“These minutes of the Town of Carroll Select Board have been recorded by its Secretary. Though believed to be accurate and correct they are subject to additions, deletions, and corrections by the Select Board at its next meeting when the Board votes its final approval of the minutes. They are being made available at this time to conform to the requirements of New Hampshire RSA 91-A:2.”

Members of the Public: Tadd Bailey, Bobbi & Vern Amirault, Mike Gooden, Imre Szauter, Rena & Bill Vecchio, Jeff Duncan, Melissa Jellison. Ben Jellison and Soner Tunay arrived after 5:15 p.m.

Meeting called to order at 5:00 p.m.

Pledge of Allegiance

Signing of bills and manifests completed prior to this meeting.

Selectman Marquis motioned to approve the minutes of 7/15/2025, Chairperson Moroney seconded. All in favor, none opposed. Motion to approve minutes of 7/15/2025 passed.

The Select Board was presented with a Supplemental Water Warrant for 2025. Selectman Marquis made a motion to approve and sign. Chairperson Moroney seconded this motion. All in favor, none opposed. Motion to approve and sign Supplemental Water Warrant for 2025 passed.

The Select Board was presented with a Certificate of Occupancy for Hinds. Selectman Marquis made a motion to approve and have the Chair sign. Chairperson Moroney seconded this motion. All in favor, none opposed. Motion to approve and have the Chair sign Certificate of Occupancy for Hinds passed.

The Select Board was presented with the Management Representation Letter for the 2024 audit. Selectman Marquis made a motion to approve and have the Chair sign. Chairperson Moroney seconded this motion. All in favor, none opposed. Motion to approve and have the Chair sign Management Representation Letter for the 2024 audit passed.

The Select Board was presented with the Food Truck Permit Application for Greenhouse Pizza Truck. Selectman Marquis made a motion to approve and have the Chair sign. Chairperson Moroney seconded this motion. All in favor, none opposed. Motion to approve and have the Chair sign the Food Truck Permit Application for Greenhouse Pizza Truck passed.

Chairperson Moroney informed that a resident had written to the Select Board to inform on reported water damage to his house as the result of a water meter malfunction. Moroney informed the Building Inspector was sent to the residence to assess and document the reported damage. Moroney informed that this resident was looking to have the town cover the cost of damages. Moroney then read from the town’s water policy as follows:

“Section 6. Town Indemnification
The OWNER shall indemnify the TOWN from any claim, loss or damage to persons or property
that may directly or indirectly arise from the installation or use of a feeder line, water meter
backflow preventer or appurtenance. Notwithstanding other provisions herein, Carroll Water
Works shall not be liable for any direct or consequential damages arising out of the defect or
failure of any materials provided to a customer by Carroll Water Works, including but not
limited to meters, backflow prevention devices, pressure valves, or piping, whether such
materials are paid for by the customer or Carroll Water Works and whether such materials are
installed and/or maintained by the customer or Carroll Water Works.”


FOLLOW UP

Chairperson Moroney informed those in attendance that Selectman’s Assistant is still collecting information from employees regarding their preferred dental option and this will be addressed at the next scheduled Select Board meeting.

OTHER

Chairperson Moroney recognized Imre Szauter who informed on the fire suppression system inspection recently completed. Szauter informed there was one deficiency in the sprinkler system which needs to be addressed. Szauter informed he had obtained an estimate to repair and requested the Select Board approve an amount up to $2,500 for the repair, and have a member of the Select Board sign the quote. Selectman Marquis made a motion to approve up to $2,500 for the repairs and to have a member of the Select Board sign the quote. Chairperson Moroney seconded. All in favor, none opposed. Motion to approve an amount up to $2,500 for the repair, and have a member of the Select Board sign the quote passed.

Szauter continued and informed on testing of the thermostat due to an issue with cooling the Library and Historical Society rooms. Szauter informed a call for service has been placed to address this.

Szauter provided an update on streetlights and informed on the current outages and service orders, as well as timeframe for repairs.

Szauter informed on continued issues with the heater in the sidewalk at the Public Safety Building. Recommendation to address this issue is to install 2 additional relays to the system. This will be discussed further as the colder months approach.

Szauter reported that materials will be delivered on Thursday to begin the installation of the solar array on the roof of the Public Safety Building.

Chairperson Moroney recognized Bill Vecchio who reported on the LED on the flagpole at St Margaret’s Cemetery, and reported on back-up plans in place to keep the light on the flag lit. Vecchio recommended purchasing a waterproof box and a photocell, and informed he would donate his time to complete the repair.

Vecchio continued, reporting on the light shield installed for a resident who requested the town address the light from the LED streetlight shining in his window. Vecchio stated this has been installed and the resident has been informed.

Chairperson Moroney recognized Mr. Tunay, who was not present when this matter was discussed earlier in the meeting. Tunay was presented a copy of the part of the water policy that was read into the minutes. Tunay stated there were 2 additional issues with water meters on his street. The Select Bord informed there were no other issues reported with the water meters at other locations, and again informed that the town will follow the policy that is in place and does not plan to cover damages.

Chairperson Moroney recognized Melissa Jellison who asked about the signs on the restrooms at the Recreation Area, and how residents would arrange use of them now that the bathrooms are locked. Selectman’s Assistant informed that the signs put up after the last event that was held at the Recreation Area included information on how to contact the Selectman’s Office should a resident like to utilize the Recreation Area for an event and have the bathrooms unlocked.

At 5:31 p.m. Chairperson Moroney made a motion to enter non-public for legal and personnel. Selectman Marquis seconded. All in favor, none opposed. Roll call vote to enter non-public passed at 5:36 p.m.

At 6:10 p.m. Chairperson Moroney made a motion to return to public. Selectman Marquis seconded. All in favor, none opposed. Motion to return to public passed.

Chairperson Moroney made a motion to seal the minutes. Selectman Marquis seconded. All in favor, none opposed. Roll call vote to seal the minutes passed unanimously.

At 6:10 p.m. Chairperson Moroney made a motion to adjourn the meeting. Selectman Marquis seconded. All in favor, none opposed. Motion to adjourn passed. Meeting adjourned at 6:01 p.m.

Next meeting of the Select Board is scheduled for Tuesday August 12th, 2025 at 5:00 p.m. in the Carroll Town Hall Community Room.
