Town of Carroll Planning Board
Meeting Minutes
January 5, 2023
7 PM

“These minutes of the Town of Carroll Planning Board have been recorded by its Secretary. Though believed to be accurate and correct, they are subject to additions, deletions, and corrections by the Planning Board at its next meeting when the Board votes its final approval of the minutes. They are being made available at this time to conform to the requirements of New Hampshire RSA 91-A:2.”
Planning Board Members present: Vice Chairperson Austin Alvarez, Donna Foster, Tom Godfrey and Selectmen’s Representative, Brian Mycko. Chairperson Alex Foti arrived during consultation with Mark Wheeler on his Dori Way lots.
Public present: Mark Wheeler and Gardner Kellogg.
Minutes were taken by Tom Godfrey.
1. The meeting was called to order by Vice Chairperson, Austin Alvarez, at 7:01 PM.
2. Austin led in the Pledge of Allegiance.
3. Mr. Alvarez appointed Tom Godfrey as acting Secretary for this meeting.
4. The minutes of the December 1, 2022, meeting were approved unanimously as amended by removal of question marks in paragraph 5 (regarding speaker identities), on a motion by Brian Mycko, seconded by Tom Godfrey.
5. Consultation: Mark Wheeler, Dori Way. Mark Wheeler and Gardner Kellogg distributed plans of a proposed boundary line adjustment of two lots on Dori Way. These lots, owned by Mark Wheeler, are situated in a Residential 1 zone. The existing boundary line separating the two lots will be abandoned, and a new boundary established to facilitate the further development of one of the newly formed lots with a single family home and a barn. The existing one bedroom home will be centrally located on the second reconfigured lot. It was noted that the draft plot plan displayed the street name incorrectly as “Dori Lane” and that this should of course be corrected. The timeline for getting the application for boundary line adjustment before planning board was reviewed.
6. Board Follow-up: Rehab/Detox facilities. Brian Mycko will bring the Rehab/Detox issue to the Select Board on 1/10/2023. Legal counsel will be consulted on what steps may be taken by the town to ensure that Rehab or Detox facilities maintain adequate security and medical/psychological staff to operate without overburdening community first responders.
7. Board Follow-up: Master Plan. An individual has been found to develop an update to the town’s existing Master Plan. It may be necessary to split the work over a two year period.
8. All Other Business
a. The individual that had been preparing meeting minutes for planning board has quit. Efforts to recruit a part-time Land Use Secretary have been unsuccessful with no applicants as yet. Possible use of Indeed as a recruitment tool was discussed.
b. Austin Alvarez mentioned that the Bretton Woods Property Owners Association (BWPOA) will be consulting with the Select Board and the Planning Board in the near future about trash and recycling for BWPOA homes and condominiums. Brian Mycko indicated that Austin should ask to be put on the agenda for the January 10th select board meeting. Board members discussed various alternatives to address trash/recycling issues in Bretton Woods.
c. Donna Foster is completing her term on planning board and doesn’t intend to run for another term. Tom Godfrey confirmed that there is a prospective new board member prepared to declare candidacy later this month for one of the open terms. Brian Mycko was not sure whether current alternate member Rena Vecchio will run. Qualifications for planning board members were discussed - prospective board members must be registered voters in the town of Carroll. The need for additional candidates was discussed.
9. Adjourn. The meeting was adjourned at 7:55 by unanimous vote on a motion by Donna, seconded by Brian.
