Meeting Minutes
July 20, 2020

“These minutes of the Town of Carroll Select Board have been recorded by its Secretary. Though believed to be accurate and correct they are subject to additions, deletions and corrections by the Select Board at its next meeting when the Board votes its final approval of the minutes. They are being made available at this time to conform to the requirements of New Hampshire RSA 91-A:2.”

The meeting was called to order at 7:00 p.m. by Chairman Gauthier.

Pledge of Allegiance.

The Chair announced the approval and signing of the manifests.

Selectman Scalley made a motion to approve the minutes of 7/13/2020. Selectman Moroney seconded and the motion passed unanimously.

The Chair read an email from Clara Weloth and acknowledged they are in receipt of a Right to Know request. The Chair asked that the email and request be attached to the minutes.

Chairman Gauthier stated he was at the last ZBA meeting and the Board wanted him to pass along information. The ZBA Board had a long meeting and difficult decisions to make but wanted to thank Dave Scalley and Fire Chief Jeremy Oleson and to let them know they have the Board’s full support behind them.

The Board reviewed a tax abatement for Pond. Selectman Moroney made a motion to approve and sign. Selectman Scalley seconded and the motion passed unanimously.

The Board reviewed a supplemental tax warrant for both DS Contractors Inc. and Carter. Selectman Moroney made a motion to approve and sign. Selectman Scalley seconded the motion for Carter and said he abstained from DS Contractors Inc. Chairman Gauthier seconded the motion for Carter. The motions passed.

Follow Up

Fire Station Building – Deed Restrictions – Selectman Scalley said the discussion started in April. He said the Board can wait until March for the sale of the building or otherwise needs to proceed with the 60-day process as outline by the Town Attorney. Scalley said the Board needs to decide because if they wait until the March vote, the building will have to be winterized. A discussion was held about holding a Special Election. The Secretary advised there are two elections to be held this fall. She reminded the Board there will be a cost of printing ballots as well as the time frame for programming the ballot counting machine. Selectman Moroney made a motion to release the Attorney’s information as to the sale of the Fire Department Building for discussion. Chairman Gauthier seconded. The Board discussed the process of selling the building outside of Town Meeting and the challenges with the time-frames of two other elections. Chairman Gauthier said he would rather not carry the building through the winter. Selectman Scalley said he wouldn’t suggest shutting the building down. Greg Hogan disagreed saying that it would only be draining the water. The heat is forced hot air. Chairman Gauthier suggested contacting the Moderator for his opinion. Selectman Scalley asked the Board for approval in forwarding the Attorney’s information to the Moderator. They agreed.

Tax Deeded Property – Route 3 North, Little River Rd. – Selectman Moroney said the Tax Collector should have the total amount due for the property on Little River Road available to the Board next Monday for their consideration of sale.

Sound panels – Community Room – Imre Szauter said the acoustician had been on site to run his tests. He said a report will be sent to the Select Board with the results and recommendations.

Street Light Removal – Selectman Scalley provided a telephone pole number of the light in question that was reported as not functioning correctly. He said while he was there, it was working fine. The Secretary said she’d ask the Fire Chief to check the lighting situation again.

Other:

The Secretary presented the Board with the invitational letters for the Dedication Ceremony. Imre Szauter said a change had been made inviting 5 people to speak. The remainder are invitations to attend. Szauter said the Select Board, Fire Chief and Police Chief are also invited to speak.

The Secretary advised the Board that Ben Jellison was requesting to use the building on Tuesday, July 28th at 7 p.m. for a meeting to study the membership in the White Mountain Regional School District. The Board agreed.

Selectman Scalley said the Homeland Security grant was approved in the amount of $241,000. He said the grant is a 50% match so he wants the Board to be aware that the Town has to pay $241,000 up front and then the Town will be reimbursed. Scalley said the task force is meeting on Wednesday to go over all the furniture and items to be purchased. Selectman Moroney asked if the $120,500 is left in the building project. Selectman Scalley stated no. Selectman Moroney asked if the money was going to be coming out of the Town’s budget. Selectman Scalley said if we get the approved grant for the front entrance project, we should be ok. Otherwise, it would come from the budget. Selectman Moroney asked how far along the grant is. Selectman Scalley said he had just received a message from Allan Clark and the grant is still in progress. Both Selectman Moroney and Selectman Scalley voiced individually that they don’t see $125,000 extra in the Town budget. Selectman Moroney stated that makes her nervous and we’re only into July. Chairman Gauthier said if we spend $121,000 and get $241,000 of product, he thinks it’s worth it and thinks it should move forward. Selectman Scalley agreed.

Chairman Gauthier announced the next meeting will be held on Monday, July 27, 2020. After a brief discussion the Board agreed to meet at 6 p.m.

Greg Hogan stated his budget was prepared with $20,000 to update the yellow pickup truck with a new pickup possibly with a plow. He asked if he could proceed forward. Selectman Scalley said he thinks the purchase should be held off to discuss at the next meeting after information about the grant is obtained. The Board agreed.

Greg also advised the Board that if they do decide to heat the old Fire Station for the winter they may run into issues if the heat goes out. He said they have caught it several times that the furnace has shut off.

At 7:42 p.m., Chairman Gauthier made a motion to go into non-public session per RSA 91-A:3 II (l) for legal. The motion was seconded by Selectman Scalley and polled; Gauthier – yes, Scalley – yes, Moroney – yes.

At 8:11 p.m., Selectman Scalley made a motion to return to public session and seal the minutes. Chairman Gauthier seconded and the motion passed unanimously. Chairman Gauthier made a motion to go into non-public session per RSA 91-A:3 II (c) for personnel. The motion was seconded by Selectman Scalley and polled; Gauthier – yes, Scalley – yes, Moroney – yes.

At 8:23 Chairman Gauthier made a motion to return to public session and seal the minutes. Selectman Moroney seconded and the motion passed unanimously. Chairman Gauthier declared the meeting ended at 8:24 p.m.
