments
3. Property growth and its effect on extraordinary needs grant
4. Free and Reduced meals eligibility and its effect on adequacy aid
5. Impact of property tax base and extraordinary needs grant
6. Confusions over how new valuations will impact property tax rates
School funding is complex, and this is an opportunity to ask clarifying questions to help you un-derstand the state, local, and federal funding that affects your taxes! Jellison informed he would send the information to the Selectman’s Assistant to put on the town website as well as the calendar event. Brian Mycko also requested the information be sent to him as well to post on Facebook.

Chairman Greer recognized Rena Vecchio who requested a joint meeting of the Select Board and the Planning Board. Selectman Marquis stated he had already discussed it and there will be a meet-ing set up.

Selectperson Moroney reported on a letter she submitted as a Selectperson and resident of the town to the Planning Board to be read into the minutes of their last meeting. Moroney informed this letter was related to the repeated damage and destruction of a resident’s lawn during construction of the Echo Lake development on Solar Springs. Copies of this letter were provided to the members of the Select Board. Rena Vecchio requested the Selectman’s Assistant or Land Use Secretary reach out to Kevin Leonard of Dufrense Group to keep him informed. Select Board agreed with this suggestion. Selectperson Moroney will ask the Land Use Secretary to reach out to Leonard and provide documentation of the damage. Chairman Greer reported he will take photos and make them available to the Selectman’s Assistant and Land Use Secretary.

At 5:38 p.m. Chairman Greer made a motion to enter non-public for legal. Selectman Marquis se-conded, roll call vote to enter non-public for legal and personnel passed unanimously.

At 5:50 p.m. Selectperson Moroney made a motion to leave non-public and return to public. Chairman Greer seconded. All in favor, none opposed. Motion to return to public session passed.

At 5:50 p.m. Selectperson Moroney made a motion to seal the minutes. Selectman Marquis se-conded. Roll call vote to seal the minutes passed unanimously.

Selectperson Moroney made a motion to adjourn the meeting. Selectman Marquis seconded. All in favor, none opposed. Motion to adjourn passed, meeting adjourned at 5:51 p.m.

Next meeting of the Select Board is scheduled for Tuesday November 26th, 2024 at 5:00 p.m. in the Community Room of the Carroll Town Hall.
