March 4th, 2025
“These minutes of the Town of Carroll Select Board have been recorded by its Secretary. Though believed to be accurate and correct they are subject to additions, deletions, and corrections by the Select Board at its next meeting when the Board votes its final approval of the minutes. They are being made available at this time to conform to the requirements of New Hampshire RSA 91-A:2.”

Meeting called to order at 5:00 p.m.
Pledge of Allegiance
Signing of bills and manifests completed prior to this meeting.
Selectperson Moroney motioned to approve the minutes of 2/18/2025, Selectman Marquis seconded. All in favor, none opposed. Motion to approve minutes of 2/18/2025 passed.
The Select Board was presented with an Oath of Office for Karen Moran. Selectperson Moroney and made a motion to approve and sign. Selectman Marquis seconded this motion. All in favor, none opposed. Motion to approve and sign Oath of Office for Karen Moran passed.
The Select Board was presented with an Intent to Cut for Bayroot. Selectperson Moroney and made a motion to approve and sign. Selectman Marquis seconded this motion. All in favor, none opposed. Motion to approve and sign Intent to Cut for Bayroot passed.
FOLLOW UP
Selectperson Moroney discussed the ongoing update to the town’s Master Plan. Moroney informed this document should be used when making decisions for the Town as it is based on information received from residents through surveys. Moroney stated she will continue to discuss the Master Plan at each meeting in the hope of encouraging all boards to use this document as guidance when making decisions.
OTHER
Chairman Mycko recognized Selectperson Moroney who reported on an accident on the Harold Garneau Bridge. Moroney informed that although there appears to be no major damage Public Works Director Sonia is meeting with DOT and Selectman’s Assistant Basnar will be reaching out to the Town’s insurance company and sending them the accident report.
Selectperson Moroney reported on issues with a property for sale that is listed multiple ways, once as property only and once as a one bedroom. Moroney stated there is no actual home on the property, only a 5th wheel and informed she asked the Building Inspector to reach out to the seller to correct the listing.
Selectperson Moroney informed those in attendance that the town’s annual audit for 2024 is underway, and stated that the Select Board needs to establish some policies per the auditor’s recommendation. Chairman Mycko recommended digitizing the policies.
Selectperson Moroney discussed some issues the town office had with the IT company recently and recommended that the town look into this after the Town Election next Tuesday.
Chairman Mycko informed that the town will hold an Easter Egg Hunt on April 12th at 10:00 a.m. at the Town Hall. Mycko also informed that there are plans for a summer concert on July 5th.
Chairman Mycko recognized Vern Amirault who informed on the date for the 2025 Fishing Derby, which has been scheduled for Saturday June 14th.
Chairman Mycko recognized Selectperson Moroney who reminded the board that all Selectpersons must be present all day for Town Elections, which will be held Tuesday March 11th from 8:00 a.m. to 7:00 p.m. at the Town of Carroll Town Hall.
At 5:19 p.m. Chairman Mycko made a motion to enter non-public for legal and personnel. Selectman Marquis seconded, roll call vote to enter non-public for legal passed unanimously.
At 5:38 p.m. Chairman Mycko made a motion to leave non-public and return to public. Selectman Marquis seconded. All in favor, none opposed. Motion to return to public session passed.
At 5:38 p.m. Selectperson Moroney made a motion to seal the minutes. Chairman Mycko seconded. Roll call vote to seal the minutes passed unanimously.
At 5:38 p.m. Selectperson Moroney made a motion to adjourn the meeting. Chairman Mycko seconded. All in favor, none opposed. Motion to adjourn passed, meeting adjourned at 5:38 p.m.
Next meeting of the Select Board is scheduled for Tuesday March 25th, 2025 at 5:00 p.m. in the Community Room of the Carroll Town Hall.
