December 7, 2015


“These minutes of the Town of Carroll Select Board have been recorded by its Secretary. Though believed to be accurate and correct they are subject to additions, deletions and corrections by the Select Board at its next meeting when the Board votes its final approval of the minutes. They are being made available at this time to conform to the requirements of New Hampshire RSA 91-A:2.”

Board members present: David Scalley, Bonnie J. Moroney, Paul Bussiere.

The meeting was called to order at 3:09 p.m.by Chairman Scalley.

Pledge of Allegiance

Selectman Moroney started discussing the Employee Manual and said the Board had been working on Paid Time Off which combines vacation, holiday and personal time off. It was also noted that a step had been inserted at 5 years to 14 years of service to change this to 6 years to 9 years of service and 10 years to 15 years of service.

Part of the reasoning for the change-over is that the Board is considering going to a payroll system and it was felt the transition would be better if certain calculations were used to accrue the time off. There was much discussion as to how this would take place; whether beginning on January 1st of each year or using the employee’s anniversary date. Many questions were raised regarding earning the accrual rate and when and how the time could be used as it was not understood that time earned in any given year would be the time which would be used the following year. Once all misconceptions were straightened out, it was agreed that PTO would consist of 88 hours for holidays (11), 16 hours for personal use and vacation time, based on years of service would be added together to be used through the year. Formerly, there occasions in the Manual where time off was referred in terms of “a day or days.” It was stressed that beginning with these changes all time off will be stated in hours which will apply to all departments and positions. It was also stated new totals will be used as of January 1, each year.

Also beginning January 1, 2016, all year round, part-time employees who work an average of 29 hours per week will earn 64 hours of PTO each year. This will be used at their discretion with the approval of their Department Head.

Chief Trammell then spoke about Compensation Time, which had been disallowed with this manual. He said he will do whatever the Select Board wants him to do, but by eliminating it, he must add $4,200 to the overtime line in his budget. He said this is kept track of and must be used by the date one year later of when it was earned. The Chief was asked by hiring a prosecutor for their department, if this would save overtime, and he answered it would allow him or whatever officer was on the case, to remain in Town for coverage of duties, as most court days there is no one here. When asked, Greg Hogan, Public Works Director, said it does save overtime, especially on the Highway Department and great amounts are not allowed to be accrued. They will use it within a short time of putting it in. It was the consensus of the Board to keep the Comp time in the manual and that it will be used at the discretion of the Department Head.

Sick time will continue to be accrued at 8 hours a month with the limit set at 120 hours. This is due to the Board changing the Short Term Disability Insurance to begin after 14 days rather than three days as it had previously been. Selectman Moroney said substantial savings was recognized by making this change.

Chief Trammell asked about having a “sick time” whereby employees would have the ability of giving some of their time to each other in times of need. He explained that disability insurance has taxes and Medicare taken out and neither disability nor Workers’ Comp pay out to NH Retirement, which also results in the Town not contributing, all of which he said is a substantial loss to the employee. Selectman Bussiere said he felt while it might be a good idea, a “sick bank” would be very difficult to fund because of varying hourly wages. The Board agreed they might look into offsetting retirement in some way.

As there was no further business, the Board was polled to go into non-public session, per RSA 91-A-3 for personnel at 4:35 p.m. Selectman Bussiere, yes, Chairman Scalley, yes, Selectman Moroney, yes.

At the close of non-public session at 5:25 p.m., Selectman Moroney moved to return to public session and seal the minutes from non-public session. Selectman Bussiere seconded and the Motion passed unanimously.

The Board announced the approval of bills and signing of manifests.

Selectman Moroney made a Motion to: Approve the minutes of 11/30/2015 as written and Selectman Bussiere seconded. The Motion passed unanimously.

As there was no further business, Selectman Moroney made a Motion to adjourn the meeting and Selectman Bussiere seconded. The Motion passed unanimously. Chairman Scalley declared the meeting ended at 5:40 p.m. The next meeting will be Monday, December 14, 2015 at 7:00 p.m.
