“These minutes of the Town of Carroll Select Board have been recorded by its chairperson. Though believed to be accurate and correct they are subject to additions, deletions and corrections by the Select Board at its next meeting when the Board votes its final approval of the minutes. They are being made available at this time to conform to the requirement s of the New Hampshire RSA 91-A:2”

The meeting was called to order at 6:00 p.m. by Chairperson Scalley.

PLEDGE OF ALLEGIANCE

Chairperson Scalley confirmed that the manifest was signed.

Selectperson Mills made a motion to approve the minutes from June 8, 2021 and Chairperson Scalley seconded, all approved. Selectperson Gauthier is not present.

Selectperson Mills made a motion to approve the minutes from the Non-Public meeting from June 8, 2021 and Chairperson Scalley seconded, all approved.

Letter of credit Echo Lake Bond Letter - Chairperson Scalley has been dealing with Cathy Conway and they gave the Selectboard a letter of credit to go with the Planning Boards section 704 approval and letter of conditions. The Board will draft a letter telling them they need a bond.

Preventive maintenance contract - discussion Town office Safety Building. Scalley spoke with Imre put a plan together for pest control and reached out to Presidential Pest Control and we are waiting on them to give us a quote. Scalley asked if anyone knew of any other pest control companies as this is the only one he knows of. Tadd spoke up and said he just wanted to make sure that in the quote it is for big carpenter ants, spiders and other bugs that are around the buildings. Chairperson Scalley said yes. Chairperson Scalley said Greg and the highway dept used to do it, but Chairperson Scalley said we would like to get a quote from a professional. We can review the cost. Imre spoke up about some talk about the money that is being spent on contracts. Chairperson Scalley said we can discuss at budget time if we want to review contracts and sign.

Water warrant: Skoglund - Selectperson Mills made a motion to approve the water warrant for Skoglund. Chairperson Scalley seconded, all in favor.

Follow up: Tax deeded property Route 3 – still ongoing with legal and the State.
Fire station appraisal – Chairperson Scalley recused himself on this and Selectperson Mills gave an update with the conservation committee and Selectperson Gauthier will follow up with them and schedule that meeting it is an administrative paperwork that needs to be discussed and filled out prior to getting it completed. Chairperson Scalley un-recused himself and came back into the meeting.
School withdrawal - Selectperson Gauthier not here so it is tabled until next meeting.

Other: Selectperson Mills ongoing discussion on the federal funds that are coming out on from governor’s office, Selectperson Mills attended the webinar on this and he got with Treasurer and Imre and it is determined that we are not going to apply for it due to the way they are interpreting it from the way the rules are written, they do not believe the Town is eligible to receive any of the federal funds. We have until August 18th to apply for it, so if anyone has any ideas on how the Town can apply and receive it, please let him know.

Chairperson Scalley wanted to let everyone know that the Town is sending out the letters and funds for all that was approved for the warrant articles receiving funds. Greg’s new Ford truck should be coming in next week.

Tadd Bailey asked about the new Federal Holiday and how the town is going to handle that. He went on to update the Board as to the latest happenings in the Town, 2 weeks ago they received their first nuisance call regarding an AIRBNB party at midnight, they arrested 13 people for alcohol and drug possession. The department sent out a nuisance letter to the owner and are waiting to hear back from them. Chairperson Scalley asked that the Selectboard get a copy of that letter to have in their file in case they get any calls. Chairperson Scalley said as far as the new federal holiday, it is not in the employee manual as of now but that does not mean it can not be discussed at a later date. Tadd Bailey went on to say speed is mostly the issues in the Town and surprised we don’t have more accidents due to speed.

Bobbi asked if there was an update from the landscaper and Chairperson Scalley said not at this time, he has a call into him but nothing yet. Linda applied for a grant but there is a caveat they have to do a project and the club is not able to do a project in order to satisfy the requirements so they asked for a place to do a project. Chairperson Scalley asked if they can go elsewhere in Town aside from the building, she said the area near the information booth. Chairperson Scalley asked if it was discussed with her committee and she said they are meeting this Thursday to discuss this. She doesn’t know who to go to first, Chairperson Scalley said as they discussed last meeting, the committee has Linda as the go to person from the committee to the board and if Linda can’t make it, maybe someone else can be here to present it. Chairperson Scalley said they have not denied the committee to beautify the Town, they are just asking not to do anything around the building until the landscaper gets back to us, and if he doesn’t in the next few weeks, then they will go to plan B with the task force.

No other business: next meeting will be Tuesday, July 6th at 7:00 pm

At 6:16 pm Chairperson Scalley closed the public meeting made a motion to go into non-public session per RSA 91-A:3, Legal and personnel. Selectperson Mills seconded.

At 6:18 pm the Board went into Non-Public Legal and Personnel.

At 6:48 pm Selectperson Mills made a motion to return to public, Chairperson Scalley seconded.
At 6:49 pm Chairperson Scalley made a motion to adjourn the meeting, Selectperson Mills seconded. Meeting ended.
