Board members present: William Wright, Allen Strasser, Bonnie Moroney

The meeting was called to order at 6:58 PM.

Members of the public present: John D’Urso, Roberta McGee, Tom Gately, Eleanor Brauns, Billy Rines, Evan Karpf

The board began with the approval of bills and signing of checks.

Selectman Strasser made a motion to approve the minutes from 06/12/2006. The motion was seconded by Selectman Moroney and passed unanimously.

It was reported that Inspector Roy from the Department of Labor Safety Division would be here for a follow-up inspection tomorrow at 10 AM.

There was no report received from Stan Borkowski this week.

John D’Urso came before the board regarding the taxes due on John Bell’s Rte. 3 South property. Mr. D’Urso does not currently own the property, but has purchased the mortgage on it. He would not give specifics, but is involved in a project involving this property and he thought the taxes were paid. He had just come from the tax collector’s office, and including interest, the amount due is $12,128.83. He was looking for relief on the taxes, and he would pay the town tonight. Selectman Strasser volunteered that they would abate half the interest ($1,278.77), and Mr. D’Urso said he was hoping that all the interest would be abated. After some discussion about the merits of having someone clean up this property, Selectman Strasser moved to abate $2,128.83 of interest, accepting a payment of $10,000.00 from Mr. D’Urso. Selectman Moroney seconded the motion and it was passed unanimously.

An Abatement of $2,147.93 for Property Tax for the Mooseland Grill was reviewed. The value of the building was not removed from the property tax prior to April 1, and that needs to be abated. Chairman Wright moved to approve, Selectman Strasser seconded, and the motion was passed unanimously.

Discussion of the Emergency Lane Declaration was tabled until next week, as we’ve received no further information from the state about the bridge.

The secretary had not heard back from various oil companies, but Roberta McGee said the pre-buy prices she’d gotten were as follow: Irving $2.799, Stiles $2.699, Rymes $2.599. Discussion was tabled until next week. Selectman Moroney said we should contact Stiles about furnace cleaning and possibly replacing thermostats.

The secretary had spoken to Louise Hannon from the State Department of Health regarding John Wolf’s property on Lennon Rd. Ms. Hannon said the bottles and cans that attract bees and flies are a health nuisance, and as such the Health Officer can issue an order to have them removed under RSA 147:4. As far as the junk that accumulates, that is an ordinance problem, not a public health issue. In both instances Stan Borkowski needs to issue an order to remove.

The Northern NH Fire Mutual Aid Pact was read by Selectman Moroney. It states that the 18 member towns can receive mutual aid at no charge. At the recommendation of Fire Chief Duncan, Chairman Wright moved to sign the agreement. Selectman Moroney seconded, and the motion was passed unanimously.

Selectman Strasser said according to Mr. Duncan, the procedures state selectmen must still approve Certificates of Occupancy. Thus the documents for Dick McGinnis/Wayne Presby (Bldg Permit 05-17) were reviewed and approved. The Certificate of Occupancy was signed.

A letter from NH DES regarding State Aid Grant Program (Wastewater) was reviewed. It was determined that we had no projects that would fall under this program.

Selectman Strasser stated that Mr. Duncan has an approved grant in the amount of $38,000 for a vehicle exhaust system for the fire station. The town’s portion would be $7,000.00. The grant money must be used this year, so we’re going to see if there is budget money available.

Selectman Strasser made a motion to raise water rates by 15% for residents, businesses, and any other concern outside the Town of Carroll. Chairman Wright seconded the motion, and it was passed unanimously. As Mr. Morency from RCAP Solutions told us last week, the town can bill non…amp;quot;residents up to 15% more than residents without going before the Public Utilities Commission. This increased rate will apply to current and new users and it will be based on water usage only, not the initial hookup fees.

Winn & Associates has requested a copy of our property owner list, basically the tax warrant. It would give owner, mailing address, parcel address and assessed value. This information is a matter of public record, and they would be willing to pay for the copy. Selectman Strasser made a motion to get them a copy for a $50 fee. Selectman Moroney seconded, and the motion was passed unanimously. Roberta McGee asked when the town started charging 50 cents for a photocopy instead of 25 cents. The secretary explained it was about a month ago, as people coming in regularly said other towns all had higher fees, and the time to pull cards and make copies warranted an increase and the selectmen agreed.

At 7:30 PM, as there was no additional business, Chairman Wright declared the meeting ended and moved to go into executive session regarding personnel matters. This was seconded by Selectman Moroney. The board was polled, and went into executive session.

At the close of executive session, Chairman Wright made a motion to return to public session and seal the minutes from executive session; Selectman Moroney seconded and the motion passed unanimously.
