“These minutes of the Town of Carroll Zoning Board have been recorded by its secretary. Though believed to be accurate and correct, they are subject to additions, deletions, and corrections by the Zoning Board at its next meeting when the Board votes its final approval of the minutes. They are being made available at this time to conform to the requirements of New Hampshire RSA 91-A:2.”

Item 1: Call Meeting to Order

The meeting was called to order by Andy Smith at 6:30pm

Item 4: Approval of Meeting Minutes – April 12, 2025

Brief review and discussion of Building Inspector David Scalley’s comments. David Scalley’s comments were to clarify some of the discussion at the last meeting.
Steffanie Apostle to clarify in the minutes that David Scalley was not there to represent Along the River but was there as the Building Inspector and attach his comments to the minutes as an attachment.

Brief discussion on how long recordings are kept. Town is mandated to keep the recording until the minutes are approved at the following meeting and then they can be erased.

Steffanie Apostle to keep the minutes for a month and then delete them after they are approved.

Brief discussion on what is required for the minutes, do they have to be as detailed or can they be broader? Minutes do not have to be verbatim; they just need to relay the message.

Steffanie Apostle to do more of a general write up for minutes to see if the Zoning Board likes the new format.

Karen Moran made a motion to accept the minutes as presented with the change that David Scalley was there as the Building Inspector and not as a representative and approve the minutes with David Scalley’s comments attached.

Bill Briggeman seconded the motion. All were in favor and motion passed unanimously.

Item 5: New Business / Other

Zoning Ordinances

Discussion on revamping of Zoning Ordinance. Steffanie Apostle waiting on dates from North Country Council. North Country Council will be assisting the Town in review of the current ordinances and bringing them up to date with some of the new State changes. Overall project will be 2 years long.

Steffanie Apostle to get the dates from North Country Council and provide them to the Boards.

BEA Conference

The BEA is offering a Spring Planning & Zoning Conference on May 9th via Zoom. Andy Smith asked everyone on the Zoning Board to try to make some time in their schedule so they can attend the conference.

Not all Zoning Board members are on the BEA mailing list. Steffanie Apostle to forward all emails from BEA to the Zoning Board until she can get all members on their mailing list.

Steffanie Apostle to look into getting everyone on the municipal email list for trainings as well.

There was a State bill that was not approved but may come back into play. This bill would make it so every new Board member would be required to do training first. Training is not required but is optional for everyone to take if they want.

Community & Consequences Book
Steffanie Apostle received a book from another Town Hall called Community & Consequences. Chair Andy Smith read the first version and it discussed what you need in a Town to keep it running. Andy Smith felt it was important for all members to read the book.

Steffanie Apostle to look into ordering both books for all Board members.

Item #6: Adjourn
Karen Moran made a motion to adjourn and Dian Rombalski seconded the motion. All were in favor and meeting was adjourned at 7:14pm.
