Meeting Minutes
October 30, 2006
"These minutes of the Town of Carroll Select Board have been recorded by its Secretary. Though believed to be accurate and correct they are subject to additions, deletions and corrections by the Select Board at its next meeting when the Board votes its final approval of the minutes. They are being made available at this time to conform to the requirements of New Hampshire RSA 91-A:2."

The meeting was called to order at 7:00 PM.

Members of the public present: Dale Shakespeare, Roberta McGee, Tadd Bailey, Tom Gately, Doug Bews, Evan Karpf, Edith Tucker, John Goodney, John Burt, Harold Garneau, Bill Dowling, Ann Fabrizio, Carmine Fabrizio, Eleanor Brauns, John Foster

The board announced the approval of bills and signing of checks.

Selectman Moroney moved to approve the minutes of the meeting on 10/23/06. Chairman Wright seconded, and the motion was passed unanimously.

Chairman Wright announced that the tax rate was set last week and the 2006 rate for bills going out in November is $17.66 per thousand.

John Foster came before the board with a warrant article for approval by the selectmen. He stated that there is a portion of land between his store and land that he would like to have added to his property. A part of this is town road that has not been maintained for over 20 years according to Mr. Foster, and he said as such it is abandoned property which reverts to the abutter, which would be him. He would like to purchase a small piece from the town that was not part of the road. Mr. Foster presented a survey map of the properties and suggested language for the deed if this comes to pass, and stated the deed would contain the necessary language to give the town access to its water line. Chairman Wright moved to table a vote on the article until next week pending discussion with the Road Agent. Selectman Moroney seconded the motion, and it was passed unanimously.

Evan Karpf handed out copies of information he’s received in conjunction with his training as Health Officer. He has also posted things on a new bulletin board such as how to deal with lead paint and mold. Dr. Karpf also mentioned that the state offers low rate loans for home repairs or home purchase. There are income level qualifications, but there are grants available for up to $7,500, and 1% loans of up to $20,000 for home buyers. Dr. Karpf suggested we pass this information on to anyone who may be interested and may qualify.

Dr. Karpf also asked about buying the books detailing the state building codes that we have just voted to adopt. The cost is approximately $1,500, and since there is a little more than that left in the planning board budget, the selectmen agreed he could purchase the books.

A letter from the One Hundred Club of NH was read, and will be put on the bulletin board for all to see. This organization offers financial and emotional support for families of police officers killed in the line of duty. There will be information on the bulletin board for anyone interested in joining this club.

The secretary is still waiting for the Local Government Center attorney to determine if we can legally charge residents for Fire Department costs relating to false alarms.

Dale Shakespeare reported that he has spoken to Eddy Moore, the Littleton representative for the Cable Consortium, and there is to be a meeting of the member towns prior to the November 14 session with Time Warner. Thus far Monroe is the only one of the 7 members that has not indicated participation.

Doug Bews asked about the county tax appropriation; he’d like to know how the almost one million dollars we’re paying is being spent. It was suggested he look at their annual report, and maybe attend the county delegation meeting in Lancaster on Wednesday, November 1 at 10 am.

John Goodney spoke to our emergency management preparedness deficiency. The power outage this past weekend pointed out that we need to do some planning and training. He has contacted the state for help in planning, and said we need a committee to determine our needs and devise a plan. We have the room in the town hall, but no generator. We need to determine who may need help and come up with a system to contact these people in an emergency. Doug Bews said a few years ago there was a program through the Red Cross that would reimburse hotel/motel owners for taking in people during an emergency. He also mentioned any plans should probably be coordinated with those of the Mt. Washington Hotel Resort.

Mr. Bews suggested the Town of Carroll needed a website labeled townofcarroll.org to encompass both Twin Mountain and Bretton Woods. He will research a company that has contacted him with estimated costs of $125 per year.

At 7:40 PM, as there was no additional business, Chairman Wright declared the meeting ended.
