TOWN OF CARROLL ZONING BOARD OF ADJUSTMENT


MINUTES APRIL 10,2014
Members present were: Chairman-Paul Bussiere, Vice Chairman- David Scalley, members­

Frank Maturo and John Trammell.


Also present: Joan Karpf- Video recorder


Meeting was called to order at 7:00PM by Chairman Bussiere. Pledge of Allegiance was done by most.
Approval of minutes from January 9, 2014- Frank Maturo made a motion to accept the minutes as written, John Trammell seconded, all were in favor- minutes were approved as written.

Election of Chair and Vice Chair- Chairman Bussiere said it was time to elect the officers for this year. David Scalley made a motion to leave Paul Bussiere in as Chairman for another year,
Frank Maturo seconded, all were in favor-Paul Bussiere will remain Chairman for the 2014 year. Frank Maturo made a motion to keep David Scalley in as Vice Chairman, Paul Bussiere seconded, all were in favor- David Scalley will remain Vice Chairman for the 2014 year.

Discussion of ZBA Affairs- Chairman Bussiere made the announcement that the ZBA Secretary left the area and turned in her letter of resignation. Discussion was held if anyone knew someone who would be willing to take over as ZBA Secretary and Rena Vecchio was mentioned so Chairman Bussiere will ask Mrs. Vecchio if she would be willing to take the job. All were in favor.

Quick overview of ZBA rules with applicants- Chairman Bussiere said it is the Boards responsibility to assist the applicants with any help they may need in filling out the applications and explaining the process to a new applicant who may need to come before the ZBA for help. He just advised all the members to be careful when talking to a potential new applicant that you do not commit yourself or the Board to anything. Your job is to assist.


Other- Chairman Bussiere stated that for everyone's' information according to the State of NH there is no such requirement for "Draft Minutes", the minutes can be approved or amended as needed. Although it is not necessary, Chairman Bussiere said he is still ok with providing "Draft Minutes".

-Vice Chairman Scalley asked about Carl Brooks and if he was all set with his approval he received from the Board on January 9, 2014. Chairman Bussiere said yes he has talked with Mr. Brooks and Horizons Engineering received the approval letter and they are set to go ahead as approved.


- Chairman Bussiere asked the members to ask around about getting new people to join the
ZBA as alternates. He mentioned that Carl Brooks and Bob Burns expressed an interest as being alternates. There was discussion on the fact that when you have an appointed Zoning Board Member who is consistently absent from all meetings for a long period of time they are not doing the Town of Carroll justice by not attending the meetings they were appointed to do. There is a current appointed member that has not attended meetings in quite some time, so it way recommended that a letter be sent to Member Howard Hoffman stating if he is unable to fulfill his appointed duties as a member of the ZBA then he should resign so that it would open up the opportunities for willing members to serve. Chairman Bussiere also expressed that
when Members of any Board abstain from voting on a regular basis, they too are doing a disservice to the Towns people.

Chairman Bussiere notice that Joan Karpf had asked to speak- Ms. Karpf asked how many members were there supposed to be on the ZBA. Chairman Bussiere said there were 5 Elected and 2 alternates. Ms. Karpf asked why if there were 3 slots opened then why were there only 2 vacancies on the voting in March. Chairman Bussiere explained that at time when one member resigned half way thru his term, it was then that one of the alternates was put in his place to fulfill his term so therefore only 2 spots were needed to be filled.


Being no other business, Vice Chairman Scalley made a motion to adjourn, Frank Maturo seconded, meeting was adjourned at 7:20
