Meeting Minutes
September 9, 2020

“These minutes of the Town of Carroll Select Board have been recorded by its Secretary. Though believed to be accurate and correct they are subject to additions, deletions and corrections by the Select Board at its next meeting when the Board votes its final approval of the minutes. They are being made available at this time to conform to the requirements of New Hampshire RSA 91-A:2.”

The meeting was called to order at 6:00 p.m. by Chairman Gauthier.

The Chair announced the approval and signing of the manifests.

Selectman Scalley made a motion to approve the minutes of 8/31/2020. Selectman Moroney seconded and the motion passed unanimously.

Mike Finn spoke on behalf of the Dedication Committee. There was a discussion of roles, protocols and activities for the dedication of the buildings on Saturday.

The Board reviewed a Water Grant from NHDES. Selectman Scalley made a motion to approve and sign the grant. Selectman Moroney seconded and the motion passed unanimously.

The Secretary asked the Board, on behalf of the Treasurer, if she was approved to move forward with responding to a letter sent by the NH Bond Bank. The Treasurer had indicated that at the August 26 meeting she had presented the letter to the Board and Selectman Scalley had some concerns with it. Selectman Scalley as well as the rest of the Board said they were fine with the Treasurer corresponding with the Bond Bank.

Other:

Selectman Scalley announced that the Town has been approved for the $250,000 NBCR Grant and expect the money will be given to the Town in the next few weeks.

Chairman Gauthier announced the next meeting will be on Monday, September 14, 2020 at 7:00 P.M.

At 6:52 p.m., Chairman Gauthier made a motion to go into non-public session per RSA 91-A:3 II (b) hiring. The motion was seconded by Selectman Scalley and polled; Gauthier – yes, Scalley – yes, Moroney – yes.

At 8:20 p.m. Chairman Gauthier made a motion to return to public session and seal the minutes. Selectman Moroney seconded and the motion passed unanimously. Chairman Gauthier declared the meeting ended at 8: 20 p.m.
