Meeting Minutes
August 17, 2020

“These minutes of the Town of Carroll Select Board have been recorded by its Secretary. Though believed to be accurate and correct they are subject to additions, deletions and corrections by the Select Board at its next meeting when the Board votes its final approval of the minutes. They are being made available at this time to conform to the requirements of New Hampshire RSA 91-A:2.”

The meeting was called to order at 7:03 p.m. by Chairman Gauthier.

The Chair announced the approval and signing of the manifests.

Selectman Scalley made a motion to approve the minutes of 8/10/2020. Selectman Moroney seconded and the motion passed unanimously.

Ben Jellison advised the Board that as Moderator, he was requesting that the Primary and General Elections be held at the Fire Station so there would be more room to spread out. He said setting a location for Deliberative Session and Town Meeting can be determined at a later date. Selectman Scalley made a motion to have the Sept. 8 Primary and Nov. 3 General Election at the Fire Station. Selectman Moroney seconded and the motion passed.

Chairman Gauthier advised the Board that the ZBA is requesting Counsel to be present at their next meeting. Selectman Moroney asked what the reason was. The Chair stated the ZBA felt the Planning Board meeting with the same applicants had gotten a little contentious and wanted Counsel to be present. Selectman Moroney said one company was at the Planning Board meeting for an application. She said another company was there for a consultation and began giving a full presentation. The attorney for the applicant became upset. Selectman Moroney requested that Counsel be contacted on behalf of the Planning Board to see if both cell towers have to be accepted or if not, what criteria should they look at to make a decision. The Secretary raised a question asking if our attorney can represent both Boards. Chairman Gauthier advised the Secretary to contact the Town Attorney to clear up the questions.


Follow Up

Fire Station Building – Deed Restrictions – Tabled until 8/31

Tax Deeded Property – Route 3 North, Little River Rd. – The Board held a discussion of the sale of property on Route 3 North. There was discussion of sealed bid versus a Realtor. The matter of the State’s lien on the property was discussed. The Board asked the Secretary to check with the Attorney if the State will accept less. The Board doesn’t anticipate the property will sell for $27,500 of land value.

With regards to the Little River Road property, Selectman Scalley presented the Board with figures of amounts owed totaling $23,123.46 which is all costs until the end of this month. Selectman Scalley said it should be put to sealed bid. The Board advised the Secretary to put an ad in the paper for two weeks for the sale of the property. There will be no entrance allowed into the buildings. Photographs will be made available.

Sound panels – Community Room – Imre Szauter said the third set of samples have been received and provided them to the Board for review. He said this third set is different because adhesive is applied to the back of the product and applied directly to the drywall. Imre asked the Board to select two choices and he will get pricing including installation.

Street Light Removal – Nothing new.

Library Trustee Access – Selectman Scalley said the key access policy has been adopted. The Trustees need to fill out the forms and submit them to the Selectmen.


Other:

The Secretary relayed a message from Greg Hogan that on Saturday, August 22, from 8 a.m. until noon will be collection day for Household Hazardous Waste.

Selectman Scalley addressed the Historical Society and asked them that in approving the yard sale at the Fire Department if they knew that meant they had to remove everything when they were done. They replied yes.

Bobbi Amirault asked Selectman Scalley about items stored in his garage on Route 3. Bobbi asked if the stove is available to sell for the Historical Society. He said yes, it had come from the Town Hall. She asked about plates he has. He said if she wants to sell them, she can.

Chairman Gauthier announced the next meeting will be on Monday, August 31, 2020 at 7:00 P.M.

At 7:40 p.m., Chairman Gauthier made a motion to go into non-public session per RSA 91-A:3 II (b) hiring. The motion was seconded by Selectman Scalley and polled; Gauthier – yes, Scalley – yes, Moroney – yes.

At 8:19 p.m. Chairman Gauthier made a motion to return to public session and seal the minutes. Selectman Scalley seconded and the motion passed unanimously. Chairman Gauthier declared the meeting ended at 8:19 p.m.
