February 1, 2022

“These minutes of the Town of Carroll Select Board have been recorded by its Secretary. Though believed to be accurate and correct they are subject to additions, deletions and corrections by the Select Board at its next meeting when the Board votes its final approval of the minutes. They are being made available at this time to conform to the requirements of New Hampshire RSA 91-A:2.”

The meeting was called to order at 5:00 p.m. by Chairperson Scalley.

Pledge of Allegiance.

APPROVAL of 1/25/2022 SELECT BOARD MINUTES – Selectperson Gauthier motioned to approve the 1/25/2022 Select Board minutes as written; Chairperson Scalley seconded. Discussion-none. Gauthier-AYE, Scalley-AYE.

APPROVAL & SIGNING OF MANIFESTS – The Board all confirmed they had signed.

2022 CAI TAX MAP MAINTENANCE – The Board reviewed the CAI tax map maintenance proposal, noting that it is the same as last year. Selectperson Gauthier motioned to approve and sign the 2022 CAI Tax Map Maintenance proposal; Chairperson Scalley seconded. Discussion-none. Gauthier-AYE, Scalley-AYE.

SELECT BOARD VS ZBA COURT CASE UPDATE – Chairperson Scalley announced that he would like to bring the public up to date on the status of the litigation between the Select Board and the ZBA, highlighting that the case was in regards to a lot that was added to the Ledgewood subdivision. Chairperson Scalley further explained that the case is now over and the court decided in favor of the ZBA. Chairperson Scalley wanted to make note that Select Board, as a whole, does not agree with the court’s decision, but has accepted it and will not be pursuing any further.

The Select Board would like to thank both the Planning Board and ZBA for their continued hard work and look forward to working with them in the best interests of the Town.

Chairperson Scalley stated that Selectperson Mills received an email from the ZBA Chairperson, Aaron Foti, on 1/22/2022 requesting the amounts spent on attorney fees by both the Select Board and the ZBA. Scalley announced that the Select Board had spent $12,474.75 and the ZBA spent $4,641.43, totaling $17,116.18.

Scalley asked if there was any discussion from the public, there was none.

FOLLOW UP:
TAX DEEDED PROPERTIES: 422 ROUTE 3N & 97 LITTLE RIVER RD – Chairperson Scalley stated that there was a significant turnout at both properties last Friday during the open house of interested parties in the properties, noting there have been several additional inquiries about the properties following the open house. The auction is scheduled for February 11th at both properties.

SCHOOL WITHDRAWAL – Selectperson Gauthier stated that there was a School Withdrawal Committee meeting last week. The Committee discussed what the next steps were going to be, noting advertising and educating the public of the pros and cons with the withdrawal. Gauthier did speak to the Superintendent last Wednesday, after the committee’s meeting to update her, however has not heard back from her, noting there was a school board meeting last Thursday. Gauthier said he would get in touch with the Superintendent tomorrow.

Selectperson Gauthier wanted to address the minutes from 1/18/2022, noting they were as stated, but wanted to clarify that he made a comment that the editor of the Coos County Democrat, who was also a school board member, wrote an article about the school withdrawal. Gauthier further explained that he had no information that the article was solely written by that school board member and made an error in suggesting that the article was solely written by the school board member, noting he had no evidence of that. Gauthier did ask where the article came from, out of curiosity, and was told it was a press release. Selectperson further apologized for misleading information in the minutes.

OTHER:

Chairperson Scalley announced that Deliberative Session is next Tuesday, February 8th, 2022 at 6:30 p.m. at the new Fire Station (100 School Street) and the Select Board meeting will immediately follow the Deliberative Session.

Bobbi Amirault volunteered to put the information of when and where the Deliberative Session is on the sign over by the “old” fire station. The Board thanked Bobbi.

Discussion regarding candidate/election signs, locations, proximity to Town, etc.

At 5:16 p.m., Chairperson Scalley made a motion to go into non-public session per RSA 91-A:3 II
legal and personnel. The motion was seconded by Selectperson Gauthier and polled;
Gauthier-AYE, Scalley-AYE.

At 6:15 p.m. Selectperson Gauthier made a motion to return to public session and seal the minutes.
The motion was seconded by Chairperson Scalley and polled; Gauthier-AYE, Scalley-AYE. The motion passed unanimously.

Selectperson Gauthier made a motion to adjourn the meeting. Chairperson Scalley seconded. Gauthier-AYE, Scalley-AYE; and the motion passed unanimously. Chairperson Scalley declared the meeting ended at 6:16 p.m.
