Meeting Minutes
July 13, 2020

“These minutes of the Town of Carroll Select Board have been recorded by its Secretary. Though believed to be accurate and correct they are subject to additions, deletions and corrections by the Select Board at its next meeting when the Board votes its final approval of the minutes. They are being made available at this time to conform to the requirements of New Hampshire RSA 91-A:2.”

The meeting was called to order at 7:00 p.m. by Selectman Scalley.

Pledge of Allegiance.

Selectman Scalley announced the approval and signing of the manifests.

Selectman Moroney made a motion to approve the minutes of 7/6/2020 as written. The motion was approved by Selectman Scalley and the motion passed unanimously.

Mike Finn spoke with regards to the Town Buildings Dedication Ceremony. He said a date had been chosen of Saturday, September 12, 2020 from 10:00 a.m. to 12:00 p.m.

At 7:07 p.m. Chairman Gauthier joined the meeting.

Mike Finn gave a presentation and reviewed the planning stages and assignments. He asked the Board for their input on the date as well as guests and speakers to be invited. There was brief discussion on ceremony size due to COVID-19. The topic of protocol with political speakers was also brought up. The Board agreed to the date and the time presented. Mike Finn will send the office draft letters to be mailed on Select Board letterhead. He will also go back to the Committee about the guest list.

The Board reviewed a Certificate of Occupancy for the Town Hall and a Certificate of Occupancy for the Public Safety Buildings. Selectman Scalley made a motion for the Board to review and sign the paperwork and the Fire Chief can sign when he is available. Selectman Moroney seconded the motion. All were in favor.

The Board reviewed the following items:

Driveway Permit – Downes
Driveway Permit – Chapman
Certificate of Occupancy – Walsh

The above items were reviewed and approved individually with Selectman Moroney making motions to approve and Selectman Scalley seconding the motions. All were in favor and the motions passed unanimously.

Vern Amirault spoke on behalf of the Historical Society. He stated the Society would like to have meetings again in the Town Hall and stated they also need a key to the Historical Society room. A discussion was held again about key card access and building security. The Historical Society was advised that alarms and key card access is still a work in progress and access to the building would not be approved until everything is squared away. Chairman Gauthier asked Amirault when they wanted to meet next. Amirault said they were hoping for this Wednesday. Chairman Gauthier offered to open the building for their meeting. Selectman Scalley made a motion to give 2 keys out for the historical society room. Selectman Moroney seconded and the motion passed unanimously. The Secretary asked that the Historical Society be limited to bringing storage items into the room on “off business” hours due to social distancing space and COVID-19. All agreed.

Selectman Scalley said he believes there should be a Selectman representative involved with the Hazard Mitigation planning. Selectman Gauthier said he would do it and he’d be in contact with June Garneau.

Follow Up

Fire Station Building – Deed Restrictions – tabled

Tax Deeded Property – Route 3 North, Little River Rd. – in process

Property Transfer Route 115 – The tax collector has been in communication with the abutter and the ownership should be in his name now.

Sound panels – Community Room – The representative did not come on Monday as expected. It has been rescheduled to Wednesday.

Street Light Removal – Waiting to hear from the Fire Chief on his approval. The Board decided that if approved, the office should request an email from the property owner asking that the street light be removed and his offer to pay for it.

Chairman Gauthier announced the next meeting will be held on Monday, July 20, 2020 at 7:00 p.m.

At 7:57 p.m., Chairman Gauthier made a motion to go into non-public session per RSA 91-A:3 for legal. The motion was seconded by Selectman Scalley and polled; Gauthier – yes, Scalley – yes, Moroney – yes.

At 10:05 p.m., Selectman Scalley made a motion return to public session and seal the minutes. Chairman Gauthier seconded and the motion passed unanimously.


Selectman Scalley made a motion to adjourn the meeting. Chairman Gauthier seconded and the motion passed unanimously. Chairman Gauthier declared the meeting ended at 10:05 p.m.
