“These minutes of the Town of Carroll Select Board have been recorded by its Secretary. Though believed to be accurate and correct they are subject to additions, deletions and corrections by the Select Board at its next meeting when the Board votes its final approval of the minutes. They are being made available at this time to conform to the requirements of New Hampshire RSA 91-A:2.”

The Budget Public Hearing was opened at 6:09 p.m. by Chairman Scalley.

Chairman Scalley read a letter from Mike Perlmutter regarding his attendance at the last Selectmen’s meeting during which he had spoken about the Town plowing the north end of Old Cherry Mountain Road. It was important to Mr. Perlmutter that the Chairman understands that though he disagrees with the Chairman’s conclusion about plowing the road, he still has great respect for him and that he took the time to research and to drive on the road to inspect it. He also wanted to point out that people at NH DoT said they are sympathetic to his request.

Chairman Scalley then read the Petition Article brought to the Selectmen’s Office earlier in the day by Mr. Perlmutter:

“To see if the Town will vote to assume the cost of plowing the Town portion of Old Cherry Mt. Rd N., a distance of 0.9 miles. The NH DoT will continue to assume the cost of maintaining and repairing the road in the non-winter months. This road is a state class II road similar to Old Cherry Mt., Rd S. and Lennon Road both of which are also class II roads and are currently plowed by the Town. Old Cherry Mt. Rd N. was voluntarily plowed for the past ten years by Mr. Evansky who passed away in 2018.” By Petition

This will be placed in the Warrant as requested and allowed, and the Selectmen chose not to vote on it.

The Board reviewed the Default Budget and the 2019 proposed Operating Budget and there were no questions one either. They reviewed the Warrant and because of the change in the amount on the Bond Article, felt they should vote on the new wording. Therefore, Selectman Moroney made a Motion to: Approve and recommend the Bond Article with the change in the amounts for the gross bond and the financed amount. Selectman Mycko seconded and it passed unanimously. Thus, the Selectmen recommend this 3 to 0.

It was also brought up that the request for North Country Home Health & Hospice had been missed previously. Chairman Scalley read the article: “To see if the Town will vote to raise and appropriate the sum of $2,065 (Two Thousand Sixty Five Dollars) payable to North Country Home Health & Hospice Agency, Inc. to help offset the support of the home health care, supportive care, medical hospice and community health programs and services of North Country Home Health & Hospice Agency, Inc. and Hospice of the Littleton Area for the residents of Carroll.

Selectman Moroney made a Motion to: Approve and recommend this article and Chairman Scalley seconded. It passed with 2 yes, 0 no, 1 abstention. Selectman Mycko said they are part of the group with Littleton Hospital where he works. The Selectmen recommend 2 to 0 to 1 abstention.

As there was no further discussion and no further questions regarding Budget Hearing, Chairman Scalley made a Motion to: Close the Budget Public Hearing. Selectman Mycko seconded and it passed unanimously. Chairman Scalley declared it closed at 6:30 p.m.
