Meeting Minutes

March 5, 2015


“These minutes of the Town of Carroll Planning Board have been recorded by its Secretary. Though believed to be accurate and correct they are subject to additions,
deletions and corrections by the Planning Board at its next meeting when the Board votes its final approval of the minutes. They are being made available at this time to conform to the requirements of New Hampshire RSAS 90-A: 2.

Members Present: Chairperson Donna Foster, Selectman’s Representative Bonnie Moroney,
Richard Krapf, Evan Karpf

Pledge of Allegiance


The meeting opened with the Chair asking if the secretary had a chance to look over the DVD of the October 2, 2014 meeting. She said yes but could not find the changes that were asked for. Evan Karpf showed the secretary. The change was for the October 2,2014 minutes:

• Page 3, ¾’s down the page, sentence starting “Chairman Foster said that went to court…..” to change the word “illegally” to improperly.

Minutes of February 5, 2015 were tabled as there were not enough board members that were at that meeting to vote on the minutes.

Chairperson Donna Foster told the board that per the Town’s Attorney, Dark Dynasty would be going to the Zoning Board of Adjustment for a Variance and would not be coming in front of the Planning Board.

Chairperson Foster stated that the Subdivision Regulations were being worked on. She had retyped the regulations the board had gone over last month, “Administration and Enforcement” (attached to hard copy in the office). Also discussed were:
• Can we charge for the time the Road Agent puts in inspecting the new roads (some thought you could not do so as it was the Road Agents job to inspect roads)
• Some of the board members thought a fee should be all inclusive
• Some of the board felt they should come up with a fee scale for the length of the road
• All felt the fee should be reasonable for all inspections
• The board wants to talk to the Road Agent and get ideas from him on fees. They also felt we should call the different towns to see what their fees are for road inspections.

The Chair asked if there was any other business. Michael Hogan said the Selectman were going to hold a discussion on March 23rd on building permits. He felt the PLBD should be involved in this. Chairperson Foster told the board that she was asked to participate but the meeting was not open for public discussion. The board decided to give their position on building permits:
• Define the difference between Residential and Commercial
• Define Repair, Renovation and Maintenance.
• If the decision is made to do inspections there should be documentation.
• A check list may be needed for:
1. Foundations
2. Structures
3. Electric Plumbing
4. Final Inspections
The Board asked for information from that meeting be brought to the board for the April meeting.

Chairperson Donna Foster asked if there was any other business or any old business. There was none. Michael Hogan made a motion to: adjourn the meeting. Evan Karpf seconded and the motion passed unanimously.
