“These minutes of the Town of Carroll Select Board have been recorded by its Secretary. Though believed to be accurate and correct they are subject to additions, deletions, and corrections by the Select Board at its next meeting when the Board votes its final approval of the minutes. They are being made available at this time to conform to the requirements of New Hampshire RSA 91-A:2.”

Meeting called to order at 5:00 p.m.

Pledge of Allegiance

Signing of bills and manifests completed prior to this meeting.

Selectman Mycko motioned to approve the minutes of 5/20/2025, Chairperson Moroney seconded. All in favor, none opposed. Motion to approve minutes of 5/20/2025 passed.

The Select Board was presented with a Supplemental Water Warrant for 2025 for O’Brien. Selectman Mycko made a motion to approve and sign. Chairperson Moroney seconded this motion. All in favor, none opposed. Motion to approve and sign Supplemental Water Warrant for 2025 for O’Brien passed.

The Select Board was presented with a Supplemental Water Warrant for 2025 for Quirk-Bessette & Furness. Selectman Mycko made a motion to approve and sign. Chairperson Moroney seconded this motion. All in favor, none opposed. Motion to approve and sign Supplemental Water Warrant for 2025 for Quirk-Bessette & Furness passed.

The Select Board was presented with a 2025 Abatement for Bastarache. Selectman Mycko made a motion to approve and sign. Chairperson Moroney seconded this motion. All in favor, none opposed. Motion to approve and sign 2025 Abatement for Bastarache passed.

The Select Board was presented with the 2025 Property Tax Warrant 1st Issue. Selectman Mycko made a motion to approve and sign. Chairperson Moroney seconded this motion. All in favor, none opposed. Motion to approve and sign 2025 Property Tax Warrant 1st Issue passed.

The Select Board was presented with the April 2025 Landfill Inspection Report. Selectman Mycko made a motion to approve and have the Chair sign. Chairperson Moroney seconded. All in favor, none opposed. Motion to approve and have the Chair sign April 2025 Landfill Inspection Report passed. Chairperson Moroney asked the Selectman’s Assistant to reach out to the Director of Public Works to discuss cutting back the brush at the landfill.

The Select Board was presented with an updated Inspection Contract from Eastern Fire. Selectman Mycko made a motion to approve and have the Chair sign. Chairperson Moroney seconded this motion. All in favor, none opposed. All in favor, none opposed. Motion to approve and have the Chair sign updated Inspection Contract from Eastern Fire passed.

The Select Board was presented with a Driveway Permit Application for Maple Drive. Selectman Mycko made a motion to approve and sign. Chairperson Moroney seconded this motion. All in favor, none opposed. Motion to approve and sign Driveway Permit for Maple Drive passed.

The Select Board was presented with a letter from a contractor regarding driveway work on Little River Road. The Select Board tabled this item due to Selectman Marquis not being present and Selectman Mycko abstaining from any decision due to having utilized this contractor previously.

FOLLOW UP

Review of the Building Permit Application update was postponed until the next Select Board meeting, scheduled for June 17th.

OTHER

The Selectman’s Assistant provided the Select Board with the cost of creating additional Town of Carroll email addresses for full-time Police Officers and Members of the Carroll Energy Commission for the remainder of this year. These are needed for seeking grant funding. Chairperson Moroney made a motion to allow the Selectman’s Assistant to move forward with facilitating the set-up of these additional email addresses. Selectman Mycko seconded. All in favor, none opposed. Motion to allow the Selectman’s Assistant to move forward with facilitating the set-up of these additional email addresses passed.

Chairperson Moroney recognized Building Inspector Scalley who informed he did not feel the town building previously discussed as a potential location for the Historical Society was in a suitable condition to be salvageable. Scalley recommended the town hire someone to inspect for asbestos. Inspector Scalley also informed he looked at the additional properties the town will be selling and 2 out of 3 will need to be advertised as tare down properties due to the extensive damage and neglect.

Chairperson Moroney recognized Imre Szauter who presented the Select Board with a proposal from VHV related to a condensate neutralizer, which is not currently installed in the Town Hall, following their prior inspection. Selectman Mycko made a motion to approve the proposal to install a condensate neutralizer and have the Chair sign. Chairperson Moroney seconded this motion. All in favor, none opposed. Motion to approve and have the Chair sign the proposal to install the condensate neutralizer in the Town Hall passed.

