November 18, 2021

“These minutes of the Town of Carroll Select Board have been recorded by its Secretary. Though believed to be accurate and correct they are subject to additions, deletions and corrections by the Select Board at its next meeting when the Board votes its final approval of the minutes. They are being made available at this time to conform to the requirements of New Hampshire RSA 91-A:2.”

The meeting was called to order at 11:02 a.m. by Selectperson Gauthier.

Pledge of Allegiance.

Selectperson Gauthier announced the reasoning for this meeting is to set the tax rate.

Selectperson Gauthier made a motion to use $150,000 for overlay and $0 from the fund balance to set the tax rate for $19.13, Selectperson Mills seconded. No further discussion. Roll Call Vote: Gauthier-AYE, Mills-AYE, Scalley-AYE.

Selectperson Gauthier made a motion to sign the follow-up paperwork from DRA when available, Selectperson Mills seconded. Discussion.

Discussion amongst the Board and secretary regarding signing the follow-up paperwork. The secretary explained that she was not sure if there was going to need to be anything additional signed, because after the meeting, the next step is to submit back to DRA, then wait until they approve. Once we receive the approval, that would be when we would know if there is a signature needed. The Board believes in the past is that there only needs to be one signature from the Board.

Selectperson Gauthier made a revised motion to sign the follow-up paperwork from DRA when available for any Select Board member at their earliest convenience that is available. Selectperson Mills seconded. No further discussion. Roll Call Vote: Gauthier-AYE, Mills-AYE, Scalley-AYE.

At 11:06 a.m., Selectperson Gauthier made a motion to go into non-public session per RSA 91-A:3 II legal. The motion was seconded by Selectperson Mills and polled; Scalley – yes, Gauthier – yes, Mills – yes.

At 11:20 a.m. Selectperson Mills made a motion to return to public session and seal the minutes. Selectperson Gauthier seconded and polled; Scalley – yes, Gauthier – yes, Mills – yes.

Selectperson Gauthier wants to mention the importance of having a Town Administrator in regards to today’s event, as an example, of having to have a meeting to approve the tax rate, noting that the meeting would not take very much time. Selectperson Gauthier explained that he had to leave work early, drive to the Town Hall, attend the meeting, and then turnaround to go back to work. Selectperson Gauthier wants to point out that this is something that could have been taken care of by a Town Administrator, if the Town had one.

Brief discussion amongst the Board regarding the responsibilities of an Administrator.

Selectperson Gauthier announced that the next meeting is on November 30th at 7:00 p.m.

Selectperson Gauthier made a motion to adjourn the meeting. Selectperson Mills seconded. Roll Call Vote: Gauthier-AYE, Mills-AYE, Scalley-AYE. Selectperson Gauthier declared the meeting ended at 11:22 a.m.
