Meeting Minutes
January 8, 2026
6:30 PM
“These minutes of the Town of Carroll Zoning Board have been recorded by its secretary. Though believed to be accurate and correct, they are subject to additions, deletions, and corrections by the Zoning Board at its next meeting when the Board votes its final approval of the minutes. They are being made available at this time to conform to the requirements of New Hampshire RSA 91-A:2.”

Item 1: The meeting was called to order by Andy Smith at 6:30pm
Item 2: Pledge of Allegiance

Item 4: Approval of Meeting – October 9, 2025
Karen Moran had a correction for the minutes. On page #1 under approval of minutes there is an incorrect date. It says minutes for 6/13/25 and it should say 9/11/25.
Steffanie Apostle to make correction to the date
Karen Moran noticed on page #7 where it mentions leech field, leech should be spelled leach.
Steffanie Apostle to make the spelling correction
Bill Briggeman asked for some clarification on page #2 where it talks about square footage. Is the square footage of the bedrooms or the building.
Steffanie Apostle to make clarification that they were talking about the bedroom square footage and not the building as a whole.
Bill Briggeman had a few grammatical corrections that he gave to Steffanie Apostle.
Steffanie Apostle to make those corrections.
Karen Moran made a motion to accept the minutes as amended. Bill Briggeman seconded the motion. All were in favor, nobody opposed or abstained and the motion passed to accept the minutes as amended.
Item 5: New Business / Other
• Accessory Dwelling Units:
Andy Smith asked if anyone from the Board had attended any State meetings for Zoning?
Karen Moran said Steffanie Apostle had a hand out for Accessory Dwelling Units for financing. Karen Moran asked Steffanie Apostle if she went to the presentation at the Rocks Estate?
Steffanie Apostle said she went to the one at the Common Man in Lincoln because the one at the Rocks Estate was on a Planning Board meeting night and she is also their secretary so she was unable to go to the Rocks Estate one.
Steffanie Apostle said she wasn’t sure what to expect. It was more or less just general information about ADU’s. They had banks there to discuss financing. They had construction companies there with different drawings showing different ADU housing options. Steffanie Apostle sat with the woman from Lincoln who had the same job and they discussed how Lincoln was handling the ADU’s. Lincoln has a much more in-depth program than we have. Lincoln does charge their rental units a yearly fee. Lincoln has a program they use that tracks who is renting, what they are renting and the last time they rented. This program also has a link to the website the property is listed for rental on. It lists if it is safe for rental or not and why. Lincoln said they did not get an onslaught of new ADU’s because they had already allowed some of the people in their Town to have them so it wasn’t new to them. The woman said managing short term rentals and ADU’s is a job in itself. Steffanie Apostle learned that Lincoln does not have a building inspector so they do not do life safety checks and they still charge their rentals a yearly fee. That yearly fee just covers the cost of the program they use.
Bonnie Moroney is going to look into the new rules and regulations Concord has passed and why. Bonnie Moroney mentioned there is a garage in Town that some people are spending a lot of time in so it was borderline garage/ADU.
Andy Smith said with the new law ADU’s do not have to be attached anymore and that is a conflict for some Town regulations. The Town of Carroll allowed an attached ADU but required an exception for a detached ADU. Now the State Law overrides that.
• Agenda:
Bill Briggeman asked if we still posted the agenda online for people to see because he did not see it posted online
Steffanie Apostle said we usually do but the Town had a computer system upgrade and they were working through some of the kinks such as posting online the last few weeks. Generally, it is posted online.
Karen Moran said the Town office was going through an IT upgrade
• Casella:
Andy Smith said he wanted to talk about the Casella presentation that went before the Selectboard. The Zoning Board has not been presented with a special exception or variance request yet. There was a presentation from Casella in regards to a Transfer Station on Route 3 that was brought to the Selectboard in December.
Andy Smith said if it does come to the Zoning Board which he believes it will for a special exception or a variance of intended use, Andy Smith said he will have to recuse himself as he is involved with the sale. Andy Smith said he just wanted to make everyone aware of that and that Karen Moran will run that meeting.
Andy Smith said he wanted to talk about some of the quotes in the newspaper that Selectboard Chair Bonnie Moroney had said. Andy Smith said he was a little upset and disturbed by the comments because he did not think they were wise given the Selectboard doesn’t have the authority. There is a chain of command for someone coming to the Town to say what they want to do; and for the chairman of the Selectboard to say they are going to fight it tooth and nail made him cringe.
Bonnie Moroney said she is a tax payer for the Town and has the right to voice her opinion.
Andy Smith said she was absolutely right and clarified with Bonnie Moroney she was talking as a tax payer and not the Chair of the Selectboard.
Bonnie Moroney said she was saying it as a tax payer due to the fact she lives on route 3 and already has to look at all of the trucks going by her house and how much more of an increase would it be? A lot of the trash currently goes to Berlin and they are talking about an additional 200 tons more a day. That is a lot more trucks that will be going by people’s houses. I was also speaking on behalf of the people up by UPS and the trucks and traffic for UPS. I don’t think its fair to them to consider putting Casella up there with what they already have to deal with. Personally, as a voter it is not going to enhance the Town. The Town does not need this. The Town has a transfer station of its own and Bretton Woods has one of their own. We don’t need the added traffic; we don’t need the smell or garbage lying around. That is why I said what I said.
Andy Smith said he can certainly appreciate that. I have not seen the proposal as I was not at the Selectboard meeting.
Bonnie Moroney said there wasn’t much. All they had was a picture, a print out of the property itself and then a diagram of the building they were planning on doing. They said they would be bringing in trash from all different directions and one of the things they were pushing was construction debris.
Diane Rombalski asked if there was a similar type of station that already exists that can be looked up online?
Andy Smith said he was not familiar with their proposal but from a Zoning Board standpoint I hate to have the Chair of the Selectboard publicly say I am going to fight his tooth and nail without having a proposal. Beyond that I do not know what they are proposing or how much additional traffic there will be. If it does come to the Zoning Board of Adjustment and I think it will, I will have to recuse myself.
Bonnie Moroney said she questioned why they don’t stay in Bethlehem. They already have a scale and a station and extra land in Bethlehem. They said it was because Bethlehem had laws and rules.
Steffanie Apostle asked if they could get permission from the Bethlehem Zoning Board?
Bonnie Moroney said no. Brian Mycko looked up the rules and regulations and Bethlehem spent a lot of time making sure this doesn’t happen. We were not expecting it to come here or we would have done the same thing. They were looking to move to Dalton and that took the focus off of us. That is done and now they are looking for option #2.
Karen Moran said she thought this may be speculation because the land had not been sold yet.
Andy Smith said It was under contract with Casella which is public knowledge but it was pending lots of approvals.
Karen Moran asked where the end destination was for all of the demo debris?
Bonnie Moroney said it would be a few different spots. This is the ½ way point that they will all come to and then distribute from there.
Andy Smith said he would like everyone on the Zoning Board to take a few minutes and read through the Zoning Ordinances to know what is allowed and what is not allowed. Casella would need to come through the Zoning Board first and then the Planning Board for a Site Plan.
Steffanie Apostle asked if Casella was looking into any other Towns?
Bonnie Moroney said they were looking around but they have spent a lot of time to figure this one out for Twin Mountain.
Andy Smith asked if there were any more comments before reminding the Zoning Board to review the Zoning laws so they are prepared.
• Along The River
Bill Briggeman had some comments about the Along the River application they approved back on October 9, 2025.
Steffanie Apostle cut him off with an update and Andy Smith asked if Bill Briggeman could ask the question so the Zoning Board would know what they were talking about.
Bill Briggeman said he drives back and forth down 302 and he had noticed cabin #5 was gone. Bill Briggeman said he thought in his head they were changing and adding to it not demolishing it. Bill Briggeman drove by and saw 2 prefabricated homes.
Diane Rombalski said they look to be tiny homes.
Bill Briggeman asked if they were on wheels?
Diane Rombalski said they were.
Bill Briggeman asked if they were permanent?
Steffanie Apostle said they were not permanent fixtures. Steffanie Apostle said she checked with Building Inspector David Scalley and Fire Chief Jeff Duncan and they will have to follow the setback rules. If they are less than 50’ from the center line they will need to be moved. Steffanie Apostle said she was reaching out to Robert Lamoureaux from the campground and will get clarification but he did have 2 separate projects going on; the rebuild of cabin #5 and the addition of the 2 cabins. Steffanie Apostle didn’t think that Building Inspector David Scalley had done his final sign off because he would not sign off if they were not in the setbacks.
Diane Rombalski said she wondered if they were parked there for storage space?
Steffanie Apostle said she wasn’t 100% sure but will get clarification that it was 2 different projects. It was also noted on the building permit the cabins are on wheels.
Bill Briggeman asked if Steffanie Apostle noticed if the permit showed where they are going.
Steffanie Apostle said she did not believe it showed where the cabins were going. It was to add 2 mobile cabins. They did submit pictures of the cabins but not where they were going.
Karen Moran said her perception was they were along the fence while they took down cabin #5.
Steffanie Apostle said there was a bunch of building materials where cabin #5 was so she researched it a little more and saw he had 2 permits for 2 different projects.
Andy Smith requested that there be a follow up at the next Zoning Board meeting that the special exception that was granted was met and the cabins have nothing to do with the Zoning Board.
Diane Rombalski asked if it had gone to the Planning Board?
Steffanie Apostle said it did not, this was applied for through a building permit.
There was confusion amongst the Board of when something has to go to the Planning Board and when it does not.
Steffanie Apostle to talk to the Building Inspector and get some clarification along with having the Building Inspector check out the cabins on the site.
Bill Briggeman asked what happens if they were on wheels but never moved?
Diane Rombalski said there was an RSA about that.
Steffanie Apostle said she would look into it

