“These minutes of the Town of Carroll Select Board have been recorded by its Secretary. Though believed to be accurate and correct they are subject to additions, deletions, and corrections by the Select Board at its next meeting when the Board votes its final approval of the minutes. They are being made available at this time to conform to the requirements of New Hampshire RSA 91-A:2.”

Call to order

Pledge of Allegiance

Approve and Sign Manifest
Selectperson Mills had not gotten to it yet, and will sign after the meeting.

Approval of Minutes from 09-07-2021
Selectperson Mills moves to approve the minutes from 09-07-2021, Selectperson Gather seconds. All in favor, 3-0, motion passed.

Intent to Cut- Holt
Selectperson Mills moves to approve Intent to Cut for Holt, Selectperson Gauthier seconds. All in favor, 3-0, motion passed.

Twin Mtn. Campground Liquor License
Selectperson Scalley speaks to this, stating that the Twin Mtn. Campground would like to extend their liquor license for combination of beverage and wine. Selectperson Mills makes a motion to approve the liquor license for Twin Mtn. Campground, Selectperson Gauthier seconds. All in favor, 3-0, motion passed.

Fire Department
Selectperson Scalley announces that the board has hired a new fire chief, Jeff Duncan, and he will be starting in two weeks.

Driveway Permit
Selectperson Scalley speaks on this- the proposed driveway permit application was sent to legal for review last week, they recommended that some additional wording be added, the changes have been made. The board has reviewed these changes and approves. Selectperson Gauthier makes a motion to adopt new driveway permit application, Selectperson Mills seconds. All in favor, 3-0, motion passes.

Tax Deeded Property- Route 3 North
Selectperson Scalley speaks on this, we received the proposed asbestos inspection from All Demo, it will come out to roughly $800. They have booked us for October, but we can always wait.
Selectperson Gauthier states that if we do have money set aside we should proceed, Selectperson Gauthier makes a motion to proceed with the asbestos inspection in October, Selectperson Mills seconds. All in favor, 3-0, motion passed.

School Withdrawal
Nothing New

Certified Computers
Selectperson Mills will be meeting with Elke and Chief Bailey to get additional information on what we have now, and what we would like in the future.

Sale of Old Fire Station
Selectperson Mills speaks on this, they have a meeting with St Jean Auction on September 17th at 10:30 am, which will be non-public.
Vicky Brodeur asked if Selectperson Scalley is still excusing himself from this discussion.
Selectperson Mills states that yes, he is excusing himself this is just setting up and coordinating the meeting with the auction company.
Selectperson Scalley states that correct, he is still not a part of it.

2021 Selectboard Budget
Selectperson Scalley notes that changes have been made to reflect last weeks meeting and noted date conflicts. Selectperson Gauthier notes that the Health Officer date may need to be changed to Nov. 9th, the board agrees with this move and asks Elke to send out to the departments and committees on Wednesday.

Purple Heart Community
Nothing New

Building Cleaning Service
Selectperson Scalley notes that Trahan Cleaning Service’s has dropped us do to labor issues. Selectperson Scalley notes that they have been actively trying to reach out and find a replacement, but as of now we still do not have anyone.
Selectperson Gauthier states he will reach out to someone he knows in St. J to inquiring about cleaning our buildings.
Selectperson Scalley asks also for anyone in the public if they know of anyone to please forward them our information.
Vicki Brodeur states she will ask around the hospital and put a note in their classifieds to also get the word out.
Selectperson Mills asks if we are adequately supplied with our own cleaning supplies, Elke notes that we are not and we would need to purchase several items to have on hand whether or not we get a cleaner, including a new vacuum cleaner for both buildings.
Elke asked if it would be okay to purchase what supplies we would are lacking right away.
Brian asked what happened to the person who used to clean the old building.
Selectperson Scalley notes she is no longer cleaning.
Selectperson Mills makes a motion to approve the spending of no more than $1,000.00 for the purchase of cleaning supplies for both buildings, Selectperson Gauthier seconds. All in favor, 3-0, motion passed.

OTHER
NHMA Guidance on Face Coverings
The board reviews the guidance and feels that they do not need to go back to face coverings.

Grants
Selectperson Scalley notes that we received an email about some grants that are still available and would like Elke do some research to see what we can still apply for.

