“These minutes of the Town of Carroll Select Board have been recorded by its Secretary. Though believed to be accurate and correct they are subject to additions, deletions, and corrections by the Select Board at its next meeting when the Board votes its final approval of the minutes. They are being made available at this time to conform to the requirements of New Hampshire RSA 91-A:2.”

Meeting called to order at 5:00 p.m.
Pledge of Allegiance
Signing of bills and manifests completed prior to this meeting.
Selectperson Mycko motioned to approve the minutes of 3/25/2025, Selectman Marquis seconded. All in favor, none opposed. Motion to approve minutes of 3/25/2025 passed.
The Select Board was presented with an Intent to Cut for Bayroot. Chairperson Moroney and made a motion to approve and sign. Selectman Mycko seconded this motion. All in favor, none opposed. Motion to approve and sign Intent to Cut for Bayroot passed.
Chairperson Moroney recognized Assistant Moderator Imre Szauter who discussed election equipment disposal of the outdated equipment. Selectman Mycko made a motion to dispose of the election equipment. Selectman Marquis seconded. All in favor, none opposed. Motion to dispose of the election equipment passed.
Chairperson Moroney discussed the planned installation of stonework for the sign at the end of the road for the Town Hall & Public Safety Building. Moroney informed that she had obtained an estimate for this work. Imre Szauter recommended installing the electrical wiring for the sign as well as the notice box in front of the Town Hall prior to completing the stone work on the sign. Szauter informed he is waiting to hear from an electrician and will follow up with the Administrative Assistant once he has obtained more information.
The Select Board was presented with a credit application provided by Public Works Director Sonia. Since Sonia had not provided a recommended credit limit the Select Board tabled this item until the next meeting to obtain additional information from Sonia.
Chairman Moroney recognized Vern Amirault who provided an update on the fish for the 2025 Fishing Derby. Amirault informed on changes, such as the inability of NH Fish & Game to match fish for Kids Fishing Derbies, and an increased cost for fish. Amirault requested the Select Board approve the expenditure of additional funds to cover the unexpected cost of purchasing additional fish from Sumner Brook Hatchery. Chairperson Moroney made a motion to approve the original expense of $490 as well as the additional expense of $225. Selectman Marquis seconded. All in favor, none opposed. FOLLOW UP
Chairman Moroney followed up on the change of hours for the Town Clerk/Tax Collector as discussed at the Select Board meeting on 3/25/2025. Chairperson Moroney informed that Town Clerk/Tax Collector Bailey and herself reviewed all warrant articles related to the hours of the Town Clerk/Tax Collector and reported that there are none relative to the hours of that office. Moroney stated Bailey offered to open early at 7:30am, Monday through Thursday. Chairperson Moroney made a motion to change the Town Clerk/Tax Collectors office hours to 7:30 a.m. to 3:00 p.m. Monday through Thursday. Selectman Mycko seconded. All in favor, none opposed. Motion to change the Town Clerk/Tax Collectors office hours to 7:30 a.m. to 3:00 p.m. Monday through Thursday passed.
Chairperson Moroney presented the other members of the Select Board with an amended letter to homeowners regarding Short-Term Rental Registration. Members of the Select Board reviewed the letter and registration form. Chairperson Moroney made a motion to approve and sign the letter to homeowners and allow the Land Use Secretary to move forward with sending the letters out. Selectman Mycko seconded this motion. All in favor, none opposed. Motion to to approve and sign the letter to homeowners and allow the Land Use Secretary to move forward with sending the letters out passed.
Chairperson Moroney read from the last Master Plan for the town, which was completed 10 years ago. Moroney selected a section regarding climate change. (see attached)
Chairperson Moroney corrected a statement made during the last Select Board meeting regarding the portable toilets at the information booth. Moroney informed there will be only one portable toilet at the information booth and it will be handicap accessible.
OTHER
Chairperson Moroney recognized Selectman Mycko who informed that members of the Recreation Department were to attend tonight’s meeting to announce the dates of the summer concert series however, no members were in attendance. Mycko discussed the Recreation Committee Director budget line, stating the main function of this line was to provide payment for the Director who managed the summer recreation program. The Select Board discussed that there currently is no summer program and therefore there should be no payment made from this line. The Select Board also discussed that currently the Recreation Department has no quorum due to there being only two sworn in members. After much discussion Chairperson Moroney made a motion to not pay the Recreation Director’s salary as there is currently no summer program for there to be a director. Selectman Mycko seconded this motion. All in favor, none opposed. Motion to not pay the Recreation Director’s salary passed.
