January 11, 2016


“These minutes of the Town of Carroll Select Board have been recorded by its Secretary. Though believed to be accurate and correct they are subject to additions, deletions and corrections by the Select Board at its next meeting when the Board votes its final approval of the minutes. They are being made available at this time to conform to the requirements of New Hampshire RSA 91-A:2.”

Board members present: David Scalley, Bonnie J. Moroney, Paul Bussiere.

The meeting was called to order at 7:05 p.m.by Chairman Scalley.

Members of the public present: Imre Szauter, Bryan Mycko, Mike Gooden, Donna Foster

Pledge of Allegiance

The Board announced the approval of bills and signing of manifests.

Selectman Moroney made a Motion to approve the minutes of 12/28/2015 as written and Selectman Bussiere seconded. The Motion passed unanimously.

Chairman Scalley read the last of the warrant articles for the Board to vote their recommendations. The Secretary said she had not been given a final figure from the Budget Committee for the Operating Budget and requested that it be added to the article for the vote. Selectman Moroney who represented the Select Board on the Budget Committee, said the
amount should be $1,602,379. Chairman Scalley then read:

2. “To raise and appropriate as an operating budget, not including appropriations by special warrant articles and other appropriations voted separately, the amounts set forth on the budget posted with the Warrant or as amended by vote of the First Session, for the purposes set forth therein, totaling sum of $1,602,379 (One Million Six Hundred Two Thousand Three Hundred Seventy Nine Dollars).

Should this article be defeated; the operating budget shall be $1,671,483 (One Million Six Hundred Seventy One Thousand Four Hundred Eighty Three Dollars) which is the same as last year, with certain adjustments required by previous action of the Town or by law; or the governing body may hold one special meeting, in accordance with RSA 40:13, X and XVI, to take up the issue of a revised operating budget only.

The Transfer Station/Recycling Center Budget will be offset by $20,000 from the Recycling Special Revenue Fund established in 2001.
Selectman Moroney made a Motion To: recommend this and Chairman Scalley seconded. The Motion passed 3 to 0.


“To see if the Town will vote to raise and appropriate the sum of $2,000 (Two Thousand Dollars) as the Town’s contribution to help offset the costs of the Caleb Interfaith Volunteer Caregivers that serves the needs of elderly people in our community.” Selectman Moroney made a Motion To: recommend this and Chairman Scalley seconded. The Motion passed 2 to 1.


“To see if the Town will raise and appropriate the sum of $2,000 (Two Thousand Dollars) to donate to the Tyler Blain House, Lancaster, NH, one of the only homeless shelters in northern New Hampshire.” Selectman Moroney made a Motion To: recommend this and Chairman Scalley seconded. The Motion passed 2 to 1.


“To see if the Town will vote to raise and appropriate the sum of $2,000 (Two Thousand Dollars) for the Coalition Communities in Portsmouth, New Hampshire; which group consists of and represents 36 towns, including the Town of Carroll, in a solution to our educational funding crisis by opposing the re-establishment of donor towns and by keeping the Statewide Property Tax so that it can be used locally to fund our own education assessment from the White Mountains Regional School District.” Selectman Moroney made a Motion To: recommend this and Chairman Scalley seconded.

Selectman Bussiere asked for discussion on this. Selectman Moroney explained that this group has been working together for many years and goes back to when donor towns where instituted. These were towns with higher values which were taxed to help poorer towns fund education. She said the Superior or Supreme Court (she couldn’t recall which had heard the case) had ordered that the cost to educate a student be defined, and so far, she said that had not happened.
She said there is a person who works for this group and keeps track of what is going on. She further stated they had been successful a few years ago in getting rid of the donor towns and are working to keep it that way. Selectman Bussiere said he would like to see a report or something, and Selectman Moroney said she knows they do send them periodically.

Chairman Scalley called for the vote and it was 3 to 0 to recommend.


“To see if the Town will vote to raise and appropriate the sum of $500 (Five Hundred Dollars) to help support The Center for New Beginnings in Littleton, which provides counseling and mental health services to individuals throughout the North Country. The Center for New Beginnings provided services to 11 individuals Carroll residents in 2015. By Petition.” Selectman Moroney made a Motion To: recommend this article and Chairman Scalley seconded. The vote was
2 to 1.


“To see if the Town will vote to rescind the provisions of RSA 32:14, municipal budget committee adopted at the Town Meeting vote in 2005. By Petition.” Selectman Moroney made a Motion To: recommend the article. Chairman Scalley seconded and it passed 3 to 0. After the vote, Selectman Bussiere asked his colleagues if it was all right that they voted on this inasmuch as all three had signed the petition. They discussed if briefly and thought it should be, but requested that the Secretary check on it. If they should not vote on it, they asked that the vote be eliminated from the article; otherwise, they asked that it remain.


The Secretary said there had not been a signature page when the Selectmen voted to approve the amended sections in the Employee Manual at their meeting on December 28, 2015. Thus, she requested that they sign that page, which they did and which will be included in the Manual.

The following items were approved and signed:

Intents to Cut – Bayroot, LLC; Pike Industries
Tax Abatements – Krohn; Robson; Shearer
Town Hall Use Permit Application – Monahan
Ambulance Agreement with Coos County for Unincorporated Places

Other:

The Secretary brought an application from the Police Chief for a part-time officer for his Department for the Board to review. They said they would discuss this in Non-Public as it is Personnel, and will vote on it when they come back into Public Session.

Donna Foster asked if campers parked/stored in private backyards are taxed and the Board said they are not, only those set up in campgrounds are, unless they are registered.

The next meeting will be January 25, 2016 at 7 p.m.

The public was reminded the Budget Committee Public Hearing is scheduled for Wednesday, January 13, 2015, at 7 p.m. and Thursday, January 14, if needed.

As there was no further business, the Board was polled to go into non-public session, per RSA 91-A-3 for personnel at 7:36 p.m. Selectman Bussiere, yes, Chairman Scalley, yes, Selectman Moroney, yes.

At the close of non-public session at 7:49 p.m., Selectman Moroney moved to return to public session. Selectman Moroney made a motion To: Allow Chief Trammell to hire Christopher Briere as a part-time officer. Chairman Scalley seconded and the Motion passed unanimously.

As there was no further business, Selectman Moroney made a Motion to adjourn the meeting and Selectman Bussiere seconded. The Motion passed unanimously. Chairman Scalley declared the meeting ended at 7:57 p.m.
