"These minutes of the Town of Carroll Select Board have been recorded by its Secretary. Though believed to be accurate and correct they are subject to additions, deletions and corrections by the Select Board at its next meeting when the Board votes its final approval of the minutes. They are being made available at this time to conform to the requirements of New Hampshire RSA 91-A:2."

Board members present: Paul Bussiere, Bill Dowling, Bonnie Moroney

The meeting was called to order at 7:00 PM.

Members of the public present: Evan Karpf, Mike Gooden, Chris Pappas, Judy Pappas, Michael Hogan, Donna Foster, Dave Scalley

The board announced the approval of bills and signing of manifests.

Selectman Dowling made a Motion to: Accept the minutes of December 30, 2013, as written. Selectman Moroney seconded and the Motion passed unanimously.

Chairman Bussiere read four Petition Warrant Articles which were received earlier in the day.

“To see if the Town will vote to establish a Highway Road Light Committee to review the existing road lighting on routes 302, 115 and 3 and to determine if some lights could be shut off to reduce the Town’s $18,000 lighting budget without jeopardizing safety. The Committee shall total 5 members and include a Police Officer, a Chamber of Commerce member and 3 residents. The Committee shall report their findings in writing to the Select Board and Budget Committee in time for the 2015 budget.” By Petition.

“Shall we adopt the provisions of RSA 31:95-c to restrict 100% (One Hundred Percent) of revenues from the NH Water Grant to expenditures for the purpose of water department repairs and maintenance? Such revenues and expenditures shall be accounted for in a special revenue fund to be known as the Water Department Maintenance Special Revenue Fund, separate from the general fund. Any surplus in said fund shall not be deemed part of the general fund accumulated surplus and shall be expended only after a vote by the legislative body to appropriate a specific amount from said fund for a specific purpose related to the purpose of the fund or source of revenue.” By Petition.

“To see if the Town will vote to support the employment, the salary and the benefit costs of a fourth (4) full time police officer. This addition will increase the Police Department budget as well as increase the employee benefit costs to the taxpayers.” By Petition.

“To see if the Town will vote to support a 2014 Cost of Living Adjustment salary increase of 1.5% for all full time employees instead of the 5% budgeted increase.” By Petition.

The Secretary noted the water grant money already goes into the Water Fund. Chairman Bussiere said the Board will not vote on these at this time and Selectman Dowling noted it is not necessary for them to vote as these are by petition.

The next item was the Default Budget for 2014 which is the 2013 budget with changes to increase or decrease only as contracts or one-time expenses may have been made. Selectman Moroney made a Motion to: Accept the Default Budget and Selectman Dowling seconded. The Motion passed unanimously.

The following items were approved and signed:

Acceptance of Services, Town Revaluation – Commerford Nieder Perkins
Town Hall Use Permit Applications – Parks & Recreation Commission, Moroney
Water Warrant (Abatement) – State of NH DOT
Water Warrant – Matthews, Maher,III

Other:

Selectman Moroney said they need to work on the dedication for the Annual Report. It was decided the Board will review and finalize at their next meeting.

Selectman Moroney said she’s been hearing a lot at Budget Committee meetings as well as these meetings about all departments ordering paper and office supplies through the Office as a way to save money and asked the Secretary if this is done – to which the Secretary said yes, they are. Michael Hogan said the Budget Committee is working on several areas where the expense will be in one budget (the Office) rather than each individual budget i.e. the Legal line which is currently also in the Planning Board and the ZBA budget. Usage will be tracked to each Committee, but the money will not be in the budgets as he believes as the end of year gets closer, if there is money left, the tendency is to spend it.

Donna Foster said the Planning Board had already held one public hearing and would have the second one this week regarding abutting non-conforming lots with the same owner. She said previously these had to be merged but the State has found this is not valid so our Ordinance must be changed. Ms. Foster read the RSA in part and also noted the Select Board must accept any applications for separating those previously merged without owner request, until 2016. Selectman Dowling said an ad should be put in the paper. There was a brief discussion about non-conforming lots with the end result that property owners have the option to separate the lots if they have been merged involuntarily AND that they may keep them separate if they so choose.

It was noted the Public Hearing for the Budget is tomorrow night, Tuesday, January 14, at 7 p.m. with Wednesday, January 15, if necessary. The question arose that it may have been scheduled for 6:30 p.m. and the Secretary will check it and let the Committee Chairman know.

As there was no further business, the Board was polled and went into non-public session for personnel at 7:35 p.m.

At the close of Non-Public Session, Selectman Dowling moved to return to Public Session and seal the minutes from Non-Public Session. Selectman Moroney seconded and the Motion passed unanimously.

There being no further discussion, Selectman Dowling made a Motion to: adjourn the meeting. Selectman Moroney seconded and the Motion passed unanimously. Chairman Bussiere declared the meeting ended at 7:40 p.m. The next meeting will be Monday, January 27, 2014.
