Meeting Minutes
September 25, 2017


“These minutes of the Town of Carroll Select board have been recorded by its Secretary. Though believed to be accurate and correct they are subject to additions, deletions and corrections by the Select Board at its next meeting when the Board votes its final approval of the minutes. They are being made available at this time to conform to the requirements of New Hampshire RSA 91-A:2.”

Board members present: Paul Bussiere, Brian Mycko. Selectman Scalley excused due to family medical emergency.

Members of the public present: Michael Hogan, Imre Szauter, Wayne Mycko, Patti Mycko, Tadd Bailey, Don Monahan, Josh Robertson

The meeting was called to order at 7:00 p.m. by Chairman Mycko.

Pledge of Allegiance

The Board announced the approval of bills and signing of manifests.

Selectman Bussiere made a Motion to: Approve the minutes of 9/11/2017 as written. Chairman Mycko seconded and the Motion passed.

Minutes of 9/13/2017 were tabled as Chairman Mycko was not at that meeting.

The Selectmen reviewed a letter from Harold and Wayne Garneau regarding the signage at Garneau’s Garage. Because they are no longer selling fuel, they will be changing their signs for the other phases of the business; namely, auto repair, trailer sales and service and SKI-DOO Snowmobiles sales and service. They wish to be able to replace the signs when the new ones are ready, which could be up to a year. Therefore, for aesthetics, they wish to be able to remove some of the signage and leave them off until the new ones are ready. The Board agreed this would be fine as long as they are in compliance when they are ready to replace them. Selectman Bussiere said to come back before the year is up for a continuation if they find they need a little longer. They asked the Secretary to write a letter to advise the Garneaus of this.

Imre Szauter, Chairman of the Building Committee, apprised the Board of the Committee’s progress. Their meeting on September 14, 2017 saw an updated set of conceptual plans, including parcel layout, building floor plans and elevations. Allan Clark, Project Manager, highlighted changes that were made based on input from the Committee, town employees and the public. He advised a total of 787 letters announcing the Informational Session on September 28 were printed and mailed to all property owners, except Committee members, town employees and Selectmen. A flyer created by Mr. Clark announcing the Session was posted around town and notices were placed in the Coos County Democrat and the Caledonian Record. He noted that Greg Hogan had been able to test the School Street hydrant and reported a static reading of 140 psi and a flow reading of 840 gpm at 25 psi. These results indicate that a booster pump will not be required for the public safety building sprinkler system which will save $60,000 to $100,000. Mr. Szauter gave the budget account balances to date -- budget line item: $1,591.48 remaining; and Warrant Article: $40,612.50 remaining.

Mr. Szauter asked if there would be a Selectman to speak on the Town Hall design and they agreed one would be able to; most likely it would be Selectman Scalley, but if he is not available, of the others will; it was also noted that there will definitely be support for the Selectman from the Committee. Selectman Bussiere said it has been an outstanding job by Imre Szauter and the Committee and thanked them for all their hard work. Mr. Szauter said Mike Finn had made arrangements for him to talk at the Bretton Woods Homeowners Association meeting and that Allen Clark may also attend. He reminded that the Committee will meet at the regular time on Thursday morning, September 28, and the Informational Session would be that evening at 7 p.m.

The Selectmen reviewed the Budget Presentation schedule and approved it. The Secretary will advise Department Heads and Committee Chairs of the final schedule. They have already been given the tentative schedule and presentations will begin on October 2.

Twin Mountain Snowmobile Club – After a brief discussion about tax-exempt property, it was suggested that Don Monahan check with Presidents of other snowmobile clubs if he can. It should be looked into further for documents and to check with Town Counsel.

Little River Road Water Tank Property – The Secretary advised that the Town voted in recent years that no land would be purchased without going to a town vote, even though RSA provided for voting to give the Selectmen authority to do so.

Other:

Selectman Bussiere asked for the total legal costs for the Town so far this year. He questioned why Town Counsel was at the recent ZBA meeting when there were no other lawyers and few other people in attendance, particularly where she is not legal counsel for the ZBA for the current deliberations. Michael Hogan said that Jae Whitelaw had informed the Planning Board several months ago that she would be at the ZBA meetings to defend their decisions as may be necessary. The Secretary reminded the Board that Attorney Whitelaw had sent an email to the Board, and she was not aware that anyone responded.

The Secretary advised the Board that on Wednesday while working in the upstairs storage areas, they came across paperwork, including the newspaper ad, for the recount of the 1979 Ordinance. Selectman Bussiere said he would like to see the information which he was told is in the safe in the Selectmen’s Office, and that he will also check further.

Tadd Bailey told the Board with the new Ordinance on Drug Paraphernalia, tickets had already been issued for $2,200 in fines, just since September 16. He said they do between $100,000 and $135,000 in traffic stops and we don’t get any of the revenue, it all goes to the State. Thus, he explained the need for the Town Ordinance, so the money can come to the Town. When asked about the fines that go to the State, Sgt. Bailey said when someone goes to the Police Academy, it does pay for that.

As there was no further business, the Board was polled at 7:42 p.m. to go into non-public session, per RSA 91-A-3 for town aid: Selectman Bussiere, yes; Chairman Mycko, yes.

At the close of non-public session at 7:55 p.m., Selectman Bussiere moved to return to public session and seal the minutes from non-public session. Chairman Mycko seconded and the Motion passed.

There being no further discussion, Selectman Bussiere made a Motion to adjourn the meeting. Chairman Mycko seconded and the Motion passed unanimously. Chairman Mycko declared the meeting ended at 7:55 p.m. The next meeting will be Monday, October 2, 2017.
