May 11, 2015

“These minutes of the Town of Carroll Select board have been recorded by its Secretary. Though believed to be accurate and correct they are subject to additions, deletions and corrections by the Select Board at its next meeting when the Board votes its final approval of the minutes. They are being made available at this time to conform to the requirements of New Hampshire RSA 91-A:2.”

Board members present: David Scalley, Paul Bussiere. Bonnie Moroney was excused.

The meeting was called to order at 7 p.m.by Chairman Scalley.

Members of the public present: Donna Foster, Brian Mycko, Terry Lapoint, Steve Lapoint, Jane Ikasalo, Jeremy Oleson, Greg Hogan

Pledge of Allegiance

The Board announced the approval of bills and signing of manifests.

Selectman Bussiere made a Motion To: Approve the minutes of 4/27/2015, as written and Chairman Scalley seconded. The Motion passed unanimously.

Chairman Scalley tabled discussion on the Building Permit Process. However, Jeremy Oleson, Fire Chief, asked to note that at a previous meeting it was said the State was possibly going to change inspection requirements to include LP gas applications. He wanted it known that was only a recommendation and that nothing in the law has changed; oil burners are still the only heat source which needs inspection.

Donna Foster, Chair of the Planning Board, said they are still awaiting word from the company the Planning Board is working with regarding cell tower construction. Chairman Scalley suggested they notify the Select Board when they are ready for further discussion to which Mrs. Foster agreed.

Chairman Scalley tabled discussion on the Employee Manual at this time.

Greg Hogan, Public Works Director, was asked about the River crossing process. He said this has been put in a holding pattern due to difficulties encountered, as the company had a commitment which they had to keep, and as they had been here a fair amount longer already than anticipated. He said they will be back at a later date and feel confident that the job can be done, especially now that they know where old bridge abutments and the water main are located.

Driveway Permits – Stohl, Coles
Water Warrant – Brown, Barnes
Town Hall Use Permit Application – Bartsch
Intents to Excavate – Pike Industries, Inc.

Other:

The Secretary told the Selectmen the Office would be closed the next morning for a Department of Labor Seminar in Berlin. She said the Town Clerk’s Office would be open at the regular time and would be able to help people who might come in.

Greg Hogan announced Clean Up Day will be on Sunday, May 17, and all should meet at the Fire Station at 9 a.m. People should bring gloves and dress accordingly, but will be provided with vests and bags. Rather than trying to do lunch that day, all are invited to the barbecue on Monday, May 25, following the Memorial Day Parade.

As there was no further business, the Board was polled to go into non-public session, per RSA 91-A-3 for personnel at 7:11 p.m. Selectman Bussiere, yes; Chairman Scalley, yes.

At the close of non-public session at 7:32 p.m., Selectman Bussiere moved to return to public session and seal the minutes from non-public session. Chairman Scalley seconded and the Motion passed unanimously.

Selectman Bussiere made a Motion to adjourn the meeting and Chairman Scalley seconded. The Motion passed unanimously. Chairman Scalley declared the meeting ended at 7:32 p.m. Because the Town Hall and Offices will be closed for the Memorial Day Holiday, Monday, May 25, the next regular meeting will be Monday, May 18, 2015.
