BUDGET COMMITTEE MEETING

Sept. 18, 2013

Members present: Mike Hogan, Rena Vecchio, Jack Catalono, Joan Karpf, and Bonnie Moroney

Members absent: Rob Gouthier and Dave Scalley

Meeting brought to order at 7 PM by Chairman Hogan.

All stood for the Pledge of Allegiance

It was addressed to accept the minutes from July and Aug. but Rob had not sent out Aug, so it was tabled until the Oct. meeting.
Bonnie said she did want to address one thing that was in the July minutes, she had said in there that the employees were paying 15% of the cost of the health coverage, but she had found out since than that they were and had been paying 20%.

The discussion about budget schedule for the departments and committees. Bonnie said she had sent Mike a suggested copy of dates in order to stay on track and have time to get in the warrants and the public meetings as well. He said he had received it but forgot to bring it. She explained that the Selectman were in the middle of doing their budgets and that they would be presenting to the budget committee on Oct l6, 2013. It was usually after that the budget committee started having the departments and committee present to them.
Joan was concerned about Thanksgiving and the holidays and Bonnie said that they had taken those weeks out when planning the schedule. Joan also asked it we had a copy of the schedule of when all the public meetings and such had to be done. Mike said no and Bonnie said that Maryclare more then likely had one.

Mike spoke of some of the information that they had gotten at the Budget & Finance Workshop that NH Municipal Assoc. had put on. Part of what he discussed was the Obama Care and some of the new health coverage laws that are being started. Some of it was addressing any people that you had on the payroll, weather full time or part time, that insurance may need to be offered, not paid for by the town but offered. It was asked if this impacted all towns and businesses and he said no only 50 or more. He also said that some companies are paying the fine as it is cheaper then giving the insurance coverage.

Joan mentioned that she had been looking at health insurance companies and all the assorted coverage’s they have and how much they all are.

Jack said that last year the chairman when sending out the dates of the budget presentations, had asked the departments to bring a 5 year projection and how it reflects their budgets for 2014.
Bonnie said that Chief Trammell had done that and was helping some of the other dept. to do the same.

Jack said that he would also like to bring up a further discussion on the staffing especially for the off peak times. Bonnie sad that they had done that this year for the PD and it has not worked out well at all, because they need people to work part time that are qualified, and not just any body any in trying to fill the part time slots there were many times there was no coverage. That is because the ones that are willing to work part time and are qualified also have full time jobs and end up working those times as well.

Much open discussion went around about the town and lack of business and things to draw people to stop and stay. Mike brought up the four wheelers in Gorham and Pittsburg, but some brought it to his attention that the trails around the Town of Twin Mt. were all mostly privately owned, and the people wouldn’t want them tearing up the property. Jack said the town is dying and Rena said that it is already dead and she reflected on how it was years ago, very busy and active. Bonnie said that they were hearing all this about a bike trail but that got dropped and it would have been and still would be a good drawing card.

Joan said she had noticed that the fuel line on the budget for the PD and FD were going up and she wondered why they needed heat on now. It was suggested by several that more then likely they were filling up their tanks before it was needed in order to hopefully get a lower price.

Joan motioned at 7:53 to adjourn and Bonnie second, it was passed.
Next meeting will be Oct. 16, 7 PM and the Selectboard will be present their budget.
