Carroll Energy Commission Minutes
Special Meeting of July 22, 2025 @ 5:00 p.m.
Carroll Town Hall Community Room

The Carroll Energy Commission mission is to advise, encourage, and facilitate energy conservation, energy efficiency, and clean energy solutions for public buildings and properties, businesses, and resident homes. The Committee shall provide leadership and direction for community education relating to energy and shall propose and explore funding for local energy projects.

These minutes of the Town of Carroll Energy Commission have been recorded by its Secretary. Though believed to be accurate and correct they are subject to additions, deletions, and corrections by the Energy Commission at its next meeting when the Commission votes its final approval of the minutes. They are being made available at this time to conform to the requirements of New Hampshire RSA 91-A:2.

Commission members in attendance: Member John Greer, Member and Select Board Representative Brian Mycko, Vice Chair and Secretary Imre Szauter, and Chair Bill Vecchio. Members Vern Amirault and Karen Moran were absent.

Members of the public in attendance: Melissa Elander, Clean Energy New Hampshire (CENH) North Country Energy Circuit Rider (via Zoom).

The meeting was called to order at 5:10 p.m. by Chair Vecchio.

Chair Vecchio invited all attendees to rise and join in the Pledge of Allegiance.

Chair Vecchio welcomed Melissa Elander of CENH, who joined the meeting via Zoom.

Under New Business, Chair Vecchio opened a discussion on a review of brownfield/transfer station property solar PV array and potential installers. He summarized Member Greer’s efforts to contact three solar PV array design and installation firms to gauge their interest in possibly using the town’s former landfill site and adjacent area for a large solar PV array.

Chair Vecchio invited members to comment on the condensed versions of the emails that Member Greer sent and received from Encore Renewable Energy of Burlington, Vermont and Walden Renewables of Portsmouth, New Hampshire. To date, Member Greer had not received a response from ReVision Energy (multiple offices in Maine, Massachusetts, and New Hampshire).

Members were impressed with detailed information provided by Jesse Stowell and Rob Greer of Encore Renewable Energy, especially related to project viability.

Member Mycko made a motion to invite Encore Renewable Energy to visit the town’s brownfield/transfer station property and if appropriate, submit a proposal. Chair Vecchio seconded the motion. With no further discussion, the motion passed with 4 AYES and 0 NAYS.

Members review the email exchanges between Member Greer and Dr. Dale Knapp of Walden Renewables.

Member Mycko made a motion to invite Walden Renewables to visit the town’s brownfield/transfer station property and if appropriate, submit a proposal. Chair Vecchio seconded the motion. With no further discussion, the motion passed with 4 AYES and 0 NAYS.

Chair Vecchio and Member Mycko suggested having Member Greer contact Encore Renewable Energy and Walden Renewables with Energy Commission member contact information and suggest meeting onsite during the week of Jul. 28 or Aug. 4, as the next regularly-scheduled Energy Commission meeting is Wednesday, Aug. 13.

Chair Vecchio clarified that the only new business item on the agenda had been covered and that meeting minutes, old business, other, and tabled items will be covered at the Aug. 13 regular meeting, scheduled for 5:00 p.m. in the Town Hall Community Room.

With no additional items for discussion, Chair Vecchio entertained a motion for adjournment. Member Mycko motioned to adjourn. Member Amirault seconded the motion. With no additional discussion, the motion passed unanimously and the meeting was adjourned at 5:33 p.m.