Chairperson Moroney provided an update to those in attendance on a recent visit to the Town Hall from Jamie Dow and Vicki Ayer of DRA. Moroney informed that the office staff will be making adjustments to improve the overall function of the office. DRA also recommended that Selectman’s Assistant Basnar complete a certification program offered by Government Finance Officers Association (GFOA). Moroney informed that Basnar will be looking into obtaining this certification.
Chairperson Moroney discussed the town’s Building Permit fees and fines for building without a permit. Moroney recommended making the fine for a first offense of starting to build prior to a Building Permit being issued $1,000 per month, with the second offense within 5 years $5,000 per month.
Chairperson Moroney informed that two bids were obtained by the town to complete the repairs on the gazebo and the Recreation Building roof. Chairperson Moroney presented these bids to the Select Board and made a motion to move forward with the less expensive of the two bids. Selectman Mycko seconded. Selectman Marquis abstained. Motion to move forward with the less expensive of the two bids passed. Chairperson Moroney made a motion to wave the Building Permit fees for these two projects. Selectman Mycko seconded. All in favor, none opposed. Motion to wave the Building Permit fees for these two projects passed.
Chairperson Moroney discussed auto pay of some of the town’s bills, as well as a discussion had with DRA regarding the ability to place all the fuel from multiple departments under one budget line. Selectman Mycko made a motion to put all fuel bills from multiple departments under one line. Selectman Marquis seconded. All in favor, none opposed. Motion to put all fuel bills from multiple departments under one line passed. The Select Board determined that the fuel spent by the water department should be tracked to reimburse the general budget later in the year.
Chairperson Moroney reported on her progress towards addressing the planting of shrubs or flowers on the slope in front of the Town Hall due to 2025’s warrant article #5 To Modify the Slope of the Town Hall did not pass. Moroney reports she has spoken with multiple Garden Clubs and will continue working on solutions to this problem to preserve the safety of town employees who maintain that slope and mow the grass in the warmer months.
Chairperson Moroney presented the Select Board with two bids for paving. The members of the Select Board reviewed these estimates. Chairperson Moroney made a motion to accept the less expensive of the two bids. Selectman Mycko seconded. All in favor, none opposed. Motion to accept the less expensive of the two bids for paving passed.
Chairperson Moroney recognized Imre Szauter who informed on his investigation into the sidewalk snowmelt system. Szauter reported his findings to the Select Board and stated he has obtained a proposal to modify the system to improve its function. Szauter stated he will provide this proposal to the Selectman’s Assistant and discuss it with the Select Board at the next meeting.
Chairperson Moroney informed she is seeking someone to play patriotic music for the Memorial Day Parade, which is scheduled for May 26th at 11:30 a.m. Moroney requested that if anyone knows of someone who may be interested in this to contact her directly or through the Selectman’s Office.
The Select Board informed those in attendance that Town Clean Up Day is scheduled for April 26th and additional information can be found on the Town’s website or Facebook page. Selectman Mycko informed that The Easter Egg Hunt at the Town Hall, originally scheduled for Saturday April 12th at 10:00 a.m. will be moved to the rain/snow date of Sunday April 13th at 1:00 p.m.
Selectman Marquis made a motion to enter non-public for legal Chairperson Moroney seconded. All in favor, none opposed. Roll call vote to enter non-public passed at 6:16 p.m.
At 6:55 p.m. Chairperson Moroney made a motion to return to public. Selectman Marquis seconded. All in favor, none opposed. Motion to return to public passed.
Chairperson Moroney made a motion to seal the minutes. Selectman Marquis seconded. All in favor, none opposed. Roll call vote to seal the minutes passed unanimously.
Chairperson Moroney made a motion to adjourn the meeting. Selectman Marquis seconded. All in favor, none opposed. Motion to adjourn passed. Meeting adjourned at 6:56 p.m.
Next meeting of the Select Board is scheduled for Tuesday April 22nd, 2025 at 5:00 p.m. in the Carroll Town Hall Community Room.
