February 29, 2016


“These minutes of the Town of Carroll Select Board have been recorded by its Secretary. Though believed to be accurate and correct they are subject to additions, deletions and corrections by the Select Board at its next meeting when the Board votes its final approval of the minutes. They are being made available at this time to conform to the requirements of New Hampshire RSA 91-A:2.”

Board members present: David Scalley, Bonnie J. Moroney, Paul Bussiere.

The meeting was called to order at 7:00 p.m.by Chairman Scalley.

Members of the public present: Mike Gooden, Ann Fabrizio, Donna Foster, Brian Mycko, Michael Hogan, Dianne Hogan, Debbie Szauter, Imre Szauter, Megan Rouillard, Jeremy Oleson, John Trammell, Bill Smalley

The Board announced the approval of bills and signing of manifests.

Selectman Moroney made a Motion to approve the minutes of 2/22/2016 as written and Selectman Bussiere seconded. The Motion passed unanimously.

Chairman Scalley said he believed there was a discrepancy in the Employee Manual from the Addendum they had signed. Selectman Moroney explained when it all started in June they tried to get everyone on the same page by going to Paid Time Off. There was a large gap in vacation time which they closed by adding another level. Concurrently they also started talking about using a payroll company so they could institute that time would build up, or be accrued whether weekly or monthly during the year and which dragged out discussion. When they realized there would not be a payroll company, they went back to their original plan of putting all hours together; vacation time, holidays and personal time. This also brought forth discussions of accruals being accounted as of the hiring date or January First, as has always been done. As it is hard for some departments to use their holiday time, all the time was put into PTO, and holiday time was not addressed separately, which it needs to be.

The Board reviewed the changes in the Town Hall Use Permit Application and decided anywhere that said “100 people” should be changed to “99 people” and “Town of Carroll Fireman” should be changed to “Twin Mountain Firefighter.” There is a checklist which is used for inspecting buildings for the Assembly Permit and the Board feels they may want to use this with the form. Selectman Bussiere asked if Greg had set a time with a structural engineer to make an inspection of the gym and Town Hall. Greg was not in attendance and it was not known. The Board asked that the changes be made and the form brought back.

Next was a letter for the owner of Guns of Patriots Tactical Arms, LLC, to be able to sell and distribute pistols and revolvers. He said he tried to make a purchase from a company in Massachusetts who told him he needed town approval. He checked with the Police Chief who told him to come to the Selectmen (similar to Town approval for selling liquor). This led to discussion if business can continue in a building that needs a Site Plan and Change of Use. Donna Foster, Chair of the Planning Board, said there had been confusion at the time and mistakes were made. Michael Hogan said with another business slated to go in, the Board should require that the building be brought into compliance and particularly since there is a residence on the second floor. Chairman Scalley made a Motion To: send the letter to Town Counsel for her opinion, as she knows the issue. Selectman Bussiere seconded and it passed unanimously.

Other:

Selectman Moroney thanked everyone who supported the Spaghetti Dinner last week: all who worked, donated, participated in some way, and/or ate at the dinner. She said it was a great success and everyone enjoyed it.

Selectman Moroney then thanked all for the support given her over the last nine years. She said she had a couple of suggestions for her colleagues – and advised them to:

Pick a certain number of items and work on them until accomplished and completed, and
Take good care of the employees. She said they are good and willing to work hard for the Town; and that we have a low turn-over rate; treat them well.

Selectman Bussiere thanked Bonnie for all of her hard work and advice over the years. Chairman Scalley also added his thanks for everything she did and presented her with a card and gift certificate to a spa. He added that of course it is expected that she’s not gone for good and will be back!

Michael Hogan said he and Imre Szauter had done a fair amount of research on LED lighting and he had spoken with Mr. Appleton from State DOT. He said there are many variables on this such as it depends if we’re on tariff or meter as to the way we are charged. He said the energy company has to be on board for any changes. He went on to say if there are any grants from the 2012 American Recovery and Reinvestment Act that we could get, it may cover the cost of changing. Mr. Hogan also said there is a big difference in the longevity of LED lights, it is said they last twenty years, but the manufacturer guarantees for five years. Chairman Scalley thanked Mr. Hogan and asked what is needed now. Mr. Hogan said they need to talk with Eversource and compare costs and therefore, checking with other energy companies such as NH Electric Coop which he said is changing all their lights to LED.

The next Selectmen’s meeting will be March 14 2016 at 7 p.m.

The Board reminded everyone to vote on March 8, and the polls will be open from 8 a.m. to 7 p.m.

As there was no further business, the Board was polled to go into non-public session, per RSA 91-A-3 for personnel and legal at 8:07 p.m. Selectman Bussiere, yes, Chairman Scalley, yes, Selectman Moroney, yes.

At the close of non-public session at 9:22 p.m., Selectman Bussiere moved to return to public session and seal the minutes from non-public session. Selectman Moroney seconded and the Motion passed unanimously.

Selectman Moroney made a Motion to adjourn the meeting and Selectman Bussiere seconded. The Motion passed unanimously. Chairman Scalley declared the meeting ended at 9:24 p.m.
