December 14, 2015


“These minutes of the Town of Carroll Select Board have been recorded by its Secretary. Though believed to be accurate and correct they are subject to additions, deletions and corrections by the Select Board at its next meeting when the Board votes its final approval of the minutes. They are being made available at this time to conform to the requirements of New Hampshire RSA 91-A:2.”

Board members present: David Scalley, Bonnie J. Moroney, Paul Bussiere.

The meeting was called to order at 7 p.m.by Chairman Scalley.

Pledge of Allegiance

The Board announced the approval of bills and signing of manifests.

Selectman Moroney made a Motion to: Approve the minutes of 12/7/2015 as written and Selectman Bussiere seconded. The Motion passed unanimously.

Selectman Moroney said she had removed all the calculations and all extra wording on page 2, as they decided January 1 each year would be the start for that year’s Paid Time Off. It was reiterated that these hours include vacation time based on years of service, 88 hours of holiday time and 16 hours of personal time. Discussion came up again about caps for time allowed to accrue and Selectman Moroney said she removed those limits as they decided at the previous meeting that they should. It was decided to add a phrase regarding using the time during the year and that no “carry overs” will be allowed. Thus Selectman Moroney made a Motion that “With the addition of ‘PTO must be taken each year and cannot be carried over. Employees are expected to work cooperatively with fellow employees to guarantee no gaps in services’ to accept it as the new policy.” Selectman Bussiere made a correction the Sick Time portion, to change to “3 consecutive days” from “3 days” and then seconded Selectman Moroney’s Motion which passed unanimously.

The Board then set the date for Deliberative Session of Tuesday, February 2, 2016, at 6:30 p.m.

Chairman Scalley said he would read each Warrant Article and they would vote as they go, rather than waiting to vote at the end and proceeded to read:
“To see if the Town will vote to raise and appropriate the sum of $9,500.00 (Nine Thousand Five Hundred Dollars) to be placed in the Water Department Capital Reserve Fund, said appropriation to be offset by water user fees. No new money will be raised from new taxation” Selectman Moroney made a Motion To: Recommend, Chairman Scalley seconded and it passed unanimously.

“To see if the Town will vote to raise and appropriate $35,000 (Thirty Five Thousand Dollars) to be placed in the Road Improvements Capital Reserve Fund.” Selectman Bussiere made a Motion To: Recommend, Chairman Scalley seconded and passed unanimously.

“To see if the Town will vote to raise and appropriate $30,000 (Thirty Thousand Dollars) to be placed in the New Land & Building Capital Reserve Fund.” Selectman Moroney made a Motion To: Recommend, Chairman Scalley seconded and it passed unanimously.

“To see if the Town will vote to raise and appropriate $18,000 (Eighteen Thousand Dollars) to be placed in the Police Cruiser Capital Reserve Fund.” Selectmen Moroney made a Motion To: Recommend, Selectman Bussiere seconded and it passed unanimously.

“To see if the Town will vote to raise and appropriate $15,000 (Fifteen Thousand Dollars) to be placed in the Municipal Truck Capital Reserve Fund.” Selectmen Moroney made a Motion To: Recommend, Selectman Bussiere seconded and it passed unanimously.

“To see if the Town will vote to raise and appropriate $10,000 (Ten Thousand Dollars) to be placed in the Landfill Closure Capital Reserve Fund.” Selectmen Moroney made a Motion To: Recommend, Selectman Bussiere seconded and it passed unanimously.

“To see if the Town will vote to raise and appropriate $10,000 (Ten Thousand Dollars) to be placed in the Highway Equipment Capital Reserve Fund.” Selectman Bussiere made a Motion To: Recommend, Chairman Scalley seconded and passed unanimously.

“To see if the Town will vote to raise and appropriate $2,000 (Two Thousand Dollars) to be placed in the Computer Technology Capital Reserve Fund.” Selectman Moroney said she wanted to amend this to increase as there is more and more technology being used in the Town and this amount is no longer even near enough to cover our needs. After a brief discussion, it was agreed to raise it to $4,000. Therefore, the article is: “To see if the Town will vote to raise and appropriate $4,000 (Four Thousand Dollars) to be placed in the Computer Technology Capital Reserve Fund.” Selectman Moroney made a Motion To: Recommend, Selectman Bussiere seconded and it passed unanimously.

