“These minutes of the Town of Carroll Planning Board have been recorded by its secretary. Though believed to be accurate and correct, they are subject to additions, deletions, and corrections by the Planning Board at its next meeting when the Board votes its final approval of the minutes. They are being made available at this time to conform to the requirements of New Hampshire RSA 91-A:2.”

Planning Board Members Present: Austin Alvarez, Paula Murphy, Selectboard Rep. Brian Mycko, Alex Foti, Don Jones

Item #1: Call Meeting to Order

Item #3: Attendance / Quorum

Item #4: Approval of Minutes – September 4, 2025
Austin Alvarez had a comment on page 3. Fire Chief Jeff Duncan was talking about a James and there was no last name listed. Steffanie Apostle explained to the Planning Board that was because Fire Chief Jeff Duncan did not say his last name. The Planning Board would like to add James’s last name to the minutes.
Steffanie Apostle to add the last name Phillips to James’s name in the minutes.
Brian Mycko made a motion to approve the minutes as amended and Austin Alvarez seconded the motion. All were in favor and nobody opposed. Motion was passed to accept the minutes as amended.

Item #5: Hunt Properties

David Scalley was not present and Steffanie Apostle let the Planning Board know that this was going to be continued to the November meeting. David Scalley is unsure if he is going to keep the original plan that was approved already or move forward with the single houses.

Item #6: Discuss Budget Review

Austin Alvarez reviewed what he had presented to the Selectboard for the Zoning Ordinance costs.
The project itself will be broken into 2 phases. Phase I will be in 2026 and Phase II will be in 2027. Breakdown as follows



Phase I

Task 1 – Kick Off Meeting - $1,000.00
Task 2 – Audit of Zoning Ordinance - $4,000.00
Task 3 – Draft Zoning Ordinance Amendment - $3,000.00
Task 4 – Audit of Site Plan Regulations - $3,000.00
Task 5 – Draft Site Plan Regulation & Recommend Changes - $2,500.00

Phase I Total is $13,500.00 but with a credit it will be $11,200.00



Phase II

Task 1 – Audit of Subdivision Regulations - $2,500.00
Task 2 – Draft Subdivision Regulations - $2,000.00
Task 3 – Update Site Plan & Subdivision Applications - $1,500.00
Task 4 – Audit of Board Rules & Procedures - $1,500.00
Task 5 – Public Meeting - $2,000.00
Task 6 – Mock Planning Board Training - $1,500.00

Phase II total is $11,000 but with a credit it will be $8,700.00

Total Cost for Phase I & II is $24,500 before the credit and $22,000 after the credit.

Steffanie Apostle to talk with the Zoning Board in regards to sharing the cost. Selectboard Chair Bonnie Moroney would like more Planning & Zoning Members to be part of this team.

Steffanie Apostle to check with Selectboard about how long of a contract can the Town enter into.

Item #7: All other Business

Steffanie Apostle let the Planning Board know that Kevin Smith & Mark Vander-Heyden will be at the Planning Board in November for a subdivision for Twin Mountain Plaza

Item #8: Adjourn

Brian Mycko made a motion to adjourn the meeting and Austin Alvarez seconded the motion. All were in favor and meeting was adjourned at 5:30pm
