February 16, 2022

“These minutes of the Town of Carroll Select Board have been recorded by its Secretary. Though believed to be accurate and correct they are subject to additions, deletions and corrections by the Select Board at its next meeting when the Board votes its final approval of the minutes. They are being made available at this time to conform to the requirements of New Hampshire RSA 91-A:2.”

The meeting was called to order at 5:01 p.m. by Selectperson Gauthier

Pledge of Allegiance.

APPROVAL of 2/8/2022 SELECT BOARD MINUTES – Selectperson Mills motioned to approve the 2/8/2022 Select Board minutes as written; Selectperson Gauthier seconded. Discussion-none. Mills-AYE, Gauthier-AYE.

APPROVAL & SIGNING OF MANIFESTS – The Board all confirmed they had signed.

CONFIRMATION OF BID AT 97 LITTLE RIVER ROAD – The Board reviewed the purchase agreement from the auction held last Friday 2/11/2022. Selectperson Mills motioned to accept and confirm the bid of $67,000 by James and Beverly Ells; Selectperson Gauthier seconded. Discussion-Selectperson Mills reiterated that the property sold is “as is, where is”. The secretary also informed the board that there were approximately fifteen bidders at the property for the auction. Mills-AYE, Gauthier-AYE.

CONFIRMATION OF BID AT 422 ROUTE 3 NORTH – The Board reviewed the purchase agreement from the auction held last Friday 2/11/2022. Selectperson Mills motioned to accept and confirm the bid of $8,500 by Nate Myles; Selectperson Gauthier seconded. Discussion-Selectperson Mills reiterated that the property sold is “as is, where is” and that the septic is across the street. The secretary also informed the board that there were three bidders at the property for the auction. Mills-AYE, Gauthier-AYE.

TAX COLLECTOR’S DEED (Giovanni Monticello Investors LLC; 457 Route 3 South; 206-071-000-000) – The Board reviewed the Tax Collector’s deed for 457 Route 3 South. The secretary explained that this is to initiate the process to take the property, once signed there is a three year wait. Selectperson Mills motioned to sign the Tax Collector’s deed for 457 Route 3 South; Selectperson Gauthier seconded. Mills-AYE, Gauthier-AYE.

TAX COLLECTOR’S DEED (Giovanni Monticello Investors LLC; 133 Route 3 South; 206-045-000-000) – The Board reviewed the Tax Collector’s deed for 133 Route 3 South. The secretary explained that this is to initiate the process to take the property, once signed there is a three year wait. Selectperson Mills motioned to sign the Tax Collector’s deed for 457 Route 3 South; Selectperson Gauthier seconded. Mills-AYE, Gauthier-AYE.

LAND USE CHANGE TAX (Grampa Harry’s Lane LLC; 203-010-011-024) – The Board reviewed the land use change tax presented and questioned step 4, parts (c) and (d), noting they were both zero dollars. The Board would like to have clarification from the Town Clerk on the reasoning for not have a dollar amount in the boxes. The secretary acknowledged and would communicate with the Town Clerk prior to the next meeting. The Board tabled this topic until the next meeting, pending clarification.

FOLLOW UP:

SCHOOL WITHDRAWAL – Discussion regarding the School Withdrawal Committee meeting that was held last night, noting that it went very well and multiple items were discussed, including the School Board possibly forming a feasibility committee, similar to the one over the summer, noting this committee would look at all aspects of the financial ramifications for the area with perhaps some business leaders, select boards, etc. involved. Another topic discussed was if the school board would entertain the Carroll students being tuitioned and still able to go to SAU 36 if the withdrawal happens. Gauthier wanted to reiterate that the Town doesn’t want withdraw and this is is not about the education piece, it’s about the 59 years of no change in the apportionment figure. Discussion regarding earlier in the withdrawal process that Selectperson Gauthier had asked the School Board to revisit the apportionment schedule and was told by the school board that they would take it under advisement. Gauthier concluded that the meeting last night was positive and feels that headway was made.

OTHER:

Selectperson Mills confirmed with the secretary that she would notify the individuals that both confirmations of bids for the auctioned properties were accepted tonight. The secretary confirmed and explained that she had already spoken with both of the highest bidders at the auction and told them that she would follow up with them after the Select Board meeting on Wednesday to let them know.

Selectperson Gauthier explained that the next meeting is Tuesday, February 22, 2022 at 5:00p.m.

Selectperson Mills made a motion to adjourn the meeting. Selectperson Gauthier seconded. Mills-AYE, Gauthier-AYE; and the motion passed unanimously. Selectperson Gauthier declared the meeting ended at 5:18 p.m.
