Meeting Minutes
January 22, 2019


“These minutes of the Town of Carroll Select Board have been recorded by its Secretary. Though believed to be accurate and correct they are subject to additions, deletions and corrections by the Select Board at its next meeting when the Board votes its final approval of the minutes. They are being made available at this time to conform to the requirements of New Hampshire RSA 91-A:2.”

The meeting was called to order at 7:00 p.m. by Chairman Scalley.

Pledge of Allegiance.

The Chair announced the approval and signing of the manifests.

Selectman Moroney made a Motion to approve the minutes of January 7, 2019. Selectman Mycko seconded and the Motion passed unanimously.

Selectman Moroney made a Motion to approve the Bond Public Hearing minutes of January 9, 2019. Selectman Mycko seconded and the Motion passed unanimously.

Selectman Moroney made a Motion to approve the Budget Public Hearing minutes of January 9, 2019. Selectman Mycko seconded and the Motion passed unanimously.

Selectman Moroney made a Motion to approve the regular meeting minutes of January 9, 2019. Selectman Mycko seconded and the Motion passed unanimously.

Selectman Moroney reported on the Town Hall Committee meeting held on January 14, 2019. She started by saying they had two new people, thus bringing their attendance up to 6. She said she advised that the appraisals on the Fire Station and the Town Hall buildings have been completed and are available in the Selectmen’s Office for anyone who wishes to see them. The question was asked if the one for the Town Hall showed the difference in the land, which she said it did. However, it was noted that any subdivision of land will take place when it’s necessary. Mrs. Moroney said it’s rather pointless to meet until after voting has taken place, so they have suspended further meetings until then. She went on to say they have done pretty much what they can do until that time. The Board thanked Selectman Moroney and the Committee for their efforts thus far.

The Secretary said she had not yet received the final version of the MS-636 from DRA and asked if the Board would vote to sign it when it’s completed. It is the same information they have already reviewed and presented at the budget hearing. Chairman Scalley made a Motion to: sign the MS-636 when it is ready. Selectman Mycko seconded and it passed unanimously.

Property Tax Abatement – Demers
2019 Ambulance Agreement – Coos County
2019 Public Safety Agreement – Coos County
Petition and Pole License for Approval to Replace Two Poles – Eversource, NETel


Follow up item:

Employee Manual – Town Counsel will be contacted regarding status.
Buildings to be Razed – Chairman Scalley will contact Town Counsel and hopefully have it
Resolved by Monday’s meeting.

Chairman Scalley said he has been in conversation with the owner of the Grandview property regarding the clean-up. After discussions with the State Fire Marshall and disposal companies, it is obvious that this is going to be a very costly endeavor. It is also becoming a distinct possibility that the Town will most likely undertake the project. If this transpires, we are allowed to lien the property and any other property in the State owned by this person. The Secretary consulted with our representative at DRA and we are able to add money to a budget line at Deliberative Session to cover these costs.

Other:

Selectman Moroney said she is hoping to do a newsletter soon after Deliberative Session. If anyone has anything to include, please get in touch with her.

As there was no further business, the Board was polled and went into non-public session, per RSA 91-A-3 for Legal and Town Aid at 7:31 p.m. Chairman Scalley, yes; Selectman Mycko, yes; Selectman Moroney, yes.

At the close of non-public session at 7:59 p.m., Chairman Scalley moved to return to public session and seal the minutes from non-public session. Selectman Mycko seconded and the Motion passed unanimously.

There being no further discussion, Selectman Moroney made a Motion to adjourn the meeting. Selectman Mycko seconded and the Motion passed unanimously. Chairman Scalley declared the meeting ended at 8 p.m.
