CARROLL BOARD OF ADJUSTMENT MEETING MINUTES

MARCH 9, 2006

These minutes of the Town of Carroll Zoning Board of Adjustment have been recorded by its Secretary. Though believed to be accurate and correct they are subject to additions, deletions and corrections by the Zoning Board at its next meeting when the Board votes its final approval of the minutes.



Members of the Board present: Paul Bussiere Chairman, Joan Karpf, Chris Hancock

Members of the Public present: Richard and Nancy Gould, Doug Bews

Meeting called to order at 7:02 PM

Chairman Bussiere explained the Board was to accept some minutes, go over an application submitted by Mr. Gould for a variance of a home and go over an appeal filed by Doug Bews for a pre hearing on a previous decision from the Board.

Chairman Bussiere did not feel the minutes should be accepted with only two Board members sitting and felt they should be tabled until there was a full Board.

Joan Karpf made a motion to table the minutes until a full Board was present. Chris Hancock seconded. All in favor the minutes were tabled until a full Board was present.

The Board met with Mr. Gould who presented his plans and application on variance. Mr. Gould explained that the house he plans to build, at its highest point would be 35 � feet high. Our zoning says no more than 2 � stories or 33 feet high. Mr. Gould also told the Board that his lot is 109 acres, the lot to his right is 133 acres and the lot to the left is 70 acres, so he would no be abstracting anyone�s view. Chairman Bussiere explained the plans seem to be sufficient. It is up to the applicant to provide the list of abutters. If the Board accepts and verifies the list then the Board can go ahead and carry out the application if it�s approved. The Board is not looking for all the details just enough to give the yes or no 30 days from now. The Board will contact the Fire Chief for safety codes. Joan Karpf did ask Mr. Gould again to point out the part of the house which would be 35 � feet high. Chairman Bussiere said Mr. Gould did list all five requirements, which the Board had not agreed or disagreed on. Joan Karpf asked how elaborate the Board wanted the questions answered. Joan did not feel that question 3 was fully addressed. Mr. Gould did not quite understand that question. Joan asked if there was anything we had that could help him? Chairman Bussiere said he had an old handbook at home he would bring in and make copies that would help Mr. Gould. He could pick it up Friday.

Mr. Gould will give us more information on question 3, and up to date abutters list and we will give a copy for plans to Chief Duncan. Mr. Gould told the Board he would like to get started in the spring and would the Board go forward in notifying the abutters or would he have to wait for a subsequent meeting? Chairman Bussiere explained the Board meets again April 13. This would be the Public Hearing and the abutters would be invited by registered mail to the meeting as well as being advertised in 2 local papers. The Board would be discussing and voting unless an abutter should come up with something that the Board never thought of which could happen. Chairman Bussiere did suggest that there would be no guarantee the Board would or would not go in your favor. If they did not you would have you 2 options. 1
