“These minutes of the Town of Carroll Select board have been recorded by its Secretary. Though believed to be accurate and correct they are subject to additions, deletions and corrections by the Select Board at its next meeting when the Board votes its final approval of the minutes. They are being made available at this time to conform to the requirements of New Hampshire RSA 91-A:2.”

Board members present: David Scalley, Bonnie J. Moroney, Paul Bussiere.

The meeting was called to order at 7 p.m.by Chairman Scalley.

Members of the public present: Mike Gooden, Greg Hogan, Michael Hogan, Dianne Hogan, Debbie Szauter, Imre Szauter, Jeremy Oleson

Pledge of Allegiance

The Board announced the approval of bills and signing of manifests.

Selectman Moroney made a Motion to: Approve the minutes of 10/5/2015 as written and Selectman Bussiere seconded. The Motion passed unanimously.

The following items were approved and signed:

Current Use Application – Bragg Family Trust, Dearborn/Clark
Certificate of Occupancy – Sullivan (2 in favor, 1 opposed)
Town Hall Use Permit Application – NH State Police, Troop F; Rouillard (w/ins. Certificates)
Water Warrant – Riverside Trust

The Secretary said she was asked by a resident to inquire if anyone from the Town would be attending the drug summit being held at Mountain View Grand on October 22nd. The Select Board replied this was the first they had heard of it and they did not know if the Police Department had been invited or not.

Selectman Moroney said at the recent Budget Committee meeting, she was the only Selectmen representative and went on to say that Chief Trammell had been there with his budget. He emphasized the number of court appearances, etc.; his department is making thus causing a great amount of time involvement. He brought up about a lawyer who is prosecuting for other towns. Selectman Moroney said she emailed Town Counsel to ask about a conflict of interest if we were to hire another lawyer—to do only this. She said her reply was there was no conflict and in fact many towns are now doing this, to allow the officers from doing all of the paperwork involved and thus allow them to get out of the office to do their work. When asked about the cost, Selectman Moroney said it would be $2,500 to $3,000 for the remainder of the year, as it’s about $12,000 per year. She said Town Counsel recommended getting a contract for her to review. The Board looked over the legal budget to date for the Town and felt there would be enough to cover the expense through the end of this year. Selectman Moroney made a Motion to: Ask the Prosecutor if she can do the rest of the year have the cost come from the Town legal line. Selectman Bussiere seconded and the Motion passed unanimously.

Selectman Moroney asked the Secretary to ask Rena Vecchio about doing an ad for the formation of a Bicentennial Committee.

Selectman Bussiere made a Motion to: Eliminate the Code Enforcement Officer and to adopt the new building change notification which Selectman Moroney had previously worked on. This Motion would also include approving the fee structure. After discussion, Selectman Bussiere said he didn’t really need or expect a second to this Motion, but he wanted the subject out there and not to get buried. He feels it is something about which they need to move forward.

Selectman Bussiere then made a Motion to: Adopt a pay-per-bag system for trash and have Greg Hogan go to local towns where they are already doing this to get any information on this which they might have; i.e. where to get bags, cost of bags, where to sell them, etc. This should be completed in no more than sixty days. After brief discussion as to whether the Select Board has the authority to do this, he said again, it’s fine if there is no second, but he feels they should also be working on this. Chairman Scalley noted there was no second, but agrees there is research that needs to be done. The Secretary was requested to ask Legal Counsel if the Select Board can do this or if there needs to be a warrant article for the March meeting.

Michael Hogan said he agrees everybody pays taxes, including businesses. However, businesses generate much more over and above the normal amount of trash which residences produce and they have the ability to put this in the cost of doing business. That is why he feels this would be a much fairer system.

Chairman Scalley thanked all the Boards for attending the meeting on Saturday. He said they accomplished a lot. He wants to see the new application which has been worked on as his copy is missing. He also noted that he is not happy with the job with current Building Inspector is doing. Selectman Moroney said there are projects going on currently which people expect to have inspected and to get Certificates of Occupancy on them. She asked how they will handle these if they eliminate the position. Selectman Bussiere said he is concerned about this and feels the inspections are less than ideal. It was stated the Select Board can do the inspections as they have the authority to do so. Selectman Bussiere reiterated that he wants the Building Permit to stay on the table, as he doesn’t want it to get lost. Chairman Scalley said we should be get samples from other towns and it was pointed out that we have already done that. Selectman Moroney said they need to consider how to handle any transition there might be. As Chief Oleson was in attendance, they asked his opinion. Chief Oleson said he feels if there is no town influence, he fears the worst regarding structures, etc. A brief discussion of response time for inspections took place, and it was stated it is 24 hours, and if none takes place, work may be continued. The Secretary was asked to send the change notification form to the Board members and to put it on the agenda for the next meeting.

Greg Hogan spoke about the equipment purchased to seal cracks and which they couldn’t do last year because of the lack of money. He said they did not get the sidewalks done this year, but did do the roads and he figured it saved the town a minimum of $4,000 by doing this themselves. He said he felt this had been a very good purchase and wanted to update the Select Board.

Selectman Moroney asked if he has received any information on redoing the roads and he said he is still waiting. He said he had gotten a “ballpark” number, but wanted a more closely estimated amount.

As there was no further business, the Board was polled to go into non-public session, per RSA 91-A-3 for legal and personnel at 7:50 p.m. Selectman Bussiere, yes, Chairman Scalley, yes, Selectman Moroney, yes.

At the close of non-public session at 9:30 p.m., Selectman Bussiere moved to return to public session and seal the minutes from non-public session. Selectman Moroney seconded and the Motion passed unanimously.

Selectman Bussiere made a Motion to adjourn the meeting and Selectman Moroney seconded. The Motion passed unanimously. Chairman Scalley declared the meeting ended at 9:32 p.m. The next meeting will be Monday, November 2, 2015 at 7:00 p.m.
