Meeting Minutes
October 5, 2015


“These minutes of the Town of Carroll Select board have been recorded by its Secretary. Though believed to be accurate and correct they are subject to additions, deletions and corrections by the Select Board at its next meeting when the Board votes its final approval of the minutes. They are being made available at this time to conform to the requirements of New Hampshire RSA 91-A:2.”

Board members present: David Scalley, Bonnie J. Moroney, Paul Bussiere.

The meeting was called to order at 7 p.m.by Chairman Scalley.

Members of the public present: Donna Foster, Michael Hogan, Dianne Hogan, Joan Karpf, Jeremy Oleson, Imre Szauter, Greg Hogan

Pledge of Allegiance

The Board announced the approval of bills and signing of manifests.

Selectman Bussiere made a Motion to: Approve the minutes of 9/28/2015 as written and Selectman Moroney seconded. The Motion passed.

The following items were approved and signed:

Water Warrant – 3rd Issue, Water Bills
Water Warrant – O’Brien, Panarello, Tunay
Recreation Revolving Account – Bank of NH Account Authorization
MS-535 – DRA
Sign Permit Application – Birchwood Commons, LLC/Lenehan -- It was clarified that the sign
is for Warren Lenehan’s new business in the Birchwood Commons, LLC, building.
Town Hall Use Permit Applications – WMRHS JROTC by Brooke Smith

The Certificate for Occupancy for Fulton was noted by Selectman Bussiere to have items which need completion. He said he would like Stan (Building Inspector) to go back and clear up those conditions. Chairman Scalley said he will not sign because a CO that had conditions was signed three to four months ago and they are still not completed, and it appears that there was no follow-up. Chairman Scalley made a Motion to: Have Stan return and make sure that the miscellaneous fixtures and outlet at the counter are in place and to verify the ground fault at the laundry. Selectman Bussiere seconded and it passed unanimously.

Selectman Bussiere made a Motion That: There are still outstanding items on the Certificate of Occupancy for the Spencer home on Birch Road and Stan must follow up with these to see that they are completed and verified. Selectman Moroney seconded and the Motion passed unanimously.

Joan Karpf asked as an update if it is the Board’s desire to eliminate Stan and Chairman Scalley said this is all still in discussion.

At this point, Chairman Scalley asked that it be noted that this meeting is being filmed and he proceeded to thank Joan Karpf for doing so.

Fire/EMS Chief Oleson was wondering where the Board is with the Health Officer position. He wanted to know if the Fire Department is supposed to take it on in the interim. Selectman Moroney said they needed to confirm it but the person who had been spoken with is good with it. She went on to say if there are any courses he feels he would like to take, to just let the Board know. It was pointed out there is a separate budget for the Health Officer and money will not come from the Fire Department budget.

Other:

The Secretary asked if they had any further thoughts about the payroll company and it was noted they are all on board with it, but need to look at budgets, etc., including what projects might be done in place of the payroll.

The recent email from Town Counsel regarding Building Permit fees was read. This recommended changing to the amended Section 702.8, which essentially allows the Select Board the authority to change the fee structure. Therefore, Selectman Bussiere made a Motion That:

The Fee Structure for Building Permits remain as now stated on the Permit Application:
Residential Building, .002 x value with Minimum of $150; Residential Garage, $50; Outbuilding, $50; Renovations, .002 x value with Minimum of $75.
Commercial/Industrial, .002 x value with a Minimum of $200.
Fees MUST be paid with application
Fees WILL DOUBLE if work is done without a Permit.

Chairman Scalley seconded and the Motion passed unanimously.

Selectman Moroney said she was working on the last two supervisor evaluations and would get them to Selectman Bussiere for his review before sending on to the Chairman. The Secretary was asked if she had received any evaluations from the Department Heads and she said she had not, so she was requested to remind them to please get them in to her.

Selectman Moroney announced that the first budget presentations will be on Wednesday, October 14. These meetings will be posted as Two-Board meetings because the Select Board will sit with the Budget Committee in order to reduce the number of times the Department Heads must make their presentations.
Selectman Bussiere spoke about sign applications and noted that there is one on the former Mooseland property. He said that did not come through the Selectmen’s Office as it should have. After a brief discussion, it was agreed that a sign permit is needed and it was requested that our Code Enforcement Officer write a letter requesting same.

Michael Hogan spoke about the Parks & Rec Haunted Trail and said they have received a lot of volunteer help. He said the town is really getting into it and working together and everyone is very enthusiastic. He said he feels the town should look into expanding this commission as a stronger, more functional part of this town. He then offered various ideas including building a pool which would be fee-based as well as advocating for using the gym more.

Mr. Hogan also spoke as Budget Committee Chair regarding the Health Officer moving to the Fire Department, where budgets are concerned, etc. It was reiterated that the Health Officer will be on its own budget and not on the Fire Department budget.

Chairman Scalley advised next Monday is a holiday and the next meeting will be October 19, 2015 at 7:00 p.m.

As there was no further business, the Board was polled to go into non-public session, per RSA 91-A-3 for legal and personnel at 7:45 p.m. Selectman Bussiere, yes, Chairman Scalley, yes, Selectman Moroney, yes.

At the close of non-public session at 9 p.m., Selectman Moroney moved to return to public session and seal the minutes from non-public session. Selectman Bussiere seconded and the Motion passed unanimously.

Selectman Bussiere made a Motion to adjourn the meeting and Selectman Moroney seconded. The Motion passed unanimously. Chairman Scalley declared the meeting ended at 9:02 p.m. The next meeting will be Monday, October 19, 2015 at 7:00 p.m.
