“These minutes of the Town of Carroll Select Board have been recorded by its Secretary. Though believed to be accurate and correct they are subject to additions, deletions, and corrections by the Select Board at its next meeting when the Board votes its final approval of the minutes. They are being made available at this time to conform to the requirements of New Hampshire RSA 91-A:2.”

Meeting called to order at 5:00 p.m.

Pledge of Allegiance

Signing of bills and manifests completed prior to this meeting.

Selectperson Moroney motioned to approve the minutes of 1/28/2025, Selectman Marquis seconded this motion. Selectman Mycko abstained. Selectperson Moroney and Selectman Marquis in favor, none opposed. Motion to approve minutes of 1/28/2025 passed.

Selectperson Moroney motioned to approve the minutes of 2/3/2025, Selectman Marquis seconded this motion. Selectman Mycko abstained. Selectperson Moroney and Selectman Marquis in favor, none opposed. Motion to approve minutes of 2/3/2025 passed.

The Select Board was presented with the Warrant for 2025 Town Elections. Selectperson Moroney and made a motion to approve and sign. Selectman Marquis seconded this motion. All in favor, none opposed. Motion to approve and the Warrant for 2025 Town Elections passed.

The Select Board was presented with an application for a Veterans’ Tax Credit for Poirier. Selectperson Moroney and made a motion to approve and sign. Selectman Marquis seconded this motion. All in favor, none opposed. Motion to approve and sign Veterans’ Tax Credit application passed.

The Select Board was presented with an application for a Veterans’ Tax Credit for Gross. Selectperson Moroney and made a motion to approve and sign. Selectman Marquis seconded this motion. All in favor, none opposed. Motion to approve and sign Veterans’ Tax Credit application passed.

The Select Board was presented with an application for a Solar Energy Exemption. Selectperson Moroney and made a motion to approve and sign. Selectman Marquis seconded this motion. All in favor, none opposed. Motion to approve and sign Solar Energy Exemption passed.
The Select Board was presented with a Supplementary Water Warrant for 2025. Selectperson Moroney and made a motion to approve and sign. Selectman Marquis seconded this motion. All in favor, none opposed. Motion to approve and sign Supplementary Water Warrant for 2025 passed.

The Select Board was presented with a Certificate of Occupancy for Hogan. Selectperson Moroney and made a motion to approve and sign. Selectman Marquis seconded this motion. All in favor, none opposed. Motion to approve and sign Certificate of Occupancy for Hogan passed.

Chairman Mycko, as the Select Rep for the Energy Commission, informed on their Public Hearing regarding their proposed 2025 warrant article #3 and informed on the requirement of a roof analysis for the proposed solar array on the Public Safety Building. The Energy Commission presented an invoice for site visit and inspection and requested the use of funds from their 2025 budget to pay this invoice. The Energy Commission proposed $500 from their line for consultant fees and the remaining funds be used from their line for training and travel. Selectperson Moroney made a motion to allow payment of this invoice from the Energy Commission budget lines they requested. Selectman Marquis seconded. All in favor, none opposed. Motion to approve and pay the invoice passed.

FOLLOW UP

Selectperson Moroney discussed the ongoing update to the town’s Master Plan. Moroney informed the Historical Society is looking for a building to utilize, and proposed a historical building on a lot currently owned by the Town. Selectperson Moroney requested permission from the Select Board to investigate making the Historical Society a town organization. The remaining members of the Select Board were in favor of this.

Chairman Mycko recognized Selectperson Moroney who read a letter she intended to read at deliberative regarding short-term rentals. See attachment.


Chairman Mycko recognized Selectman’s Assistant who presented the Select Board with an invoice for services from Wright-Pierce for their assistance in establishing plans to improve the town’s water infrastructure. Selectperson Moroney made a motion to allow payment of this invoice. Selectman Marquis seconded. All in favor, none opposed. Motion to approve and pay the invoice passed.

Chairman Mycko recognized Bill Vecchio of the Energy Commission who read a letter to the Select Board. This letter is as follows:

To the Carroll Select Board:
Please consider approving Karen Moran to serve as a member of the Carroll Conservation
Commission.

Karen recently retired from the New Hampshire Public Utilities Commission/ Department of
Energy. Given her experience Karen will be a valuable and thoughtful member of the
commission as it continues with its mission statement.

Selectperson Moroney and made a motion to approve Karen Moran as a new member of the Energy Commission. Selectman Marquis seconded this motion. All in favor, none opposed. Motion to approve Karen Moran as a new member of the Energy Commission passed.

Chairman Mycko recognized Imre Szauter of the Energy Commission who informed on a reduction in the cost of streetlighting for the town since the voters passed 2024 warrant article #11 allowing for the installation of LED streetlights. Szauter informed the streetlighting bill for the month of December 2024 was $1,794.04, the bill for January, which included some one-time charges, was $549.63. Szauter continued, stating that the savings is expected to continue and should put the voters at ease.
Szauter continued and discussed his impressions following the Police Report at Deliberative Session. Szauter requested that the Select Board put together a small group of volunteers to examine bringing in more people to work for the Town of Carroll, specifically the Police Department with being down a full-time officer while addressing increased call volume, but also to backfill and cross train in the Administrative Offices as well. This would allow the Select Board to present this information to voters and justify the cost with numbers.

Chairman Mycko recognized Selectman’s Assistant Basnar who informed on an error in the MS-636 signed by the Select Board. Basnar informed she has reached out to DRA and legal to remedy this situation properly and will have a corrected MS-636 for the Select Board to sign when they sign manifests next Tuesday. This corrected form will be posted with the original form at poling places.

At 5:29 p.m. Selectperson Moroney made a motion to enter non-public for legal and personnel. Selectman Marquis seconded, roll call vote to enter non-public for legal and personnel passed unanimously.

At 5:52 p.m. Selectperson Moroney made a motion to leave non-public and return to public. Selectman Marquis seconded. All in favor, none opposed. Motion to return to public session passed.

At 5:52 p.m. Selectperson Moroney made a motion to seal the minutes. Selectman Marquis seconded. Roll call vote to seal the minutes passed unanimously.

At 5:52 p.m. Selectperson Moroney made a motion to adjourn the meeting. Selectman Marquis seconded. All in favor, none opposed. Motion to adjourn passed, meeting adjourned at 6:32 p.m.

Next meeting of the Select Board is scheduled for Tuesday March 4th, 2025 at 5:00 p.m. in the Community Room of the Carroll Town Hall.