“To see if the Town will vote to raise and appropriate $2,000 (Two Thousand Dollars) to be placed in the Library Improvement Capital Reserve Fund.” Selectman Moroney made a Motion To: Recommend, Selectman Bussiere seconded and it passed unanimously.

“To see if the Town will vote to raise and appropriate the sum of $1,250 (One Thousand Two Hundred Fifty Dollars) as the Town’s contribution to help offset the support of preventative and primary health care services of Ammonoosuc Community Health Services, Inc. for the residents of Carroll.” Selectman Moroney made a Motion To: Recommend and Chairman Scalley seconded. The vote was two yeas and one nay.

“To see if the Town will vote to raise and appropriate the sum of $356 (Three Hundred Fifty Six Dollars) as the Town’s contribution to the American Red Cross” Selectman Moroney made a Motion To: Recommend and Chairman Scalley seconded. The vote was two yeas and one nay.

“To see if the Town will vote to raise and appropriate the sum of $500 (Five Hundred Dollars) for Court Appointed Special Advocates (CASA) of NH for recruiting, training and supervising volunteers who advocate in NH’s courts for the best interests of abused and neglected children.” Selectman Moroney made a Motion To: Recommend and Chairman Scalley seconded. The vote was two yeas and one nay.

“To see if the Town will vote to raise and appropriate the sum of $923 (Nine Hundred Twenty Three Dollars) as the Town's contribution to the Northern Human Services - White Mountain Mental Health and Common Ground, a non-profit mental health and development service center.” Selectman Moroney made a Motion To: Recommend and Chairman Scalley seconded. The vote was two yeas and one nay.

“To see if the Town will vote to raise and appropriate the sum of $1,000 (One Thousand Dollars) for maintenance of the old landfill. This includes needs for actual physical maintenance, engineering and overseer expenses. The appropriation will come from the Landfill Closure Capital Reserve Fund established for this purpose. No money to be raised from taxation.” Selectman Moroney made a Motion To: Recommend, Selectman Bussiere seconded and it passed unanimously.

“To see if the Town will vote to raise and appropriate the sum of $4,000 (Four Thousand Dollars) for ground-water monitoring of the old landfill; including to pay for the engineer to take samples, produce reports and send the results to the Town and State and to pay the laboratory fees to process the samples. The total amount to come from the existing Landfill Closure Trust Fund established for this purpose. No money to be raised from taxation.” Greg Hogan, Public Works Director, said he had just gotten his final number today and needed to raise this to $6,000. Selectman Moroney asked about being told a few years ago that the number of times for monitoring a year had been decreased and Greg said yes, that applies to several years and every fourth or fifth year, it goes back up for the year.

The Selectmen agreed to increase the amount, so the article will read: “To see if the Town will vote to raise and appropriate the sum of $6,000 (Six Thousand Dollars) for ground-water monitoring of the old landfill; including to pay for the engineer to take samples, produce reports and send the results to the Town and State and to pay the laboratory fees to process the samples. The total amount to come from the existing Landfill Closure Trust Fund established for this purpose. No money to be raised from taxation.” Selectman Moroney made a Motion To: Recommend, Selectman Bussiere seconded and it passed unanimously.

Selectman Moroney put forth the following Warrant Article: “To see if the Town will vote to raise and appropriate the sum of $8,000 (Eight Thousand Dollars) for the value of the 2011 Chevy, Silverado 1500. Money to be placed into the Police Cruiser Capital Reserve Fund to offset the transfer of this vehicle from the Police Department to the Town of Carroll Water Department. This amount to be removed from the Water Department Capital Reserve Fund.” Selectman Moroney said the truck was turned over by the Police Department and there had been no exchange of money. She said this will help replace some of what they would have gotten with a trade-in. Selectman Moroney then made a Motion To: Recommend, Selectman Bussiere seconded and it passed unanimously.

