Meeting Minutes
September 28, 2015


“These minutes of the Town of Carroll Select board have been recorded by its Secretary. Though believed to be accurate and correct they are subject to additions, deletions and corrections by the Select Board at its next meeting when the Board votes its final approval of the minutes. They are being made available at this time to conform to the requirements of New Hampshire RSA 91-A:2.”

Board members present: David Scalley, Selectman Moroney, Paul Bussiere.

The meeting was called to order at 5:40 p.m.by Chairman Scalley.

Members of the public present: Franco Rossi, Donna Foster, Dianne Hogan, Michael Hogan, Jeremy Oleson, Debbie Szauter, Imre Szauter, Ken Mills, Mollie White, Makayla Fahey, Dr. Marion Anastasia, Rena Vecchio, Greg Hogan, Lori Hogan, Karen Horsch

Pledge of Allegiance

The Board announced the approval of bills and signing of manifests.

Chairman Scalley made a Motion to: Approve the minutes of 9/21/2015 as written and Selectman Moroney seconded. The Motion passed.

Chairman Scalley turned the meeting over to Franco Rossi from CAI Technologies who gave a presentation on the GIS services which his company can provide. CAI currently takes care of our town mapping and attendant needs. He explained how it works and showed many different maps that can be used as well as the various overlays which might be instrumental. Further, he demonstrated the different ways which queries could be made using these programs.

Mr. Rossi explained the different types of information we can use and where we would get it, whether it is our own or information they can provide. He said they update everything annually, but if we need something in particular updated at other times, it can be done for an extra fee. There is also an amount of updating we may do ourselves. He said these programs have been developed with the intent that most don’t know how to use GIS, thus it is very user-friendly. He went on to say it’s their thought that it isn’t very helpful if we continue to get phone calls for information because people cannot get it themselves. This led to the fact that it is our choice on what should be on the Public site and what we would choose to have on the Staff site, which would be protected by password. He noted there is a date on the home page when it is updated.
He reiterated that they will do data mining and gather all kinds of information and then come to the Town and ask what we want, which is part of the set-up cost. There is no cost for the annual update. When asked, Mr. Rossi said they could map the water lines and would be happy to meet with us. Mr. Rossi said he expected the cost for the first year to be about $7,200 and $2,400 per year after. Of course, this will eliminate some of the work they are currently providing for us, which would mean a little savings in that area. He will send a proposal with the costs. The Board thanked Mr. Rossi for doing the presentation and he left.

Chairman Scalley asked that it be noted that the meeting was not being filmed

Mollie White, our representative on the WMRSD School Board introduced the District’s new Superintendent, Dr. Marion Anastasia. She proceeded to talk about their Strategic Plan, last done in 2010 and which they hoped to do in five-year cycles. She gave the details of the charge and the responsibility of the committee which they will be forming. She said they are looking for volunteers and would be happy to hear from any who may be interested. She said the District website is sau36.org and her contact information is on that. There was a brief discussion about programs, federally mandated or otherwise and if they work as they should. It was stated that Common Core is not mandated.

The next item was a Sign Permit for Birchwood Commons, LLC/Lenehan. After discussion, Selectman Bussiere made a Motion to: table this so they could go over the ordinance to be sure all is in order. Selectman Moroney seconded and it passed unanimously.

Other:

When asked, Chairman Scalley said there was no update on Paychex at this time.

Chairman Scalley announced the Parks and Recreation Committee will be doing a Haunted Trail on Saturday, October 10. Young children will be from 5:30 to 7:30 p.m. and others from 7:30 to 9:30 p.m. People will take the bus from the Town Hall. There will also be “Trunk a Treat” at the Rec Area. People will decorate their car trunks and children can “Trick or Treat.”

Rena Vecchio asked for the Selectmen to approve an ad for the paper to start notifying people about a committee being set up to begin planning for the Town’s 250th celebration. Selectman Moroney made a Motion to: Go forward with the ad and planning. Chairman Scalley seconded and it passed unanimously.

Michael Hogan announced there will be a final walk through for the Haunted Trail at 6 p.m. on October 7. All who are involved with this project are asked to be there.

Mr. Hogan also stated the final hearing about the Rooms and Meals Tax distribution will be this week. He said on his previous trip, he had used Selectman Moroney’s information from the last Select Board meeting to talk about the generation of taxes and the numbers of people tourism brings to an area versus the costs to the area for emergency services among others.

Chairman Scalley advised the next meeting will be October 5, 2015 at 7:00 p.m.

As there was no further business, the Board was polled to go into non-public session, per RSA 91-A-3 for legal and personnel at 7:39 p.m. Selectman Bussiere, yes, Chairman Scalley, yes, Selectman Moroney, yes.

At the close of non-public session at 8:24 p.m., Selectman Moroney moved to return to public session and seal the minutes from non-public session. Selectman Bussiere seconded and the Motion passed unanimously.

Selectman Moroney made a Motion to adjourn the meeting and Selectman Bussiere seconded. The Motion passed unanimously. Chairman Scalley declared the meeting ended at 8:25 p.m. The next meeting will be Monday, October 5, 2015 at 7:00 p.m.
