Meeting Minutes
February 19, 2020

“These minutes of the Town of Carroll Select Board have been recorded by its Secretary. Though believed to be accurate and correct they are subject to additions, deletions and corrections by the Select Board at its next meeting when the Board votes its final approval of the minutes. They are being made available at this time to conform to the requirements of New Hampshire RSA 91-A:2.”

The meeting was called to order at 6:00 p.m. by Chairwoman Moroney.

Pledge of Allegiance

Chairwoman Moroney addressed the topic of what the new Town Hall sign will say. She said her thought was that she wanted “Town of Carroll” to be seen from the road. Moroney said Imre Szauter pointed out to her that the current building says “Carroll Town Hall.” Chairwoman Moroney made a motion to put “Carroll Town Hall” on the building. Selectman Scalley seconded and the motion passed unanimously.

Selectman Scalley distributed to the Board copies of email exchanges between Allan Clark and members of the Building Task Force. A discussion was held about how communications between Clark and the Task Force have become increasingly challenging. Clark has offered to remove himself from the project several times. The Task Force thought everything had been worked out but it seems this is not the case. Between the Task Force and the Board, it was decided it was in everyone’s best interest to part ways with REI Service Corp. as allowed by contract. Selectman Gauthier made a motion to terminate the project management with REI Service Corp. Selectman Scalley seconded and the motion passed unanimously. Selectman Gauthier made a motion that when a severance letter is available, the Selectman’s Representative has authority to sign on behalf of the Board. Selectman Scalley seconded and the motion passed unanimously. It was decided that the Task Force would meet at another date to work on budget numbers and furniture to be ordered.

At 7:21 p.m., with no further business, Chairwoman Moroney made a motion to adjourn the meeting. Selectman Gauthier seconded and the motion passed unanimously. Chairwoman Moroney declared the meeting ended at 7:21 p.m.