Warrant Articles
Selectperson Mills inquires as to when warrant articles, in general, need to be written, and what the timeline is.
Selectperson Scalley states the sooner the better, we have to have them by the end of November so legal can review so we can get them in for December.

ARPA Funds
Selectperson Mills also speaks about the ARPA funds, and the information he gathered from the webinar he and Elke were on today. It went into great detail about how you can use the funds, and what the time frame is to use the funds. Selectperson Mills notes again that he reached out to Greg Hogan about some water ideas for the town to use the funds on.
Selectperson Scalley asks did they mention anything about encumbering the funds for this year for next years? He was thinking about picking a project encumber the $39,000 this year and then so when we get next years $39,000 we can make it into a $78,000 package.
Selectperson Mills notes that there is no rush to spend any of it, the encumbrance has to occur by 2024.
Elke and Selectperson Mills both note that the presentation stressed that there was no rush to spend the money and in fact they recommend taking time to plan your choice on how to spend it and states that you can put the money in an interest barring account.
The board agrees to speak with the Treasure about how to hold this money.

Proceeds from Old Fire Station Sale
Selectperson Gauthier notes that as we are getting closer to the sale of the old fire station we need to start thinking about what is to be done with the proceeds from the sale.
Selectperson Gauthier questions the fire truck payment, but Selectperson Scalley notes that that loan is unable to be paid down by the contract and the warrant article.
The board comes to the decision that this requires more research and data to make a decision.

Use of Community Room
Brian Mycko asks to request that the Twin Mtn. Snowmobile Club use the Community room every third Thursday each month. The board agrees that this will be okay and hands this over to Elke to approve and work the details out with Brian.
Selectperson Scalley notes that the snowmobile club is a part of the town and states we can wave the deposit and cleaning fee.

Snowmobile trail
Brian also asks if it is at all possible to add a trail for the snowmobilers during the winter months for anyone who would like to ride to the town hall. The board notes that this needs to be discussed with Greg Hogan, Chief Bailey and that they might be able to tape off a little parking section.

Increased pay for Police Department employees
Chief Bailey notes to the board that there are several pay rates that need to be increased within the Police Department to stay at a competitive level with surrounding towns. Chief Bailey states that the detail rate, and the part time rate will need to be increased and he is looking for their approval. Detail rate $57.13/hr to $67.13/hr, Part Time rate $20.00/hr to $21.00/hr
Selectperson Scalley requests that Chief Bailey gets the rates from other towns and forward this data to them in an email for them to review.
Selectperson Mills asks what are the threats that the department has in the retention of staff, and Chief Bailey states that it is pay and having some staff chasing the dollar.

Additionally Chief Bailey notes that the cruiser shot guns will need to be replaced as well as the rifle protection vests for the staff that are kept in the cruisers.

Selectperson Scalley inquires if there are any phone lines that are not being used to help save money, Chief Bailey states that no they are all being used. Selectperson Scalley asks that Chief Bailey look into any more areas that can be cut and saved.

The discussion of compensation between departments when an employee works for the Police Department and the Fire Department how does that get broken down for pay. Elke provides Selectperson Mills with the Department of Labor laws to review and they come to the conclusion that this situation gets paid separately here. The extra hours worked in a different department are not rolled over to overtime.

Paving
Brian Mycko states that he disagrees with the meeting minutes from a few weeks ago where the recent paving on Woodcrest and Little River roads was praised. He notes that there were several piles of asphalt left on the sides of the road, cigar butts thrown on the ground, and several driveways that were not matched with the road leaving raises that are causing puddles at the end of driveways. The board takes in these concerns and will take a drive out to these roads to look for themselves as well as speak to Greg Hogan as well as the Central Paving to see what can be done to rectify these issues.

Next Meeting will be September 28th at 7:00pm.

Selectperson Scalley made a motion to go into non-public session at 8:32 pm per RSA 91-A:3, Legal and Personnel. The motion was seconded by Selectperson Gauthier. All in favor 3-0. Motion passes.

Selectperson Scalley made a motion to return to public session and seal the minutes of the non-public session at 9:36pm. The motion was seconded by Selectperson Gauthier. All in favor 3-0. Motion passes.

Selectperson Gauthier made a motion to adjourn the public meeting at 9:36pm. Selectperson Mill second. All in favor 3-0. Motion passes.
