Meeting Minutes
April 20, 2020

“These minutes of the Town of Carroll Select Board have been recorded by its Secretary. Though believed to be accurate and correct they are subject to additions, deletions and corrections by the Select Board at its next meeting when the Board votes its final approval of the minutes. They are being made available at this time to conform to the requirements of New Hampshire RSA 91-A:2.”

The meeting was called to order at 6:00 p.m. by Chairman Gauthier.

Pledge of Allegiance

The Chair announced the approval and signing of the manifests.

Selectman Scalley made a motion to approve the minutes of 4/13/2020. Selectman Moroney seconded and the motion passed unanimously.

The Chair read a Building Committee report submitted by Imre Szauter. (attached)

The Board reviewed a tax abatement for Stone. Selectman Moroney made a motion to approve and sign. Selectman Scalley seconded and the motion was approved unanimously.

Follow Up:

Echo Lake – Selectman Scalley advised that the escrow account has been funded again. When the balance reaches $1,500.00 the applicant will be advised that account needs to be funded again. Scalley said the project is moving forward and this matter can be removed from Board follow up. The Board agreed.

Razing Building – The Board reviewed an email from the attorney on the next step. The attorney will be provided with paperwork to be filed in Court to allow the Town to be reimbursed. The Board agreed that this too could be removed from follow up.

Fire Station Building – Selectman Scalley had forwarded the Board members suggestions on deed restrictions. There was a brief discussion and it was tabled until a later date.



Other:

Selectman Moroney advised that she is putting another newsletter together and is hoping to have it available for around May 20th. She asked that anyone that has information to be included to please get in touch with her.

Selectman Scalley said the Homeland Security grant is moving forward. There is some additional paperwork that needs to be completed but it is on track now.

Chairman Gauthier said he’d like to discuss providing guidance to the other Town Boards on how to meet with respect to COVID-19. He said Planning and Zoning still have business to conduct. Fire Chief Oleson said he would be agreeable with the Boards meeting at the Town Hall and he would be willing to screen attendees. Selectman Scalley said he would rather keep people out of the Town Hall building right now due to the construction and the hazards on site. Chief Oleson said meetings can be held at the Fire Station and he can pull the apparatus out of the bays. He said social distancing and keeping meetings under 10 people would still apply. Selectman Moroney will work with the Land Use Secretary to get things in place.

John Trammell spoke as Interim Emergency Management Director. He said he’s been working with the Police and Fire Chiefs as well as Peter Eakley. They’ve been participating in State EOC calls for COVID-19 related updates three times a week. Chairman Gauthier asked about the status of campground openings. It was advised that state-wide there is a great concern of opening campgrounds and spreading the virus. The Governor has not made an Executive Order to close them as of yet. All Cities and Towns have been encouraged to contact the Governor’s office to voice their concerns. Both the Fire and Police Chiefs stated they had done so. Trammell and both Chiefs had drafted a letter to present to the campground owners in Town to remind them about social distancing, the Governor’s order for self-quarantine for out-of-state visitors and campground owner responsibility. Chairman Gauthier made a motion for the drafted letter to be sent to campground owners in Town. Selectman Moroney seconded and the motion passed unanimously. Selectman Scalley said he wanted to make a point in saying that making decisions to limit businesses and juggle safety from the virus is very difficult and not something he takes lightly.

At 6:36 p.m., Chairman Gauthier made a motion to go into non-public session per RSA 91-A:3 for personnel and legal. The motion was seconded by Selectman Scalley and polled; Gauthier – yes, Scalley – yes, Moroney – yes.

At 8:45 p.m., Chairman Gauthier made a motion return to public session and seal the minutes. Selectman Moroney seconded and the motion passed unanimously. Chairman Gauthier made a motion to adjourn the meeting. Selectman Moroney seconded and the motion passed unanimously. Chairman Gauthier declared the meeting ended at 8:45 p.m.
