Meeting Minutes
February 8, 2018


“These minutes of the Town of Carroll Select Board have been recorded by its Secretary. Though believed to be accurate and correct they are subject to additions, deletions and corrections by the Select Board at its next meeting when the Board votes its final approval of the minutes. They are being made available at this time to conform to the requirements of New Hampshire RSA 91-A:2.”

Board members present: Brian Mycko, David Scalley. Paul Bussiere was excused.

The meeting was called to order at 5:20 p.m. by Chairman Mycko.

Chairman Mycko said the Secretary had spoken with DRA and our Legal Counsel about the handling of Article 16, which had inadvertently been a duplicate of Article 15.

Upon checking, the Town was advised that in order to be able to put money into the Road Improvements Capital Reserve Fund, both articles must pass, because if one fails the “no means no” rule will come into effect and negate the article which does pass.

Therefore, regarding amended Article 16, “To see if the Town will vote to raise and appropriate $1.00 (One Dollar) to be placed in the Road Improvements Capital Reserve Fund,” each Selectman said “yes” when polled to recommend, thus the article will show, “The Selectmen recommend 2 to 0.”

The following items were approved and signed:

Veterans’ Exemption – Trammell (Housekeeping item)
Veterans’ Exemption – Pitre

There being no further discussion, Selectman Scalley made a Motion to adjourn the meeting. Chairman Mycko seconded and the Motion passed unanimously. Chairman Mycko declared the meeting ended at 5:25 p.m.