Andy Smith said they would need to be registered.
Steffanie Apostle said that the Fire Chief also said they would need to be registered. The wrinkle being; the Town does not allow mobile homes so they would need to be considered a camper.
Diane Rombalski said most companies know sizes of tiny homes and the most requested is 400 square feet. Diane Rombalski said her partner noticed them on their way home and asked Diane Rombalski about them. Diane Rombalski said they were very quietly done.
Bill Briggeman asked if they only had 30 days to register them?
Bonnie Moroney said that was a gray area as the company already exists.
Andy Smith asked if what he was doing was in compliance?
Karen Moran said he will need to wait until spring because of the weather.
Diane Rombalski said they could be moved via crane.
Karen Moran said how they move the cabins is on them.
Diane Rombalski said some Towns have actually set up mini homes for veterans on the street with PTSD and it has been working well.
Steffanie Apostle said veterans should not be on the street at all.
• Election:
Andy Smith asked if anyone was up for re-election this year?
Diane Rombalski said she was unsure about her term as she stepped in for someone who has left.
Bonnie Moroney said Diane Rombalski would need to run for the position. Stepping in for someone is only allowed until the next election. Bonnie Moroney told Diane Rombalski there was 1 week in January she will need to come to the Town Hall to register to run.
Steffanie Apostle said she would get the information for Diane Rombalski and let her know.
Bill Briggeman said he would not be at the February meeting if there was one.
Item 6: Adjourn
Karen Moran made a motion to adjourn and Bill Briggeman seconded the motion. All were in favor and meeting was adjourned at 7:03pm