Jeremy Oleson, Fire Chief, spoke of the article he had brought to the Selectmen’s Office. This was regarding raising money for a detailed design and engineering plan to renovate the Fire Station. Chief Oleson said with the lack of doing anything about the current building situation in town, i.e. the Police Station, Town Hall, etc., for the Fire Department end of things, they have to do something. The middle section of the Station is deteriorating, with open gaps throughout, which also result in high energy use and costs. They are considering extending two bays for the possible addition of larger apparatus, additional room for cleaning equipment, including turn-out gear, and to take care of a number of issues in the building. He said he will have a presentation for the Deliberative Session, but in the meantime, the Selectmen and public are all welcome to come by to see and discuss any of this with him. He said this could also be used as emergency base later. He said there is no other plan at the moment, so this Department could be of good help and use.

The Motion is: “To see if the Town will raise and appropriate the sum of $10,000 (Ten Thousand Dollars). Said monies shall be used to pay for a detailed design and engineering plan for the renovation of the Twin Mountain Fire Department located at 104 Route 3 North. The total amount to be taken from the New Land & Building Capital Reserve Fund. No new money will be raised from new taxation.” Selectman Moroney made a Motion To: Recommend and Selectman Bussiere seconded. The vote was 2 yeas and 1 nay.

Other:

Chairman Scalley read an email from the office that Evan Karpf had been in and advised that the Carroll Information Group had disbanded. He gave a check for $897.16 which he said was to return money not spent by the Group. He also advised that he would be back to return the equipment in a few days. Chairman Scalley noted the equipment has not yet been returned and asked that a letter be sent requesting the same.

Selectman Moroney commented on the nice job done on decorating the train at the intersection. Chairman Scalley said Jason Homan and Crystal Silver volunteered the time to do it. When pressed for the answer regarding all the lights, Chairman Scalley said that he had donated them.

Chairman Scalley said that he had been under the impression after a meeting back in June, that holiday pay was based on eight hours. Selectman Moroney advised that while all was discussed, etc., nothing had been finalized, and as a result of several meetings, it is now clarified with the approved new manual. After much discussion particularly about the fact that due to different shift hours, some police were receiving up to ten and twelve hours as holiday pay, the Chairman said he was upset that this had been happening and believed it had already been taken care of.

Imre Szauter said in October, he had brought in the flag and it had been tattered and torn. Because of this, he got a new one which had been flown over the Capitol Building on November 11, 2015, for the Town of Carroll in honor of all veterans. Mr. Szauter read the Certificate which accompanied the flag and presented the Selectmen with both items. The Board thanked Mr. Szauter for his kind consideration on behalf of the Town.

Chief Oleson said the Fire Department needs new people. He noted they had recently lost three interior firefighters who had all moved away. He said they need people in general and assured all that he would not be placing any new ones in spots requiring experience until they were ready.

Michael Hogan, Budget Committee Chair, said there will be a joint meeting with the Selectmen on Wednesday, December 16, to review the budget. He said one thing which needs to be done is to look at all the buildings. We must do something serious to look at saving the town money. Chairman Scalley said in all fairness, Bonnie Moroney has been working very hard trying to do something but last year had gotten a bit of a curve ball at the last minute. Mr. Hogan said he feels they need community outreach to move forward.

As there was no further business, the Board was polled to go into non-public session, per RSA 91-A-3 for personnel at 8:31 p.m. Selectman Bussiere, yes, Chairman Scalley, yes, Selectman Moroney, yes.

At the close of non-public session at 9:16 p.m., Selectman Moroney moved to return to public session and seal the minutes from non-public session. Selectman Bussiere seconded and the Motion passed unanimously

As there was no further business, Selectman Moroney made a Motion to adjourn the meeting and Selectman Bussiere seconded. The Motion passed unanimously. Chairman Scalley declared the meeting ended at 9:18 p.m. The next meeting will be Monday, December 28, 2015 at 7:00 p.m.
