Meeting Minutes
February 4, 2013

"These minutes of the Town of Carroll Select Board have been recorded by its Secretary.
Though believed to be accurate and correct they are subject to additions, deletions and corrections by the Select Board at its next meeting when the Board votes its final approval of the minutes. They are being made available at this time to conform to the requirements of New Hampshire RSA 91-A:2."

Board members present: Bill Dowling, Mark Catalano, Paul Bussiere

The meeting was called to order at 7 PM by Chairman Dowling

Members of the public present: Mike Gooden, Nancy Mitiguy, Dave Scalley, Marc Brodeur, Evan Karpf, Joan Karpf

The Board announced the approval of bills and signing of manifests.

Selectman Catalano said the word “could” was missing from page 3, next to the last line in the third paragraph from the bottom. Other than that he said they were fine and made a Motion To: Accept the minutes of 1/28/2013 as corrected. Selectman Bussiere seconded and the Motion passed unanimously.

Selectman Catalano said he will have a date in February this week when they will be able to meet with the auditors. He will let Joan Karpf and Sue Kraabel know, along with everyone else when this is to be. He reminded everyone it is to find out how to get money back into Water for the two years that department paid the loan instead of having it come from the General Fund where the money was also raised for the payments.

Chairman Dowling gave his colleagues a photocopy of a page out of the Coos County Democrat regarding the fuel assistance program. He asked them to put this with copies of welfare guidelines he had previously given them.

Chairman Dowling spoke of the letter they received a while ago from Bernie Waugh regarding a municipal law update. Attorney Waugh will come at no charge to the town and Chairman Dowling thought a Wednesday would be good. He asked the Secretary to email Attorney Waugh and ask about his availability.

Selectman Catalano said SB121 is still under consideration and he urged all to look at it as it has to do with changing the way Rooms and Meals Taxes are calculated to return money to the towns that contribute to it. The previous calculation was based on the number of residents but the new one is based on the percentage of money sent. The sponsor has bi-partisan support for the new bill. Those in attendance were urged to contact their state reps, senators and congress people as the hope is if the bill passes, more money will come back to the town. Selectman Bussiere agreed with him and said it does make a difference if people let them know how they feel.

David Scalley asked to clarify that the bond for Hunt Properties covers not only the opening of the road but the work on the apron as well and was told that it does.

Evan Karpf expressed agreement with the Select Board about SB121.

Dave Scalley asked about the follow-up with the Registry of Deeds. He said the Board said they would do so at the last meeting. Chairman Dowling said he would make a note and will do it.

There being no further discussion, Selectman Catalano made a Motion to: adjourn the meeting. Selectman Bussiere seconded and the Motion passed unanimously. Chairman Dowling declared the meeting ended at 7:10 p.m. The next meeting will be Monday, February 11, 2013.
