February 6, 2018


“These minutes of the Town of Carroll Select Board have been recorded by its Secretary. Though believed to be accurate and correct they are subject to additions, deletions and corrections by the Select Board at its next meeting when the Board votes its final approval of the minutes. They are being made available at this time to conform to the requirements of New Hampshire RSA 91-A:2.”

Board members present: Brian Mycko, David Scalley. Paul Bussiere was excused.

The meeting was called to order at 7:51 p.m. by Chairman Mycko.

Chairman Mycko said this meeting had been posted so the Selectmen could take any necessary action after the Deliberative Session. On that note, two articles had been amended and for which the Board needed to look at their recommendations.

The first article amended was number 4. “To see if the Town will vote to raise and appropriate $179,000 (One Hundred Seventy Nine Thousand Dollars) to purchase a machine to clear and maintain town sidewalks for winter use, with $20,000 of said funds to come from the Highway Equipment Capital Reserve Fund and the remainder to be raised by new taxation. The Selectmen recommend 3 to 0. Tax Impact $ .49”

This was amended to read, “To see if the Town will vote to raise and appropriate $0.00 (Zero Dollars) to purchase a machine to clear and maintain town sidewalks for winter use, with $20,000 of said funds to come from the Highway Equipment Capital Reserve Fund and the remainder to be raised by new taxation.” Each Selectman said “yes” when polled to recommend, thus the article will show, “The Selectmen recommend 2 to 0.”

Article 16. To see if the Town will vote to raise and appropriate $35,000 (Thirty Five Thousand Dollars) to be placed in the Road Improvements Capital Reserve Fund. The Selectmen recommend 3 to 0. Tax Impact $ .11

Because this was a duplicate of Article 15, this was amended to read, “To see if the Town will vote to raise and appropriate $1.00 (One Dollar) to be placed in the Road Improvements Capital Reserve Fund.” Because they believed this did not have to pass, each Selectman said “no” when polled to recommend, thus the article will show, “The Selectmen do not recommend 2 to 0.”

The Board asked the Secretary to check with DRA and Legal Counsel to be sure they had acted appropriately on Article 16.

There being no further discussion, Selectman Scalley made a Motion to adjourn the meeting. Chairman Mycko seconded and the Motion passed unanimously. Chairman Mycko declared the meeting ended at 7:55 p.m.
