“These minutes of the Town of Carroll Select Board have been recorded by its Secretary. Though believed to be accurate and correct they are subject to additions, deletions, and corrections by the Select Board at its next meeting when the Board votes its final approval of the minutes. They are being made available at this time to conform to the requirements of New Hampshire RSA 91-A:2.”

Meeting called to order at 5:00 p.m.
Pledge of Allegiance
Signing of bills and manifests completed prior to this meeting.
Selectperson Moroney motioned to approve the minutes of 8/20/2024, Selectman Marquis seconded this motion. All in favor none opposed. Motion to approve minutes of 8/20/2024 passed.
The Select Board was presented with a Supplementary Water Warrant for 2024. Selectperson Moroney made a motion to approve and sign. Selectman Marquis seconded. All in favor, none opposed. Motion to approve and sign Supplementary Water Warrant for 2024 passed.
The Select Board was presented with a Certificate of Occupancy # 2022-53 Klein. Selectperson Moroney made a motion to approve. Selectman Marquis seconded this motion. All in favor, none opposed. Motion to approve Certificate of Occupancy # 2022-53 Klein passed.
The Select Board was recognized a Certificate of Occupancy # 2022-92 Patel as signed by the Select Board on 8/28/2024 per the Select Board vote on 8/20/2024 which gives the Select Board “the authority to sign Certificates of Occupancy that come into the office during a time when the Select Board does not have a meeting scheduled so that things can move forward, and for these Certificates of Occupancy to be recognized at the next Select Board meeting”.
The Select Board was again presented with the Driveway Permit Application for Chelsea Drive. Select Board reviewed the Driveway Permit Application. Selectperson Moroney made a motion to approve and have the Chairman sign the Driveway Permit Application for Chelsea Drive. Selectman Marquis seconded, all in favor, none opposed. Motion to approve and have Chairman sign the Driveway Permit Application for Chelsea Drive passed.
The Select Board was presented with a Certificate of Occupancy # 2023-117 Hinds. Selectperson Moroney made a motion to approve. Selectman Marquis seconded this motion. All in favor, none opposed. Motion to approve Certificate of Occupancy # 2023-117 Hinds passed.
Chairman Greer recognized Trustee of the Trust Fund John Foster who presented the budget for the Trustees as he will not be able to attend the meeting on September 17th. Foster provided the Select Board with his budget which they reviewed. Office Supplies will come from the Town Office and will not be included in the Trustees budget but will be reflected in the office supplies line of the Town budget. The total budget for the Trustees is One Thousand Four Hundred and Twenty-Five Dollars ($1425.00) not including the Three Hundred and Twenty-Five Dollars ($325.00) in office supplies which will be purchased through the Selectman’s Office. Chairman Greer thanked John Foster for the hard work of the Trustees and Foster left the meeting.
The Select Board discussed the repairs done to the sidewalk out of the back of the Town Hall.
FOLLOW UP:
Chairman Greer informed those in attendance about the road damage to Poplar Lane and the letter sent to the property owner as well as photos taken of the road. Dave Scalley informed he spoke with the builder last week as well.
OTHER:
Selectperson Moroney informed she directed the Admin Assistant to send an email to Department Heads of the Town regarding a hold on spending due to upcoming County bill and WMRHS payments. Moroney explained this decision followed a review of finances and is to ensure there is sufficient funds available to cover these large bills until the tax rate can be set. Chairman Greer read the email and stated he felt the email suggested this was a decision made by the Select Board and would have preferred the email be worded differently although he supports the decision. Moroney informed the heads of department will have to spend anyway, and this email is a common practice to make department heads aware of the need to curtail spending when possible, to avoid the need for the town to take out a short-term loan. Chairman Greer requested the Admin keep an eye on spending.
Chairman Greer informed on discussion with Moderator Ben Jellison and stated the election is from 11:00 a.m. to 7:00 p.m. on Tuesday the 10th of September and the Select Board is required to be present but can appoint a representative should they need to leave.
Chairman Greer recognized Dave Scalley who discussed the Driveway Permit Application regulations which state “Any and/or all new driveways accessing a Town road will be required to have a 24” asphalt apron at 20’ wide (minimum) for a single lane driveway, all at the owner’s expense.” Scalley asked the Select Board who is charged with enforcing this. The Select Board suggested the Road Agent be responsible for this with the Building Inspector providing support when the Road Agent is unavailable. Scalley stated he will provide coverage while Road Agent is on vacation as well as follow up with the Road Agent and Land Use Secretary.
Chairman Greer made a motion to enter non-public for legal and personnel at 5:25 p.m., Selectman Marquis seconded. All in favor, none opposed. Motion to enter non-public for personnel and legal passed.
At 5:52 p.m. Selectperson Moroney made a motion to return to public session. The motion was seconded by Selectman Marquis. Motion to return to public session and passed.
Selectman Marquis made a motion to seal the non-public minutes. Selectperson Moroney seconded this motion. Roll Call Vote to seal the minutes passed unanimously.
Selectperson Moroney made a motion to adjourn the meeting at 5:53 p.m. Selectman Marquis seconded this motion. All in favor, none opposed. Motion to adjourn passed, meeting adjourned at 5:53 p.m.
The next meeting of the Select Board is scheduled for Tuesday September 17th at 5 p.m. at the Carroll Town Hall Community Room.
