Meeting Minutes
January 2, 2024

“These minutes of the Town of Carroll Select Board have been recorded by its Secretary. Though believed to be accurate and correct they are subject to additions, deletions, and corrections by the Select Board at its next meeting when the Board votes its final approval of the minutes. They are being made available at this time to conform to the requirements of New Hampshire RSA 91-A:2.”

The meeting was called to order at 5:00 p.m. by Chairperson Marquis.

Pledge of Allegiance

Selectperson Moroney made a motion to approve the minutes of 12/26/2023 as written. Selectperson Greer seconded and the motion passed unanimously.

Selectperson Moroney made a personnel announcement stating that Becki Pederson has accepted the position of part time Finance Clerk as well as Deputy Town Clerk/Tax Collector. Crystal Bailey has been appointed as Town Clerk/Tax Collector and will run for office in March 2024. Moroney reported that the Select Board is happy with this as Pederson has knowledge with the budget and financials. This change is taking place immediately to allow Pederson time to train with Kelly Trammell. Selectman Greer stated that the goal is to increase redundancy in the Town Office’s different departments to allow for coverage of any employee taking vacation. He requested patience from the residents as many Town employees are training in new roles.
Selectperson Moroney completed the swearing in of Bailey and Pederson in their new roles on January 2nd due to Imre Szauter being unavailable.
Selectperson Moroney made a motion to recognize and sign the Oath of Office for Pederson as Deputy Town Clerk/Tax Collector. Selectman Greer seconded that motion, all in favor non opposed, motion passed, Oath of Office signed for Pederson.
Selectperson Moroney motioned to appoint Crystal Bailey as the Town Clerk/Tax Collector until the election when she will run for that office. Selectmen Greer seconded the motion, all in favor, none opposed, motion passed, Oath of Office signed for Bailey.

The Select Board was presented with a corrected water warrant for Quarter 4 of 2023. This was reviewed by the board. Selectperson Moroney moved to approve and sign. Selectman Greer seconded, all in favor, none opposed. Corrected water warrant Quarter 4 of 2023 signed.

The Select Board was presented with a water warrant for Shaheen. This was reviewed by the board. Selectperson Moroney moved to approve and sign. Selectman Greer seconded, all in favor, none opposed. Water warrant for Shaheen approved and signed.

OTHER:

Vern Amirault informed that the Energy Commission will have a meeting on January 10th at 4 p.m. in the Town Hall Conference Room to prepare for the informational session regarding the streetlight LED warrant article which will be held in the Town Hall Community Room on January 24th at 6 p.m.

An update was provided by the Administrative Assistant regarding the progress with the Planning Special Revenue Fund warrant article. The goal of this article is to close the Planning Special Revenue Fund and transfer the balance to the General Budget. All funds from building fees will go into the General Fund to offset the cost of the Building Inspector. Update also provided regarding the Recreation Revolving Account. No warrant articles will be submitted regarding this fund.

The next meeting will be January 9th, 2024 at 5:00 p.m. and will open as the Public Budget Hearing, followed by a meeting of the Select Board.

At 5:15 p.m. Chairperson Moroney made a motion to go into non-public for legal and personnel. Selectperson Greer seconded and the motion passed unanimously.

At 6:00 p.m. Selectperson Moroney made a motion to return to public session and seal the minutes. The motion was seconded by Selectperson Greer and all were in favor. Motion passed unanimously.

Selectman Greer discussed the Energy Commission warrant article regarding the LED streetlight proposal. He discussed his concern with the way this warrant article was written and the potential of networking the streetlights as well as converting them to LED. Selectman Greer informed he will discuss his concerns with the Energy Commission prior to the Public Budget Hearing scheduled for January 9th at 5 p.m.

Selectperson Moroney made a motion to adjourn the meeting at 6:14 p.m. Selectman Greer seconded this motion and the motion passed unanimously. Meeting adjourned.
