“These minutes of the Town of Carroll Select Board have been recorded by its Secretary. Though believed to be accurate and correct they are subject to additions, deletions, and corrections by the Select Board at its next meeting when the Board votes its final approval of the minutes. They are being made available at this time to conform to the requirements of New Hampshire RSA 91-A:2.”

Meeting called to order at 6:00 p.m.

Pledge of Allegiance

Signing of bills and manifests completed prior to this meeting.

Selectman Mycko made a motion to approve the minutes of 12/20/2025. Selectman Marquis seconded. All in favor, none opposed. Motion to approve the minutes of 12/20/2025 passed.

The Select Board was presented with a Certificate of Occupancy for 172 Woodland Acres. Selectman Mycko made a motion to approve the Certificate of Occupancy for 172 Woodland Acres. Selectman Marquis seconded. All in favor, none opposed. Motion to approve the Certificate of Occupancy for 172 Woodland Acres passed.

The Select Board was presented with a Driveway Permit for Twin Mountain Plaza. Selectman Mycko made a motion to approve the Driveway Permit for Twin Mountain Plaza. Selectman Marquis seconded. All in favor, none opposed. Motion to approve the Driveway Permit for Twin Mountain Plaza passed.

The Select Board was presented with documentation for Water Sustainability Grant SPL-059. Selectman Mycko made a motion to approve and sign documentation to accept Water Sustainability Grant SPL-059. Selectman Marquis seconded. All in favor, none opposed. Motion to approve and sign documentation to accept Water Sustainability Grant SPL-059 passed. Chairperson Moroney informed these grants are to assist the town in completing studies to improve the town’s water infrastructure.

The Select Board was presented with documentation for Water Sustainability Grant AM-187. Selectman Mycko made a motion to approve and sign documentation to accept Water Sustainability Grant AM-178. Selectman Marquis seconded. All in favor, none opposed. Motion to approve and sign documentation to accept Water Sustainability Grant AM-178 passed.

PUBLIC BUDGET HEARING
The Select Board began a review of the proposed 2026 Town Budget. Chairperson Moroney reviewed each budget beginning with Town Officers and continuing with Election & Registration, Financial Administration, Property Assessing, Legal Expense, Personnel Administration, Planning Board, Zoning Board of Adjustment, General Government Buildings, Cemeteries, Insurance, Other General Government, Police Department, Fire Department, Property Inspections, Emergency Management, the Highway Department, Street Lighting, Transfer Station, Sewage Disposal, Public Assistance, Parks and Recreation, Library, Patriotic Purposes, Culture (Chamber of Commerce and the Info Booth), Conservation Commission, and Debt Service. Chairperson Moroney then moved on to the proposed 2026 Water Budget and reviewed Financial and Personnel Administration, and Water Distribution and Treatment. The Select Board answered questions and provided clarification on budgetary items when needed and discussed the assistance of the Water Sustainability Grants and their importance in the improvement of the town’s water infrastructure.

Chairperson Moroney opened the floor for additional items from those in attendance. No additional items brought forward.

At 6:39 p.m. Chairperson Moroney made a motion to enter non-public for legal and personnel. Selectman Mycko seconded. All in favor, none opposed. Vote to enter non-public for legal and personnel passed. Entered non-public at 6:39 p.m.

At 7:38 p.m. Chairperson Moroney made a motion to return to public and seal the minutes. Selectman Mycko seconded. All in favor, none opposed. Motion to return to public and seal the minutes passed.

At 7:38 p.m. Chairperson Moroney made a motion to adjourn the meeting. Selectman Mycko seconded. All in favor, none opposed. Motion to adjourn passed. Meeting adjourned at 7:38 p.m.

Next meeting of the Select Board is scheduled for Tuesday January 20th 2026 at 5:00 p.m. in the Carroll Town Hall Community Room.
