“These minutes of the Town of Carroll Select board have been recorded by its Secretary. Though believed to be accurate and correct they are subject to additions, deletions and corrections by the Select Board at its next meeting when the Board votes its final approval of the minutes. They are being made available at this time to conform to the requirements of New Hampshire RSA 91-A:2.”

Board members present: Bonnie Moroney, Paul Bussiere, David Scalley.

The meeting was called to order at 7 p.m.by Chairman Moroney.

Members of the public present: Ann Fabrizio, Mike Gooden, Evan Karpf, Donna Foster

Pledge of Allegiance

The meeting was filmed by Evan Karpf.

The Board announced the approval of bills and signing of manifests.

Selectman Scalley made a Motion To: Approve the minutes of 2/9/2015, as written and Chairman Moroney seconded. Selectman Bussiere abstained as he was not at that meeting. The Motion passed.

Selectman Bussiere made a Motion To: Approve the minutes of 2/23/2015, as written and Chairman Moroney seconded. Selectman Scalley abstained as he was not at that meeting. The Motion passed.

Greg Hogan, Public Works Superintendent, requested a letter authorizing him to sign the documents when he registers the new dump truck. He must go to Concord to do so and wanted to be sure he wouldn’t have any problems with the registration. Selectman Scalley made a Motion To: Sign the letter and Selectman Bussiere seconded. The Motion passed unanimously and the letter was signed.

A letter had been requested previously for a liquor license at the Ski Area, but when it was sent to the Liquor Commission, it was discovered that the name could not be used, so they asked that the name be changed and a new letter submitted. Thus a letter for a liquor license at “Lucy Crawford’s Food Court” was prepared. Selectman Scalley made a Motion To: Approve and sign the letter on behalf of the Omni Mount Washington Hotel and Bretton Woods Ski Area. Chairman Moroney seconded and it passed unanimously.

The following items were approved and signed:

Property Tax Abatement, Granted – Berube
Property Tax Abatement Refund – Berube
Property Tax Abatement, Denial – Northern NH Nursery LLC
Application for Current Use – Kratman

Other:

The Secretary advised that she had contacted Lori Hogan about starting the process to renew the lease for the Police Station for another year.

Selectman Scalley asked if the sidewalk plow has been repaired for use, as he had been away and hadn’t heard. Selectman Bussiere updated that he had spoken with the Road Agent and parts had been ordered. The Secretary said the Road Agent had been in the office in the morning and the parts which were received were wrong so had to be returned and reordered.

Chairman Moroney reminded everyone that voting will be next Tuesday, March 10, from 8 a.m. to 7 p.m. and that Mike Gooden would be setting up for the Historical Society display again this year.

As there was no further business, the Board was polled to go into non-public session, per RSA 91-A-3 for town aid at 7:14 p.m. Chairman Moroney, yes; Selectman Bussiere, yes, Selectman Scalley, yes.

At the close of non-public session at 7:59 p.m., Chairman Moroney moved to return to public session and seal the minutes from non-public session. Selectman Bussiere seconded and the Motion passed unanimously.

Chairman Moroney made a Motion to adjourn the meeting and Selectman Bussiere seconded. The Motion passed unanimously. Chairman Moroney declared the meeting ended at 8 p.m. The next meeting will be Monday, March 16, 2015.