Chairperson Moroney again recognized Imre Szauter who presented the Select Board with a Community Room Use Application on behalf of Clean Energy NH for an event to be held on July 8th, 2025. An alcohol waiver was requested for this event as refreshments, including alcohol, will be served at this event. Szauter informed the Carroll Energy Commission has been asked by Clean Energy NH to sponsor this event, which he informs will be discussed at the next CEC meeting. Selectman Mycko made a motion to approve and have the Chair sign the Community Room Use Application for Clean Energy NH, and to approve the alcohol waiver for this event. Chairperson Moroney seconded. All in favor, none opposed. Motion to approve and have the Chair sign the Community Room Use Application for Clean Energy NH, and to approve the alcohol waiver passed.

Chairperson Moroney recognized Melissa Jellison who requested an alcohol waiver for the Recreation Department Summer Concert Series dates which are scheduled for 7/5/2025, 7/19/2025, 8/2/2025 and 8/23/2025 at the information booth/gazebo area. Selectman Mycko made a motion to approve the alcohol waiver for the events on these dates. Chairperson Moroney seconded. All in favor, none opposed. Motion to approve the alcohol waiver for the Recreation Department Summer Concert events on these dates passed.

Chairperson Moroney recognized Rena Vecchio who asked for clarification on the ability to sell the items in the previously mentioned building to raise funds for a permanent location for the Historical Society. The Select Board clarified that this is still allowed. Scalley requested the Public Works Director coordinate the mowing of the bushes/shrubs to allow for ample parking in this area.

Chairperson Moroney again recognized Rena Vecchio who discussed possible dates for the yard sale and will follow up with the Select Board regarding dates at the next Select Board meeting.

Chairperson Moroney recognized Ben Jellison who asked for clarification on a tool box discussed while speaking on the Historical Society yard sale. Jellison wanted to confirm that this was to be used for the Public Works Department and not personal use by town employees. Chairperson Moroney informed that the tool box will be used by the Public Works Department in the performance of their duties for the town.

Chairperson Moroney recognized Bobbi Amirault who asked about the possible sale of a motorcycle. Chairperson Moroney recommended contacting the Carroll PD who is researching the VIN to determine if the motorcycle can be sold.

Chairperson Moroney recognized Dave Scalley who asked about the status of the Building Permit Application Update. Chairperson Moroney stated that as long as the addition of the statement that the Certificate of Occupancy is an additional and separate application was added she sees no problem with this. Chairperson Moroney made a motion to approve the Building Permit Application Update with the above-mentioned additions. Selectman Mycko seconded. All in favor, none opposed. Motion to approve the Building Permit Application Update with the above-mentioned additions passed.

Chairperson Moroney made a motion to enter non-public for legal. Selectman Mycko seconded. All in favor, none opposed. Roll call vote to enter non-public passed at 5:35 p.m. Chairperson Moroney informed all in attendance that the next scheduled meeting of the Select Board is Tuesday June 17th, 2025 at 5:00 p.m.

At 5:50 p.m. Chairperson Moroney made a motion to return to public. Selectman Mycko seconded. All in favor, none opposed. Motion to return to public passed. Selectman Marquis presented to the meeting during non-public at 5:40 p.m.

Chairperson Moroney made a motion to seal the minutes. Selectman Mycko seconded. All in favor, none opposed. Roll call vote to seal the minutes passed unanimously.

Upon returning to public session Chairperson Moroney informed that the float at the Recreation Area has deteriorated to the point of being unsafe and will be removed for the summer of 2025. As no funds were allocated in the 2025 budget to replace the float the Select Board will determine the cost to replace it next year and factor that cost into to the 2026 budget.

Chairperson Moroney provided Selectman Marquis with the letter form the contractor regarding the driveway work on Little River Road. Chairperson Moroney made a motion not to implement any additional fines from the Select Board. Selectman Marquis seconded. Selectman Mycko abstained. Motion not to implement any additional fines from the Select Board regarding the work on Little River Road passed.

Chairperson Moroney made a motion to adjourn the meeting. Selectman Mycko seconded. All in favor, none opposed. Motion to adjourn passed. Meeting adjourned at 6:00 p.m.

Next meeting of the Select Board is scheduled for Tuesday June 17th, 2025 at 5:00 p.m. in the Carroll Town Hall Community Room.
