Meeting Minutes
June 8, 2020

“These minutes of the Town of Carroll Select Board have been recorded by its Secretary. Though believed to be accurate and correct they are subject to additions, deletions and corrections by the Select Board at its next meeting when the Board votes its final approval of the minutes. They are being made available at this time to conform to the requirements of New Hampshire RSA 91-A:2.”

The meeting was called to order at 7:01 p.m. by Chairman Gauthier.

Pledge of Allegiance.

Chairman Gauthier announced the approval and signing of the manifests.

Selectman Moroney made a motion to approve the minutes of 6/1/2020. Selectman Scalley seconded and the motion passed unanimously.

Imre Szauter spoke on behalf of the Building Committee. He stated that Trahan cleaners had been in to clean the Public Safety building and did a quick clean up on the Town Hall. They are scheduled to come clean at night beginning around June 22. Szauter said One Source Security ran into a glitch and is continuing to work on integrating the alarm system with the key cards. He said the current plan is that final paving is scheduled for the 15th or the 22nd and will be line striped after that. Once pavement is complete, access will be blocked off for the weekend to allow the pavement to set up. Szauter said that the cleaners recommended walk-off rugs so no oil from the pavement is tracked into the buildings. Police Chief Bailey said he anticipates to be fully operational in the new building by June 27. Fire Chief Oleson said he expects to be operating out of the new station by June 15 and will pick away at some remaining items to be brought over. Selectman Scalley said he didn’t know when hydro-seeding was going to be done. If it wasn’t done, he didn’t want the pavement to go down because the hydro-seed trucks would be driving on it and possibly ruining the pavement. Chief Oleson asked what the difference was with the hydro-seed truck versus the fire apparatus that will be driving on the pavement. Oleson said the finish line keeps getting pushed down the road. There was a discussion about vehicles and the pavement. Chief Oleson said he’d handle things when the hydro-seed truck arrives.


The Board reviewed an Oath of Office for Peter Eakley as Deputy Emergency Management Director. Selectman Scalley made a motion to approve and sign. Selectman Moroney seconded and the motion passed unanimously.

Selectman Scalley said in a meeting last week the Board approved $2,640 for paving the sidewalk in front of the new complex. He presented the Board the written quote for the stated amount. Scalley said the paving is supposed to be done Wednesday or Thursday of this week. Scalley said there is no money for it in the building project budget. He believes the money should come out of the Highway Budget under the paving line. The Board agreed.

Fire Station Bldg – Deed Restrictions – Tabled

Tax Deeded Property – Route 3 North – Selectman Moroney presented the Board amounts owed to the Town as calculated by the Tax Collector. She said the property is currently assessed at $67,800. There was discussion by the Board that the building really needed to be taken down for safety issues. Chairman Gauthier asked about using it for a Fire Department training. Chief Oleson said it’s too close to Route 3 to be done safely. Selectman Scalley said he’d like Selectman Moroney to call the State and see if they’ll take the property due to the State lien on it as long as they remove the building. It was decided to put a package together and send it to the Town Attorney to negotiate with the State.

Key Box – Imre Szauter asked the Board what they wanted to do for key security. He said he understands the last proposal was too much money. There was a brief discussion and Selectman Scalley said he would prefer to table the matter for the building committee to investigate further.

Other:

Selectman Scalley said he didn’t realize that this evenings meeting was going to have a public portion as well. As such, he hadn’t prepared a response to Selectman Moroney’s letter. He’ll have a response ready for next week.

Selectman Moroney said she’d like to discuss the echo in the community room. She said Jeremy Oleson had forwarded information on acoustic tiles. Moroney said she had the opportunity to speak with Robert Silva who is the supervisor for the construction project. He mentioned they had done work in a doctor’s office and created a “live wall” to help with sound. It is a wall hanging of plants, etc. that would help absorb the sound. Selectman Moroney said she reached out to the interior designer to get more information on it. Selectman Scalley said he did a job in Rhode Island with it. Scalley said they didn’t keep it long and he doesn’t know why they took it out. There was further discussion on the acoustic tiles. Imre Szauter said he’d get in touch with the Architect to see how many tiles would be recommended.

The Secretary asked about plans to re-open the building after the paving was completed and re-opening changes being made state-wide amid Coronavirus. Chief Oleson said he could see it happening keeping the 6’ rule in mind and operating at 50% capacity. He said the doors could remain locked and be open by appointment only. Selectman Moroney stated a decision should be made as Planning and Zoning Meeting notices are going to have to be posted. Selectman Scalley said July meetings for both boards should be posted at the Fire Station on Route 3. He said to leave the item on the agenda for the next Select Board meeting.

Selectman Scalley said he would like the respective Chairmen of Planning and Zoning to set up for the meetings at the Fire Station and establish social distancing practices. Selectman Moroney said, speaking of the Boards, she brought up at the Planning Board Meeting that the Chair will have to handle the applications now that there will be a vacancy in the Secretary position. The Chair advised her that he’s going to have to be informed of what needs to be done. Selectman Moroney stated she doesn’t think this is going to work well and it’s going to cause the effort to fall back on the office staff. She said she’s offered to come in to the office a few days a week to cover the vacancy until someone is hired. Selectman Scalley stated that he feels both Boards haven’t been putting much effort into their positions. He feels having the Chairmen process the applications and make the necessary notifications will get them more involved and show them how much goes into the process.

Chief Bailey informed the Board that when Capitol Alarm is cancelled, there will be a $75 charge. He also stated he’s been receiving complaints on engine brakes. He said in the past, they couldn’t enforce them because they were considered safety equipment. He said he’s looked into it again and the Town has the ability to post “Engine Braking Prohibited” signs. The police would be able to write tickets as the failure to obey traffic control devices. The Chief also asked the Board to allow him to add patrol shifts for the 4th of July weekend.

Selectman Scalley addressed Selectman Moroney and said in her previous letter, she asked Scalley how he is involved in matters. Is he the Building Inspector, Selectman or what? Selectman Scalley showed Selectman Moroney an email from Aaron Foti. The email referenced a letter to the Zoning Chair from the Town Attorney and Aaron was asking what he’s supposed to do with it. Scalley said people reach out to him and he doesn’t want to see them fall on their face.

At 8:06 p.m., Chairman Gauthier made a motion to go into non-public session per RSA 91-A:3 for legal. The motion was seconded by Selectman Moroney and polled; Gauthier – yes, Scalley – yes, Moroney – yes.

The public phone portion of the meeting was discontinued.

At 9:13 p.m., Chairman Gauthier made a motion return to public session and seal the minutes. Selectman Scalley seconded and the motion passed unanimously. Chairman Gauthier made a motion to adjourn the meeting. Selectman Scalley seconded and the motion passed unanimously. Chairman Gauthier declared the meeting ended at 9:13 p.m.
