August 4, 2014

“These minutes of the Town of Carroll Select board have been recorded by its Secretary. Though believed to be accurate and correct they are subject to additions, deletions and corrections by the Select Board at its next meeting when the Board votes its final approval of the minutes. They are being made available at this time to conform to the requirements of New Hampshire RSA 91-A:2.”

Board members present: Bonnie Moroney, Paul Bussiere, David Scalley.

The meeting was called to order at 6:35 PM by Chairman Moroney.

Members of the public present: Greg Hogan, Scott Sonia, Jeremy Oleson

Pledge of Allegiance

Scott Sonia, Water Supervisor, spoke with the Board about the water tank on Little River Road.
This has had interior damage caused by ice dragging on the walls as the water level moves up and down. The company has been here in the past to inspect the anoids so they are familiar with this tank. Mr. Sonia told them that there are twelve different places at the four seams or intersections. Selectman Bussiere said he had spoken with Scott Clang and this needs to be taken care of as soon as possible. Mr. Sonia said the tank will have to be kept off-line for seven days for the repair to be made and set. He said he would be sure to advise the Fire Chief when this is taking place. After they reviewed the budget, the Board agreed they will be able to fund the repair. Selectman Scalley made a Motion to: Approve the quoted price of $1,775 and Selectman Bussiere seconded. The Motion passed unanimously.

Greg Hogan, Road Agent, spoke to the Board about locking in a price for oil for 2014-15. He advised the Board he has been researching oil prices and C.N. Brown came in with the best price at $3.2903 per gallon for 14,000 gallons for the year. He said he had spoken twice with Stiles Fuel, our supplier of many years. The first time the quoted rate was the same as last year at $3.479 but he was told to call back if he got a better price which he did. They were able to reduce it substantially, but over the year, it was still $541.80 higher. Service was discussed and it was stated that C.N. Brown does not do service work. Mr. Hogan said he had spoken with someone who is familiar with our equipment and who would be willing to us on as a customer, so that is not an issue. Selectman Bussiere made a Motion to: Lock in at $3.2903 for this year with C.N. Brown. Selectman Scalley seconded and it passed unanimously.

Selectman Scalley asked the Road Agent about a check which had been approved and Mr. Hogan responded that it was for rims and tires for the winter for the 2012 F550 truck.

As an update, Fire Chief Jeremy Oleson advised that the Department had burned a cottage for the Warrens on Route 3 North and they hadn’t completed their part of the agreement, which was to clean up the remains on the site. He said he spoke with them and they took care of it the next week.

A brief discussion took place regarding following through with building permits, certificates of occupancy, etc., with Chief Oleson. He feels things can get lost when this is happens and things that could be life safety issues need to be dealt with, rather than let go, even though it may not be intentional.

As there was no further business, the Board was polled and went into non-public session, per RSA 91-A-3 for personnel matters at 7:20 pm.

At the close of non-public session at 8:43 p.m., Chairman Moroney moved to return to public session and seal the minutes from non-public session. Selectman Bussiere seconded and the Motion passed unanimously.

There being no further discussion, Chairman Moroney made a Motion to adjourn the meeting. Selectman Scalley seconded and the Motion passed unanimously. Chairman Moroney declared the meeting ended at 8:45 pm. The next meeting will be Monday, August 11, 2014.
